Phase 1 Station: Old Oak Common Inner London: Old Oak Common Creating a thriving new part of the capital, 8 minutes from Heathrow, 10 minutes from Central London

Old Oak & Park Royal OAPF Transport Plan

Old Oak Common The Opportunity & Barriers Scale of opportunity over 30 years 55,000 Jobs 24,000 homes 17.5bn private sector investment Regeneration would support strategic Government objectives to realise the wider benefits of HS2, delivering housing growth & releasing public sector land to unlock investment, and the localism and devolution agenda. Barriers to growth High upfront infrastructure costs create financial barriers to investment Coordination failure arising from fragmented ownership Sub-optimal timing and quality of development Realising the scale of potential growth requires new infrastructure with an estimated cost of 2.4bn Govt Land (almost all DfT) is managed by DfT, NR and HS2 Ltd Complex sequencing and timing of transport developments 13

Budget Announcement An in-principle agreement to transfer all DFT/NR land and air rights to the OPDC on commercial terms. This includes: OSD at Crossrail subject to no impact on the railway Some quantum of OSD at the HS2 station and surrounding areas subject to OPDC funding and there being no delay to starting HS2 14

Public Land Transfer Pool and transfer land into single ownership Unlocks barriers to development Facilitates private sector investment Delivers comprehensive regeneration The establishment of a central co-ordinating land owner will overcome barriers to development and create the conditions to secure private sector investment to deliver optimal development. OPDC is the best entity to hold the single land ownership for three reasons; Government s localism and devolution agenda is committed to the principle of the primacy of local delivery bodies in delivering growth. OPDC has the requisite planning and legal powers needed to develop the land. OPDC is best placed to secure agreement from TFL and the local Boroughs to align local resources to help create a viable development. 15 Old Oak

Station investment in major cities can have significant impact Station investment Direct land redevelopment Public realm enhancements New higher value developments Improved image and confidence in area Developer interest Increased land value Additional jobs, GVA, rateable value The value of station investment, Steer Davies Gleave, November

Case Study - St Pancras Cost 800 million Annual footfall over 40 million 23% of people using St Pancras are not travellers but there to eat, drink, shop & meet Average dwell time of 27 minutes more than other UK stations 90,000 sq ft of retail space (55 units) with average spend ~ 12 Important contribution to regeneration of Kings Cross environ and a significant element of the additional impact of regeneration of HS1 ~ 10 billion Accompanied by restoration and opening of 5* Marriot Renaissance hotel Popular film & TV location!

Lille Europe Lille-Europe and Lille Flandres next door to each other in the city centre. Both stations well-integrated into existing surface transport infrastructure by buses and tramways Stations linked by EuroLille which has grown into the third biggest business centre in France over the last decade. New urban district of around 70 hectares of offices, apartments, hotels and a shopping mall.

Gare de Creusot TGV On the TGV Sud, outside the city, in the town of Écuisses Accessible by car & local public transport links for nearby regional cities Served by very few TGVs and produces little business Opened in 1981, expected to regenerate old industrial area by creating a local centre of activity, but lack of existing business activity appears to have deterred start-ups

Context

HS2 are Committed to Stakeholder Engagement Early dialogue with local councils, business groups and landowners is essen6al. Work together to seize the opportunity that HS2 presents. Develop sta6on designs with local partners that maximises the opportuni6es they have iden6fied for growth. Work with local transport groups to ensure suppor6ng transport schemes are priori6sed and integrated Develop effec6ve governance to bring interested par6es together to implement shared objec6ves. 21
