1 BELARUS: Disaster Management - Capacity Building Programme Summary: Disaster Preparedness is at the core of the Belarus Red Cross (BRC) strategy in further improving its capacity to respond to the disasters, with a shift in focus towards community based activities. Starting 2005 the programme is developing a comprehensive approach to disaster management in Belarus, which includes not only disaster response but other elements of disaster management such as Community Based Disaster Preparedness (CBDP), Vulnerability and Capacity Assessment (VCA), risk mapping and public awareness campaigns. In , the BRC plans to increase capacity through well trained human resources (professional staff and volunteers), efficient systems of disaster response delivery, and a clearly defined national society role as a part of an overall government disaster preparedness and response system. People are key actors in the society s disaster management programme, so particular emphasis will be on the training of national society staff in assessment, logistics, finance and reporting. At the same time BRC disaster preparedness activities at the community level will focus on reducing vulnerabilities, and building the capacity of the most vulnerable communities in the most disaster prone areas. In the BRC intends to build its programme on the following elements: Development of the BRCS disaster preparedness/disaster response (DP/DR) plan with gradual expansion based on the VCA Establishment and education of Disaster Response Teams (DRT) and Youth Volunteer Water Rescue Teams at national and branch levels Establishment of a limited emergency stocks on the basis of the VCA Community-based disaster preparedness (CBDP) training, community based mitigation activities and public awareness campaigns.
2 Logical framework planning matrix: Belarus: Disaster Management Capacity Building Overall Goal To mitigate the impact of disasters to the most vulnerable communities in Belarus through effective disaster management system of the National Society and other stakeholders Indicators Sources of verification Assumptions/Risks Negative impact on population of typical types of disasters reduced, improved by reduced number of human and material losses: - Number of deaths and injures in floods, wind storms, fires (incl. domestic fires) decreased by 10% comparing to previous year average indicator - Damage decreased by 15 % comparing to previous year average indicator Official statistics and annual reports of the Emergency Ministry (EM), UNDP, other NGO Surveys Different stakeholders will co-operate and meet goals of the studies Project objective The Belarus Red Cross disaster preparedness and response capacities on the national and branch levels are strengthened and community preparedness improved By the end of 2007, NS has developed relevant systems and mechanisms to respond to disaster By the end of 2007, all branches are active in disaster preparedness and response on the basis of VCA The number of people affected by disasters is 25% less than in 2004 in communities covered by Impact data and Evaluation Reports Public opinion poll, meetings and field day reports BRCS Staff appraisal reports Delegation reports Documentation on programmes and appeals BRCS access to the state warning/ preparedness systems The BRCS is capable to organise putting practical measures in place The BRCS is willing to adopt international standards and Federation procedures on DM
3 CBDP/mitigation activities and public awareness campaigns Expected Results Result 1. BRCS has relevant disaster preparedness/ response plan (contingencies) By the end of 2007 NS has developed, disseminated and implements NS DP/DR Plan at all levels which is in line with National DP plans Agreements or Memorandum of Understanding (MoU) on joint DP activities between NS and EM, ICRC, NGOs, UN or other partners signed during Plan and Strategy Quarterly programme updates Info and data from governmental emergency structures Programme monitoring results Realistic plans and recommendation suitable for the national context The BRCS is willing to adopt international standards and Federation DM procedures Result 2. Skilled National/ Branch Disaster Response teams are established By the end of 2007, number of trained staff and volunteers in 1 national and 9 regional disaster response teams reaches 200 people and 150 people (75%) of them are on stand by 75% of trained volunteers improved their knowledge by 25% (at least) NS responses to all disasters with more than 100 people affected Records Pre and post-training tests NS monitoring NS reports Volunteers stay in BRC Result 3 BRC has limited emergency Inventory Emergency Ministry
4 BRC has limited emergency relief capacity to assist 300 people affected by disasters supplies for disaster affected people in the 2 most disaster prone regions (Brest and Gomel) and in Minsk city by the end of 2006 and in 5 remaining oblasts by the end of 2007 Logistical capacity of NS increased in providing the services to the most vulnerable population and relief to disaster affected people during 2006, by the end of 2007 it fully responds to the existing requirements. NS logistic reports provides storage capacity free of charge Result 4 The most vulnerable communities, living in disaster prone areas strengthen their coping mechanisms with support of BRC DP instructors-volunteers from 2 (Brest and Gomel) branches are working for and with the community by the end of 2006 DP instructors-volunteers from 6 branches are working for and with the community by the end of 2007 Information on emergency preparedness is sufficiently improved in Minsk and the 2 most disaster prone regions (oblasts) Each community covered by CBDP conducts field trainings in conformity with community DP plans and 75% of them (7-8 communities) implement risk reduction measures Records Pre and post-training tests EM statistics Mass-medias coverage Support from governments and local authorities Commitment from communities

To revise the transport fleet To restore and maintain warehouses 100 emergency sets in each regional stock and 200 in the central one (kitchen utensils, blankets, bed-linen, clothes, jerricans, buckets, water purification tablets).
