4 HS2 Aspiration HS2 is committed to providing exceptional design and the new stations will be required to meet the highest passenger expectation and enhance the travelling experience. The stations will have to respond to the contextual, economic and social needs of their locations to contribute as fully as possible to the future development of their locations. The stations will become catalysts for economic regeneration and growth and will become significant landmarks. 4

Barriers to growth High upfront infrastructure costs create financial barriers to investment Coordination failure arising from fragmented ownership Sub-optimal timing and quality of development Realising the scale of potential growth requires new infrastructure with an estimated cost of 2.4bn Govt Land (almost all DfT) is managed by DfT, NR and HS2 Ltd Complex sequencing and timing of transport developments 13
14 Budget Announcement An in-principle agreement to transfer all DFT/NR land and air rights to the OPDC on commercial terms. This includes: OSD at Crossrail subject to no impact on the railway Some quantum of OSD at the HS2 station and surrounding areas subject to OPDC funding and there being no delay to starting HS2 14
15 Public Land Transfer Pool and transfer land into single ownership Unlocks barriers to development Facilitates private sector investment Delivers comprehensive regeneration The establishment of a central co-ordinating land owner will overcome barriers to development and create the conditions to secure private sector investment to deliver optimal development. OPDC is the best entity to hold the single land ownership for three reasons; Government s localism and devolution agenda is committed to the principle of the primacy of local delivery bodies in delivering growth. OPDC has the requisite planning and legal powers needed to develop the land. OPDC is best placed to secure agreement from TFL and the local Boroughs to align local resources to help create a viable development. 15 Old Oak

Both stations well-integrated into existing surface transport infrastructure by buses and tramways Stations linked by EuroLille which has grown into the third biggest business centre in France over the last decade. New urban district of around 70 hectares of offices, apartments, hotels and a shopping mall.
