5 Mandate To work with the Rail Industry and seek opportunities to enhance the Rail Network Route Utilisation Strategy (RUS) Many RUS documents published L&SE, Freight etc. 6 to 30 year vision for the railway Published by NR on behalf of industry stakeholders Wide consultation ORR, DfT, TfL, TOC s etc Debates the trade-off between Capacity & Capability Economic appraisal has a major contribution to approval of a scheme 5

6 Recent L&SE RUS Schemes Thames Link Programme to GRIP 2 (GRIP explained later) Crossrail (1) NLL (2012 railway) up to GRIP 3 + London Over Ground Improvements Reading up to GRIP 3 Terminal 5 to Western link (now in early design phase) Cross Rail 2 (Wimbledon to Esher with DfT / ORR) West Anglia Capacity (could be part of CR2 to Stanstead with DfT) BML Capacity (could be CR3 Gatwick or East Croydon to Clapham) Waterloo approaches (Wimbledon to Waterloo) GE Capacity (post CR1 2018) - Liverpool St, Wickford and Chelmsford Air Track (Terminal 5 to W Loo) suspended by BAA (Airport study) Gospel Oak to Barking Electrification and platform work 6

8 Project Governance - GRIP Project Life-Cycle Governance for Railway Investment Projects (GRIP) There are Eight GRIP Stages Pre-GRIP A RUS scheme is outside of Project Governance and is between 5 to 7 years prior to GRIP 1 8

9 Developing an RSU Scheme Requirements not specific (More output driven) The economic appraisal will show a positive business case The scheme would have passed the initial scrutiny of ORR / DfT Existing Train Operators, Local Authorities etc. would have been consulted The train Time-Table is in a early development stage (critical point) 9

10 Pre GRIP SE Considerations Client output (Trains per hr, Journey time, New train etc.) Can the timetable work Development TT with many iterations Can it be built Asset Configuration Railway physics (scheme design) Track, Signals, Electrification, Civils, Comms etc Linkage between liner and point assets Interface management - Assets, Trains, etc into a whole system Specify the requirement - primary / secondary and linkages Consider the work breakdown structure (design and construction) What will it cost? 10
