1 REQUEST FOR PROPOSALS SPECIFICATIONS FOR FIRE FIGHTER PROTECTIVE TURN-OUT GEAR 1. GENERAL INFORMATION 1.1 Lincoln Fire & Rescue (LFR) currently employs approximately 280 Fire Fighters that respond to an average of 2,231 house, auto, and commercial fires and approximately another 18,500 emergency runs annually Lincoln Fire & Rescue spent approximately $140,000 last year on their turn-out gear. 1.2 NFPA Standard in Effect: NFPA 1851, (current edition), the standard on the Selection, Care, and Maintenance of PPE NFPA 1971, (current edition), Standard on Protective Ensemble For Structural Fire Fighting. 1.3 Proposals are being accepted for Fire Fighter Protective Turn-Out Gear. 1.4 Vendors shall provide pricing for gear with a standard warranty and an extended warranty Extended warranty information is listed on separate specification document attached to the bid The additional cost of the extended warranty for each turn-out gear (pants, tail coat & suspenders) shall be listed in the proposal. 2. SCOPE OF WORK 2.1 This proposal will result in a contract for the supply of fire fighter turn-out gear on an as-needed basis to the LFR It is expected that sets will be ordered in the first year The term of the contract will be for one (1) year with the option for three (3) additional one (1) year terms, if mutually agreeable by both parties. 2.2 Vendor duties under this contract shall consist of measuring, ordering, tailoring, delivery of turnout gear and management of warranty as required Lincoln Fire & Rescue has chosen four (4) employees, two (2) males and two (2) females for testing of the turn-out gear These employees shall wear and test the sample gear in actual scenarios for a true evaluation to help determine an award recommendation Vendor shall allow ample time for measurements to ensure that all measurements are correct Measurements are required for pants, coats and suspenders or for the entire turn-out gear proposing All potential vendors who are interested in submitting a proposal shall contact Sharon Mulder, to set up a time for measuring All measuring will take place on Wednesday, February from 9:00 a.m. to 11:00 a.m. located at the Purchasing Office City/County Purchasing 440 South 8 th Street Suite 200 Lincoln, NE The times may change due to the amount of accepted proposals received, but date will remain the same This will be the only time available to measure the employees for testing the turn-out gear All sample produced gear shall be delivered F.O.B. Destination to Sharon Mulder, Asst. Purchasing Agent to the address listed above in with no cost to the City The gear shall be marked with RFP number on the outside of the box The sample gear shall be produced and delivered in 8 weeks from date of measurements or ordered; unless approved in writing for an extension The 8 week delivery date would be April 18, Upon receipt of sample produced gear, the designated employees shall test each set of turn-out gear for a period of 30 days or one (1) month.
2 Upon test period completion, each of the four (4) employees shall complete an evaluation/criteria form for the specific gear tested Sample of evaluation/criteria attached in the Attachment section of the ebid This process shall remain for as long as needed to test all turn-out gear proposed This RFP may take several months depending on the number proposals of gear received to test Evaluation/Criteria of gear includes; but not limited to: Overall fit and comfort Mobility Breathability Ease of Donning and Doffing Ability to disassemble/reassemble Ease of manually cleaning Feel of being protected Completion of LFR and PAT Awarded vendor shall work with the Lincoln Fire & Rescue contract contact, Kendall Warnock for measuring of remaining employees and the implementation of the contract LFR shall notify Vendor when a protective clothing order shall be placed Vendor shall respond to order and provide a day and time to LFR to take measurements within 3 days of notification Vendor shall allow sufficient time for measurements to ensure that all measurements are correct Measurements are required for pants, coats and suspenders There is no minimum number of orders required by LFR for onsite measurements Vendor must provide accurate measurements 100% of the time Any garment that is measured and ordered incorrectly by awarded vendor will be returned to the Vendor at no charge to LFR Any garment measured and ordered incorrectly by awarded vendor for an employee must return and re-measure employee and reorder correct sizes LFR personnel (whom the gear is issued to will make the final determination along with Assistant Chief or designee) on proper fit per individual The City of Lincoln shall have cause for termination if the Vendor fails to meet the deadlines listed in section SUBMITTAL REQUIREMENTS 3.1 Submit five (5) copies and one (1) original of your proposal on or before the date and time established for receiving proposals to: Sharon Mulder, Assistant Purchasing Agent 440 South 8 th Street, Suite 200 Lincoln, NE Proposals must be submitted to the City of Lincoln Purchasing Agent located at address above no later than 12:00 Noon on Wednesday, February 26, Indicate the RFP number and Firm Name on the outside of the sealed proposal Proposals received after the established date and time will be rejected. 3.2 Proposers must also complete and submit the electronic portion (Attributes and Line Item Sections) of this proposal on the E-bid system Electronic submittal must be submitted before the closing date and time of this RFP. 3.3 All inquiries regarding these specifications shall be directed via or faxed written request to Sharon Mulder, Asst. Purchasing Agent (smulder@lincoln.ne.gov) or fax: (402) These inquiries and/or responses shall be distributed to prospective proposers electronically as an addenda The Purchasing Office shall only reply to written inquiries received within five (5) calendar days of bid opening No direct contact is allowed between vendor and LFR staff or any other City of Lincoln department throughout the proposal process.
3 Failure to comply with this directive may result in Vendor proposal being rejected The City of Lincoln reserves the right to refuse any or all proposals and to waive technicalities in order to accept proposals that may be in the best interest of the City of Lincoln, as its sole discretion. 3.4 The City of Lincoln will contact the selected Vendor by phone after everything is completed and the City of Lincoln and LFR had sufficient time to discuss and rank the Vendors. 3.5 The selected Vendor will meet with the Project Manager to develop a detailed plan The detailed plan consists of a detailed scope of services for measuring employees determined either by upon order placement or a scheduled week of measurements. 4. VENDOR REFERENCES 4.1 Vendor shall include the following information on company letterhead and attach it to the Response Attachments section of their e-bid response Vendor shall provide a brief overview of the company and provide the following information: Company name, business address, contact person, title of contact person and telephone number Year established (include former names and year established, if applicable) Type of ownership and parent company, if applicable; and please include any general pre-printed literature regarding your company Number of employees who are qualified to take measurements and orders and the number of years they have been employed in this type of work with your company. 4.2 Vendor must be a distributor in good standing by the manufacturer for the products being requested. 5. AWARD CRITERIA 6.1 In making the award, the City/LFR will evaluate the proposals received, considering such feature as listed below, as well as employee testing and their criteria shall be considered pertinent: The turn-out gear proposed shall meet the current NFPA 1851 and NFPA 1971 standards Experience and familiarity with Fire & Rescue Safety Cost / fee proposal Completeness, and quality of the response Project management / organization that demonstrate structure that is coherent and responsive to the LFR s needs and the ability to work collaboratively Testing employees turn-out gear evaluations Company Information 7. TENTATIVE PROJECT SCHEDULE 6.1 Advertise and distribute RFP February 8, Measurements of testing employees only February 19, Final acceptance proposals due February Remaining schedule all depends on number of gear to be tested.
