3 Abstract (summary) Socio-economic opportunity mapping assessment for White Nile state was conducted during from 26 th Oct up 28 th Oct.2010 the assessment was carried out by a joint team from Central Sector Commission and UNDP central the team members are 2, one from Central Sector Commission and one from UNDP central. The main purpose of the assessment is to identify the operational environment, institutional setup, community services, and socio-economic situation in White Nile state which may enhance or delay implementation of reintegration activities and to use the gathered information for better planning for the reintegration services to DDR programme. The assessment also will act as starting point for community sensitization about DDR programme and come up with recommendations and lesson learned on best strategy that could be adopted for DDR programme as well as to identify strategy on how to cover this state by DDR programme. The assessment team adopted different approaches for information collection and gathering such as meetings, observation, questionnaire, group discussion and individual interviews. The assessment for White Nile state revealed that the most potential employment opportunities providers with possible job opportunities for ex-combatants in the White Nile state is in agriculture (irrigated and rain-fed) livestock,fisheries, food possessing,small business and working as labour in industories. The state represented by its center between the states of Sudan, where is connected with roads transportation on ground, river and railway from the north, west and south of the country. in recent years the state has become the most important area for the production and manufacturing industries of sugar, cement,oils,leather, textile and dasiry products in the country. The study recognized that there is lack of information about DDR programme at the state level, an intensive public information activities for all stakeholders about DDR programme is required from central sector commission, taking in consideration experiences of the DDR programme from areas such as Eastern, Blue Nile and South Kordofan and Involvement of the national and the local media to disseminate information to increase the awareness of communities about DDR programme and peace culture.

4 Back ground information: White Nile state: White Nile state is characterized by its strategic location in central Sudan, it is bordered by Khartoum State in the north, North Kordofan State in the west, South Kodofan State and the Upper Nile State in the southeastern and Al-Gazira & Sinnar States in the east The state area is 39, 701 square kilometers and the climate of the state characterized by hot, humid rainy summers and warm dry in winter. The geological formation of the state consists of six areas which are: Plains region of the natural and flat with an estimated area of 3,643,119 acres which is equivalent to about 33% of the area of the state. Land area of sedimentary clay and sand area are estimated to 2,268,629 acres of which correspond to about 24% of the area of the state. Area of the Nile Valley area is estimated to 945,262 acres which corresponds to about 10% of the area of the state. Sub-Saharan sand area is estimated to acres which is equivalent to about 7% of the total area of the state. Agayzan sandy area, estimated area to 2,363,155 acres which is equivalent to about 25% of the area of the state. Rocky hills area is estimated to acres which is equivalent to about 1% of the area of the state. Population: Estimated of the state's population is about 1,730,588 people, equivalent to about 5% of the total population of Sudan, the state is ranked as the seventh in terms of population density between the northern states. The number of the urban population represents about 34% of the state total population while the rural population is about 64% of the state population. The advantage of the state represented by its center between the states of Sudan, where is connected with roads transportation on ground, river and railway from the north, west and south of the country. in recent years the state has become the most important area for the production and manufacturing industries of sugar, cement,oils,leather, textile and dasiry products in the country.

5 The most important crops are Durra, sesame, groundnuts, millet and wheat and animal resources are heads. There are 679 Basic Schools and 123 Secondary Schools. And the most important towns are Kosti, Al-Dweim, Al-Kawwa and Rabak which is the capital of the State Kosti one of the biggest city in White Nile is located on the west site of the White Nile and occupies an important strategic position in central Sudan and going through three lines of communication between different parts of Sudan, namely rail, road and Nile navigation, and gained further interest to focus around the sugar industry. It factories Kenana, Assalaya and White Nile has flourished residential, commercial and have started to attract people from all parts of Sudan. Rabak is second city, located on the east site of the White Nile and is linked to the city of Kosti by bridge, modern, political capital and seat of government.

6 Goal The gathered information will provide the full information about the state to be used for better planning and decision making Objectives To implement reintegration activities in the state by using best strategy. The pre-assessment is aiming at mapping out the operational environment, institutional setup, community services, and socio-economic situation in Sinnar state, which will enhance or impede implementation of reintegration activities in the state. The gathered information will be used for better planning and decision making.. To enable reintegration assistance to correspond to the dynamics of the local labour market and economy to maximize the chance of success in the immediate and long term period. Steps and Methods: Steps Identify the strategy for data collection Agree on the strategy Methodology Collection of secondary data from various sources through meetings, discussions and interviews. Target groups: 1- Stakeholders: State government and relevant line ministries present (Agriculture, livestock, education, social Welfare, humanitarian aid commission etc) UN agencies, NGOs, Private sector, education and training institutions. The most potential job opportunities for ex-combatants in the White Nile state is in agriculture (irrigated and rain-fed) livestock,fisheries,small business and working as labour in industories. The level of state govornmental institutions and local community about the DDR programme is very low.

8 Names of Banks Operating in the State: The below branches of banks are operating in the state providing various banking services and is considered as an important indicator for the usefulness of economic activity in the state. 9 Telephone/internet providers and network coverage: The communication and internet services in the White Nile state is good and most of the state area covered by communication services. Media The state has its own local radio and television which covered the state as well as national news papers are within reach to the state on daily bases from Khartoum. Security situation: Currently there is a conflict at the border of White Nile state with Upper Nile state especially in and area called Judah but the government official said that now the situation is under control and normal. Infrastructure services: -the White Nile state is rich of Water resources, water is available at whole state. - Health services are also available and always been provided by government health facilities like teaching hospital and different health centers with assistant of some health NGOs and other private clinics - Education, both general education and higher education are always been provided through governmental institutions within the state, other private educational insinuations - In general all these facilities and services are available for all citizens of the state equally

10 The main natural resources/economic activities in the State are: Agriculture Livestock Fishery production Food processing Small business (sugar, Sweet Factory, Traditional oils factory. Cotton weaving etc) This industrial sector played an important role in bringing about the economic boom in the country and the strategic location of the state make it advanced in this area. The state depend in its economy on agriculture, both vegetation and livestock, where an area suitable for agricultural investment about 6.5 million acres, the exploiter of which about 4 million acres, still there are spaces suitable for investment irrigated and rainfed. The state also produces 90% of the production of white cheese in Sudan and 70% of fish production from freshwater northern states, and there are still places of production with an estimated inventory of fish stocks. Livestock are estimated around 10 million head, and notes that it grew by 25% due to the care given by the state government representative in the management of livestock to make the state free of animal diseases. Industries in the White Nile : - Kenana Sugar Company Kenana sugar factory Founded in 1957, with ambitious plan aims to establish a laboratory capable of producing 300 thousand million tons of sugar annually to cover domestic consumption of sugar in the Sudan and one of the largest individual factories that produce sugar in the world Sugar Factory Assalaya Assalaya sugar factory founded in 1980, located in the state of White Nile, 280 km south of Khartoum, at a distance of 5 km north of the capital city Rabak. Design capacity of the plant is110 thousand tons of sugar a year. The cultivated area within the state: acres

The food industries: - These include industries of agricultural and animal products such as legumes, fruits, fish, oils and sweets and flour mills. Plastics industries: - Number of factories certified as a plastics industries are 11 factories, three are functioning collectively produce about tons of plastics materials and accommodate 54 workers. Making bricks and cement products: - Number of factories certified in this field is 21 factories, 6 is functioning and accommodate 63 workers. Lime industries: - Number of factories certified in this field is 6 factories and all operating; quantity of production combined 3.6 million gallons and accommodate 84 workers. Other industries: The state also accommodate other factories such as, Oil presses, soap factories, Ice plants, sweet factories and tanneries.

12 Main economic problems/challenges facing the State: Problem in basic infrastructure in some area of the state such as health services, education and roads. Weak loans and grant system and unsustainable and long process of accessing services. Lack of rehabilitation of the already existing industries in the state. Low productivity of rain-fed area and high cost of cultivation activities. High taxes and long procedure affected the small business Employment opportunities: Agriculture. Trade between W/N and south Sudan Livestock Seasonal labor in sugar cane collection Cheese making Fishery production (Fasikh) Labor in Nile navigation Main obstacles to employment creation are: Weak of purchasing marketing power. 13 Agriculture sector Agriculture in the state : The area of the state is about 9,452,620 acres, the vegetation cover represent about 66% of the hand of the state the suitable area for invest is about 61% of the vegetation cover and grasslands and forests is about 26%. Irrigated agriculture: Irrigated agriculture started in the White Nile state since the thirties of the last century, which represents one of the most important pillars of agricultural development work in the state. To encourage agricultural investment in the state, agricultural land has been allocated to a number of (42) investment companies with an estimated area of thousand acres out of the total area of irrigated agriculture in the state which is 534 thousand acres, distributed as follows: 1 / Nile project and pumps, the estimated area is about 29% of the total area of irrigated agriculture and the number of projects pumps Nile is about 3096 projects. 2 / agriculture companies the estimated area is about 37.7% of the total area of irrigated agriculture. 3 / shelves of small farms, the estimated area is about 33.3% of the total area of irrigated agriculture and the cropping pattern based on the rotations of four crops (Cotton - Corn - Vegetables - Port). Horticulture: White Nile State is rich of agricultural lands and also has extensive water resources of 26 million cubic meters from the White Nile water in addition to rain. The state is characterized by a temperate climate with a preferential advantage in the cultivation of horticultural crops in comparison with the states of Kassala and Khartoum due to the following: 1 / ease of irrigation throughout the year. 2 / the land can be cultivated with green beans, watermelon, bananas, guavas, mangoes and other for self-sufficiency and to export. Rain-fed agriculture: the rain-fed agriculture machinery is in the area of savannah the holdings is ranging of 5-25 acres of small farmers planted with sorghum, maize, wheat, millet, sesame, peanuts, cowpeas, sunflower, guar, watermelon and vegetables as cash crops. The Range of tenure is between acres per project. Animal s resources in the state: Cows: cattle in the state estimated 3,230,516 head according to the latest census, produces about tons of meat a year and 200,000 tons of milk and production of leather is about 20, 587 skin. The cattle in the state represent 8% of the total cattle in the Sudan

14 Sheep: sheep Count about 2,414,697 Ras / produce about 1600 tons of meat, 144,000 tons of milk and production of leather annually about skins. The percentage sheep in the state is about 4,8% of the amount of sheep in the Sudan. Goats: the population of goats is about 2,341,120 head, produces about 10,500 tons of meat, 6300 tons of milk and leather about 15, 034 skins. The percentage of goats in the state about 4% of the total livestock in the Sudan. Camel: camels population in the state is about 28, 919 head, produces 3200 tons of meat and about tons of milk. The state percentage of camels is about 74% of the total population of camels in Sudan. Fish: the state's fishing sector represents about 60% of the production of fresh water fisheries. The sector of fisheries produces annually about 4628 tons of the state of fish. Agriculture constraints facing the State: Conflict of invading of pastoralist with their animals to farming area. Poor fertility and low productivity and high cost of cultivation of rain-fed agriculture area in the state. Poor agriculture extension services in the state. Central sector commission is to conduct intensive public information activities for all stakeholders about DDR programme. The big number of sugar factories in the state create chance for job opportunities for the employment of XCs if these factories are contacted and address to support the DDR programme. Availability of local media will support to disseminate information and to increase the awareness of communities about DDR programme and peace culture. The White Nile state has become the most important area for the production and manufacturing industries of sugar, cement,oils,leather, textile and dasiry products in the country,thus characterized as arractive area for labour work. The time for the assessment mission is very short with limited staff number, more time and in depth assessment is needed if the caseload of XCs is increased.
