1 Page : 1/6 1. AREA OF VALIDITY The guideline is valid for all bodies which are or applies to become accredited for certification of energy management systems 2. PURPOSE This guideline determines DANAK s interpretation of the requirements for professional competence in connection with accreditation for certification of energy management systems. The guideline is an elaboration and interpretation of the rules and guidelines, mentioned in the references (section 9). The certification body must document that it meets the level determined in this guideline as well as the mentioned references. 3. TYPES OF COMPANY The composition of team competence and the procedure at the assessment depends on the activities, processes and energy complexity of the individual company. The type of company can be divided into three groups in order to determine the need for competence: Group L (low): Companies with modest energy consumption and where this energy consumption primarily is related to standard systems such as lighting, ventilation, compressed air, cooling, office equipment, heating of rooms and water for domestic use. Group M (middle): Companies with either relative simple energy consuming processes but with relatively large energy consumption or companies with modest energy consumption but with a high complexity in processes requiring energy. Group H (high): Companies with a very high level of energy consumption or companies with a larger degree of complexity with regard to energy aspects, production processes, process sequence and -equipment, input and output in the production and possibilities for energy efficiency and relatively large energy consumption.
2 Page : 2/6 The division of companies in respectively L, M and H is illustrated by this figure: Energy consumption M H H L M Complexity in Processes requiring energy The limits for the total annual consumption of energy for electricity and heating are: Modest energy consumption: less than GJ per year Relatively large energy consumption: more than GJ, but less than GJ per year Very large energy consumption: more than GJ per year The complexity in the processes requiring energy defined by the line of business listed in appendix 1 (defined by their NACE code 11 ) is allocated high complexity. Other lines of business will usually have a low complexity. 4. COMPOSITION OF AUDIT TEAM The requirement for composition of audit team within each line of business is shown in the table below. The requirements for lead auditor are described in item 5. The competence requirements for expert in the field of energy aspects and conditions for the line of business are listed in item 6. In some cases the practical circumstances demands expert assistance apart from the mentioned, for example in connection with group L enterprises. Use of several experts can be necessary for companies with various types of activities in order to cover the essential energy aspects. As a consequence of the fact that all elements of the energy management system shall be audited at least once within each certification period, an expert may not be dispensed without documented reasons for surveillance audits within group M enterprises. 1 Regulation (EEC) no. 1893/2006 of 20 December 2006, NACE rev. 2, statistical classification of economic activities in the EU.

LEAD AUDITOR The lead auditor shall meet the requirements listed below on all types of audits Standards / requirements Audit-methods Management Legislation Energy aspects - in general Lead auditor Good knowledge of standards and requirements for energy management, for instance achieved by - 2 days training in DS 2403 or DS/EN Education and experience in audit techniques: - Passed auditor examination - Energy auditor under surveillance at four energy certifications (min. 20 days including preparation and finishing work) - Participation in 3 energy-audits (min. 15 days) in addition, of which one shall be in the function of lead auditor under surveillance of a qualified lead auditor in the field of energy. If skills and routine as lead auditor has been achieved in other management systems (such as environmental or quality), the number of audits can be reduced by two thirds of the above mentioned. The areas in which a qualified lead auditor shall function shall be adjusted with the activities during the training period (the size and complexity of the company, collaboration with professional experts etc.). Knowledge of management: - technical/scientific, technical/social scientific or commercial education - 4 years of practical experience after education - Knowledge of management (either by experience or training in for example project management). Broad knowledge of legislation and regulations within the area of energy (taxes, concept for agreement etc.) Fundamental knowledge of energy aspects, for instance achieved by - 3 days training in energy aspects. Should the auditor have a good knowledge of environmental aspects (and thereby energy aspects) the duration of training in energy aspects can be reduced.
4 Page : 4/6 6. ENERGY AND BRANCH EXPERTISE The additional competence which shall be represented by the audit team members within the areas mentioned in item 4 where expert is mentioned. If the lead auditor meets requirements mentioned in item 5 he/she can also act as expert. Furthermore the expertise can be divided between several persons, provided that it can be documented that the requirements are met. Relevant legislation Energy aspects - in general - within the specific process area* Competence The expert shall have a good knowledge of the legislation regulating processes and activities having an essential importance for energy aspects or - consumption within the specific line of business. The expert shall have a technical education as engineer or similar with an energy technical content. In addition the expert shall have considerate work experience with energy efficiency within the last 5 years. The general knowledge of energy can be achieved by work as energy consultant, advisor, research or work in the area of energy aspects in the industrial sector. Thereby the relevant knowledge can be achieved during research projects and/or consultancy for different companies or in the public sector. Within the actual process area the expert must have: - Thorough knowledge of the production equipment - Knowledge about the process, in particular the transformation of energy - Thorough knowledge on how to optimise the process with regard to raw materials, substances and production output - Thorough knowledge of the production method and possible alternatives - Up to date knowledge of possibilities for energy efficiency including ability to estimate the energy saving potential in an economic and operational connection - Up to date knowledge on the most energy efficient process equipment on the market in an economic and operational connection In addition the expert should have the necessary knowledge on how to determine the use of energy and tools for analyses. *) A process area can be categorised by the consumption of energy in electrical equipment, process integration, melting, distillation and extraction, evaporation, burning, drying, heating and energy production.

REQUIREMENTS CONCERNING DOCMENTATION The certification body shall document that: - it follows the rules and guidelines concerning the qualifications mentioned in the references - it has a method for analysing the need of competence regarding the specific task; - selection and composition of the auditor team match the activities and processes for the company (main as well as possible secondary activities) and any special energy aspects; - competences of the surveillance staff in specific areas constantly is adjusted and updated (especially in the lines of business in which the possibilities for energy efficiency quickly is developed) - it can be documented that an assessment of the need of competence for the specific audit has taken place, in case a follow-up audit (extraordinary audit) or surveillance audit is carried out without using experts. 8. COMING INTO FORCE This guideline shall come to force on 23 March 2010 and replaces RL 16 of 5 July Any differences between the Danish and the English version of this document are not intended, but in case of doubt with respect to the correctness the version in Danish should be consulted.
