7 IDB Support: Initiatives in Transport
8 Sustainable Transport Initiative Objective:The Regional Environmentally Sustainable Transport Action Plan (REST-AP) seeks to provide guidance to the client countries and to facilitate the mainstreaming of climate change mitigation and adaptation in IDB s passenger and freight transport operations. Framework: Enhance the knowledge base on climate change mitigation and adaptation priorities Strengthen institutions and the private and public capacity for climate change action Develop guidelines, tools and criteria for mainstreaming climate change mitigation and adaptation in IDB transport operations Identify and develop lending and technical assistance potential for sustainable low-carbon transportation Scale up investments addressing financial gaps and leveraging private sector investments
9 Road Safety Initiative Objective:The IDB's Road Safety Initiative is considered groundbreaking in the region. With this effort, the Bank aims to lead a process of change that will promote road safety actions in Latin America and the Caribbean with a view to permanently reduce the region's high rate of road accidents. Framework: Incorporating road safety into all transportation and road infrastructure operations Working closely with governments to design and implement national road-safety plans and/or strategies Securing adequate and stable financing for road-safety measures Promoting public awareness of the major risk factors of road accidents and supporting road-safety education in schools Improving hospital care for road victims and support for disabled people Forming closer partnerships with governments, the private sector, and civil society
10 Freight Logistics Initiative Objective:Freight transport and logistics performance is critical to the competitiveness of countries on a global scale. This initiative aims to support Latin American and Caribbean countries in overcoming the problems that generate comparatively higher logistics costs, such as poor transportation networks, supply chain inefficiencies, and lack of specialized logistic infrastructure and services. Framework: Design of public policies and incentives for better freight transport management Investment in freight and logistics specialized infrastructures (logistics platforms, multimodal transport platforms, consolidation centers) Development of national logistics policies and plans Development of city logistics strategies and plans Implementation of efficient policies and incentives for private investment in logistics infrastructure Improvement of access to ports and airports Trade Facilitation measures aimed at removing obstacles at international borders
