8 METERING THE AUSTRALIAN CONTEXT Australia operates a Contestable Electricity Market All Consumers in the Eastern States can choose their retailer. Competition has be foremost in the design of the market place to provide the best choice and value to consumers. ELECTRICITY Distribution and Transmission is regulated as these are natural monopolies.
9 AUSTRALIAN CONTESTABLE MARKET Market Participants consist of: Unregulated Customers Retailers Sells power and collects revenue from customers Distributors Poles & wires Generators Regulated MP ( Meter Provider) supplies, installs and maintains meters and comms Market Regulator ( NEMMCO now AEMO) MDP ( Meter Data Provider) read data, process and validate data and push to market.
10 MARKET BACKGROUND The Contestable Market in Australia is relatively mature (10 years +) Most Meter Data Providers (18) in Australia use MV90 to collect meter Data. Metering Data (15min) is collected, validate, processed and delivered to the market daily by 8 am for previous day. Communications - GSM/3G used for ~95% of all Aust remote metering ENERGEX has been using MV90 since 1986 ENERGEX s MV90 System is relatively large with dialling capability of 90 concurrent CSD and 20 IP sessions. Metering Dynamics is the 2 nd largest by volume Meter Provider & Meter Data Provider in Australia and the Largest by Area Serviced. 11 Electricity Market Responsibilities Australian Contestable Electricity Market Place has well defined roles, responsibilities and rules for market participants. Part of those responsibilities relates to the quality of data from the electricity meter and its operation Market Rules state The Metering Data Provider must maintain and operate a system to undertake remote acquisition and data collection services. Systems and processes must be in place that enable; (a) The commissioning of each metering installation into the Metering Data Provider s metering database; (b) The remote communication with the metering installations at each site; (c) The remote collection of interval metering data from the metering Installation inclusive of any assigned significant metering data alarms; and, (d) The storage of metering data from the metering installation in the Metering Data Provider s metering database.

13 Commercial Impacts of NEM rules MDP is commercially responsible for delivery / action of significant meter events and alarms. Failure to meet this responsibility for more than 6 months exposes the business to full cost recovery of lost market revenue caused by any meter problem. This can run into millions of $$$ dollars on some sites. AS A RESULT In the Australian context meter alarm and events are as important as the interval data itself.
14 METER DATA COLLECTION MV90 collects a variety of information while undertaking interrogations. TOU data, Interval data and events are some of the things collected. The TIM is the primary mechanism that controls what is collected. Meters in the Field
15 ALARMS What Are Critical ALARMS Example (Ram/Rom, VT Fail, Clock Fail, Calibration, Analogue Reference, A/D Converter) Metering Dynamics has categorised alarms into two categories. Billing Those alarms that have a direct Metrological Measurement impact. Asset Management Those alarms that don t have a direct impact on billing data, but require some action to remediate (e.g. Battery Fail)
16 METER STATUS, EVENTS AND INTERVAL STATUS Various Meters have various methods to indicate a metrological or health issue. Today s Modern meters usually support at least two of these methods. Events Generally the meters event log which contains a history of important events in the meters life this varies from user logon to phase failure, clock fail etc. Meter Status Typically real time status at the time communications occurs. These are now mapped using New TIMS into MV90 s Event logs as statuses. Channel Interval Status Many modern meters now provide extensive channel and interval statuses Validation report, one of the outputs of these alarms. 17 ALARMS AND SPECIFIC METER TYPES Each Meter Type and TIM has different capabilities and functionality in reporting alarms. The ability to successfully detect alarms and events depends on The Meters Functionality and Capability The TIM s Implemented Functionality The configuration of the MV90 system Business Rules and Processes. 29 EXPERIENCES Meter setup and configuration can significantly effect the ability of a meter to present alarm conditions. Meter Firmware versions can significantly effect how alarms operate and are presented in MV90. TIM s Implemented functionality and operation determines success. Regression testing of older firmware is rarely undertaken by Manufactures. Validation testing of events and alarms is essential
