4 Tree Trimming Maintenance Line outages are correlated with areas that have a high tree density. BWL Tree Trimming Program Without the BWL tree trimming program, customer outages from this storm would have exceeded 70%, or at least 67,000 customer outages. We are currently in year 3 of a 7 year trimming cycle. BWL utilized its systematic tree trimming program that regularly trims trees near BWL power lines. Follows industry standard practices. (ANSI A-300 and ANSI Z133.1) Award winning The program will be accelerated in areas that have high density of tree population. 1/15/2014 4

8 Storm Restoration Plan BWL has a restoration plan that is; Based on the Utility Industry Best Practices, Safety conscious, and Prioritizes the restoration of circuits in an efficient manner. The precepts of this plan have been the basis of BWL storm restoration for at least the last 35 years. For many of the previous storms, this plan has restored the BWL system before other regional utilities could do the same. BWL s restoration plan was last reviewed after the November 2013 storm as part of our lessons learn process. 1/15/2014 8
9 Crews BWL Crew design is based on best industry and safety practices. Number of crews is based on the known damage at any point in time during the restoration. Staffing increases as known damage reports increase Information used to determine the type and quantity of crews is based on: Location and number of customers without service. Type of outage (i.e. primary vs secondary and reconnections) Ability of BWL s Operations staff to dispatch and support the crews. Number of BWL staff to guide contractor crews and operate in a safe manner. 1/15/2014 9
10 Crews (continued) Initially, crews are dispatched to cut down power lines and safely secure wires down. Up to 18 Spotter crews were dispatched to identify wire downs that needed crews to make safe. This was our primary source of information of the system condition. Then crews are configured to restore primary circuits (3-person crew). After the major primary work has been completed crews will be configured for both Primary and Secondary repairs and Reconnection work, the result being more crews. 2-person crews are dispatched for Secondary repair and Reconnection of customers. Most secondary repairs and reconnection work does not require a BWL Guide, contract crews can work independently. These crews can be dispatched independent of the BWL control center dispatchers. 1/15/
11 Crews (continued) Mr. Lark gave permission to bring in as many crews as necessary. Right-sizing of crews to prevent safety hazards to BWL and outside resources. Staffing for the T&D line crews increased by 2 linemen and 2 streetlighting workers Use of BWL Personnel as Guides Safety Standards: Failure to repair the system to BWL standards creates future safety hazards to BWL Crews and customers Since Mr. Lark has been at BWL, the list of mutual aid has expanded. 1/15/

15 Order of Restoration Overview The BWL restoration is prioritized to first isolate equipment that can jeopardize the safety of the community, then restore circuits related to public safety and the well being of the public. Further restoration is prioritized to restore service the largest amount of customers within the shortest amount of time. 1/15/

27 Tree Trimming Follow-up During the storm, customers stated that they were approached by a tree trimming service with a name similar to the Wright Tree Service and were asked to pay for utility related tree trimming services. BWL customers do not pay for this tree trimming service. Please call Diana Paul at /15/
28 Post Storm Analysis After each storm, the BWL Departments perform a lessons learned exercise to identify weakness or potential threats within the Restoration plan and/or the execution of the plan. The results of the lesson learned exercise are assigned objectives to mitigate the weakness or threats. The idea is to have a Storm Restoration plan that is more robust to efficiently return service to our customers when future storms occur. 1/15/
