5 BE-10/3/12 DRAFT I. Approval of the Minutes As required by the Commission for Transportation Disadvantaged (CTD) and Florida Administrative Code (5)(a), the minutes from the September 5, 2012 TD Coordinating Board meetings were submitted for approval by the TD Board. Action: Ms Jean Warner made a motion to approve the minutes as written; Ms Kathy Rudd seconded; and the motion was unanimously approved. Mr. Steve Holmes, Executive Director of the Commission for Transportation Disadvantaged, spoke to the board regarding changes in transportation. Medicaid reform was passed by legislature and beginning this year Medicaid reform for Long Term Care Managed Care will begin in the state of Florida. There are two major programs of the Medicaid reform, Long Term Managed Care and Managed Medical Assistance. In January of next year the invitation to negotiate will go out for the Managed Medical Care, in turn there will be changes in the delivery system around the summer of Currently Tri- County Community Council contracts as the CTC with the Commission for Transportation Disadvantaged (CTD) for non-emergency Medicaid transportation; once the transition is made to Managed Care, the Managed Care organizations will be responsible for transportation of Medicaid recipients. This area will have two Managed Care organizations that will provide service; each one of those will have a transportation entity, likely a national broker, which will come in and broker that transportation. Senior citizens organizations and disabilities groups need to be worked with to ensure they understand the information, and who to contact for their specific transportation needs. Complicating things further, there will be two plans and two transportation providers for the long term care Managed Care to start off; this will lead to two more transportation providers for the Managed Medical Assistance, there could possibly be four different brokers offering services. The cost of transportation will likely go up, at a county level, due to the inability to provide multi-loading of the vehicles. There are two issues to be aware of, though there are a few years to work on them. One is working with our elders during the transition in the summer of The other is to keep cost down as much as possible and provide more transportation through our Transportation Disadvantaged trust funds, ADP, etc.. Mayor Brudnicki had concerns about confusion among the people that will be using the Transportation; he felt that people already trouble trying to find who to call for their services. Mr. Brudnicki asked if there would be away for there to be one phone number that people could call that could help direct them to who they need to speak to. Mr. Holmes told Mr. Brudnicki that once the contracts are awarded and the transportation providers are a part of that network around the county, they start publishing the number. Mr. Holmes suggested that Mr. Brudnicki bring the Managed Care organizations and transportation providers into some type of public forum to have them explain to the public what is happening. Ms. Warner asked if all the extra layers of management would also contribute to higher transportation costs. Mr. Holmes answered saying that more overhead is less money for transportation, and this could also lead to a trip being deferred to another time. Mr. Staten said that this is the way the CTC does it now. Ms. Pearsall pointed out that another county had gone through this process, and stated that the CTC was providing a higher level of service than before; therefore this led her to believe the goal is not saving money but providing better services. II. Old Business A. Annual Operating Report Heather Craft went over the corrections to the Annual Operating Report with the board. Ms. Rudd asked that Mr. Staten clarify what Gulf County ARC did for the CTC, Mr. Staten said that it is cheaper to transport people from Mexico Beach with Gulf County ARC. Ms. Warner thought there would be a correction to the number of complaints. Ms. Pearsall Bay County TD Minutes Page 2

6 BE-10/3/12 DRAFT explained that the way that the complaints were calculated is going to be clarified later in the meeting, but as far as the AOR is concerned the number of complaints is correct. Ms. Rudd was curious about why the CTC did not have a contract with Pensacola Care. Ms. Rudd explain that Pensacola Care had a 5310, which is a federal program for disabled and handicapped that award vehicles to agencies with the stipulation that the agency would have to have a coordination agreement with the CTC. Mr. Webb said that the way he understood it the CTC hasn t renewed the agreement with Pensacola Care because they were not compliant with the old agreement. Ms. Craft said the CTC will be looking into renewing the contract with Pensacola Care, and further explaining the reporting of mileage and trips. Action: Ms. Basiri moved to authorize the chair to sign the AOR indicating that it has been reviewed by the board; Mr. Sharpe seconded the motion, and the motion passed unanimously. III. New Business A. Bylaws and Grievances Update Ms. Pearsall explained to the board that the wording of the Grievances should be updated. Ms. Pearsall felt that the drivers and dispatchers should not be held responsible for recording complaints; she explained that the main concern for drivers should be safety and the dispatchers should be more concerned with getting people the correct rides. There was general discussion of what would be considered a legitimate complaint, and Ms. Pearsall told the board she suggested anything that is called in and recorded in regards to services, not policy, should be considered a legitimate complaint. Action: Ms. Warner moved to approve the updated Bylaws and Grievance Procedures. Ms. Rudd seconded the motion and it passed unanimously. B. CTC Evaluation Committee Action: Ms. Warner moved to appoint Ron Sharpe, someone from Bay Medical, someone from ADP as an alternate, and Pam Dorwarth, to be the CTC Evaluation/TDSP Committee. Ms. Rudd seconded the motion and it passed unanimously. C. CTC Quarterly Report It is too early for the Quarterly Report to be available. It will be presented at the February 2013 Board meeting. 7 BE-10/3/12 DRAFT Ms. Pearsall presented that there is no Commission for Transportation Disadvantaged Correspondence, but she did inform the board there would be a Commission meeting on October 18, 2012, with a call in option. Action: Information Only F. Grant Review Ms. Pearsall included a grant for Tri County Community Council for their rural counties, for information purposes only. Action: Information Only IV. 8 AGENDA ITEM III-A SUBJECT: Community Transportation Coordinator Evaluation BACKGROUND: The planning agency and the local coordinating board conducted the annual evaluation of the Community Transportation Coordinator (CTC), as required by Florida Administrative Code (5) (b). The Evaluation Committee will also review the TDSP as part of the process. The CTC Evaluation was conducted on January 14, 2013 and the draft Evaluation is included in the Agenda package. After reviewing the Evaluation, the Board is asked to approve the findings and recommendations. A summary of statistics from peer counties was reviewed as a basis of comparison. REQUESTED ACTION: A motion and vote to approve the findings and recommendations of the CTC Evaluation. Our Commitment - Mobility

I am so grateful to the Commission for the Transportation Disadvantaged and the St Johns CTC for taking me to the doctor and grocery shopping, and I am grateful to stay independent. I could not get along without you. Two of my sons have asthma and I depend on the bus to get them to their medical appointments. I will also start classes at St. Johns Community College and this bus service is critical in my continuing efforts to better my life for me and my children.
