1 Chief Financial Officer QUALIFICATIONS: 1. Bachelor s Degree in business administration, business management, education, accounting, or a related field or equivalent experience. Master s Degree in business or accounting, and/or C.P.A. preferred. 2. Minimum of five (5) years experience as a business official and/or equivalent experience with business and administrative functions, including at least three years experience in a supervisory capacity. 3. Evidence of school and/or business leadership experience. 4. Strong interpersonal and communication skills. 5. Demonstrated insight, intelligence, and problem solving ability. 6. Such alternatives to the above qualifications as the Board of Directors may deem appropriate and acceptable. REPORTS TO: SUPERVISES: GOALS: Superintendent or Designee Business Office Staff To administer and/or to supervise the system-wide business affairs of the school district. ESSENTIAL FUNCTIONS: 1. Manages, supervises and/or performs District required duties in the following areas: a. Audit Preparation Chief Financial Officer Page 1 of 7

2 b. A.D.M. Reporting c. Cash Management and Investments d. Debt Service and Capital Projects Fund e. Financial Accounting, Reporting, Planning and Budgeting f. Insurance/Risk Management g. Business Office Management h. Payroll Accounting; Fringe Benefit Management i. Purchasing and Materials Management j. Real Estate and Fixed Assets k. Tax levy Administration 2. Performs duties with awareness of all district requirements and policies. 3. Assumes any other responsibilities as assigned by the Superintendent or designee. 4. Regular attendance is an essential function of this position. POSITION SPECIFICATIONS: Physical Demands - Frequent travel to school district offices, ESD offices, ODE - Frequent travel throughout various buildings within the district - Often sitting at a desk for extended periods - Standing for limited periods of time - Light lifting to 20 pounds - Manual dexterity to use office equipment - Repetitive movement of fingers and hands for keyboarding Sensory Abilities - Visual acuity (with or without corrective lenses) to read correspondence, computer screen - Auditory acuity (with or without assistive hearing devices) to be able to use the telephone, interview job candidates, conduct staff meetings - Ability to speak clearly and distinctly Work Environment Generally, office setting year round Temperament - Ability to work as a manager and member of a team - Must be courteous and able to effectively manage people - Must be cooperative, congenial and service-oriented, and promote these qualities in the department Chief Financial Officer Page 2 of 7

5 CHIEF FINANCIAL OFFICER RESPONSIBILITIES Auditing: 1. Pre-audit of internal procedures 2. Determines that prepared statements present fairly the financial position 3. Propriety, legality, and accuracy of financial transactions 4. Proper recording of all financial transactions 5. Post-Audit procedures; i.e., closing entries, reporting to ODE 6. External audits 7. Reconciliation of internal and external audits ADM Accounting 1. Prepare regular reports on attendance and enrollment 2. Prepare annual estimate of enrollment and local revenue 3. Prepare periodic updates of annual ADM for current and future years 4. Assist staff in proper procedures for student accounting and reporting Cash Management and Investments 1. Develops procedures and policy on cash management and investments 2. Develops cash projection report of revenues and expenditures of all funds 3. Selects the type and source of investments 4. Secures proper collateralization of investments 5. Maintain records and prepares monthly reports of cash and investments 6. Provides for full investment of all surplus funds Debt Service and Capital Projects Fund Management 1. Long and short term financing, including Tax anticipations notes (TANS) 2. Maturities and debt payments 3. Long range capital improvements programs 4. Short term debt management 5. Debt service payment procedures and reports 6. Investment of surplus capital projects funds 7. Refunding of bond issues Financial Accounting 1. Implement the school district s accounting system in accordance with The Oregon Chart of Accounts and Program Budget and Accounting Manual 2. Translates the school budget into a business office accounting system 3. Prepares the annual financial report of all funds for the State 4. Prepares monthly financial reports to the Board of Directors 5. Interprets the annual audit report Chief Financial Officer Page 5 of 7

Performs accounting procedures on payroll operations, trust and agency accounts, local state and federal taxes, retirement, social security, insurance programs, capital reserve funds, student activity funds and constructions funds, etc. 7. Implements suggestions from the annual Management Letter Financial Planning and Budgeting 1. Budget compilation and preparation of the annual district budget 2. Long term fiscal planning and fund balance management 3. Operating budget control 4. Expenditure and revenue estimates 5. Fiscal relationships with other governmental units Insurance/Risk Management 1. Reviews and selects insurance programs 2. Recommends overages to be provided 3. Obtains insurable values on buildings and contents 4. Files insurance claims and reports 5. Directs insurance procurement procedures 6. Maintains insurance policies and claim records 7. Develops specifications and places insurance with companies, agents and brokers Office Management 1. Determines the staffing needs of the school business offices 2. Establishes the functional requirements of each business office employee 3. Recruits, interviews, selects and assigns employees of the business office 4. Assigns duties and evaluates performance of business office employees 5. Coordinates the activities and functions of the business office 6. Instructs or trains business office employees on all required functions Payroll Accounting; Fringe Benefit Management 1. Supervises school district s payroll operations 2. Responsible for establishing payroll policies and procedures 3. Maintains proper accounting of all payroll disbursements 4. Maintains and audits payroll records 5. Pays all employees in accordance with the negotiated contract or board s approval 6. Prepares local, state and federal reports on payroll deductions 7. Recommends fringe benefit options 8. 7 Purchasing and Materials Management 1. Designated purchasing agent for the school district 2. Processes purchase orders for the school district 3. Recommends and enforces purchasing policies, procedures and regulations 4. Prepares specifications and determines quality of equipment and supplies 5. Enforces Oregon Revised Statutes and board policies regarding purchasing and bidding 6. Responsible for storage and delivery of supplies 7. Maintains inventory control and records 8. Serves as the school district s expert on the source and cost of supplies, equipment and services 9. Maintains records and catalogues on items to be purchased Real Estate and Fixed Asset Management 1. Directs the activities for the acquisition or sale of school sites 2. Negotiates rentals and leases of school sites 3. Recommends and enforces policies regarding after school use of buildings and facilities 4. Enforces compliance with Oregon Revised Statutes regarding the sale and use of district assets 5. Maintains inventory records and determines values of fixed assets 6. Secures adequate insurance and provides for security for fixed assets Tax Levy Administration 1. Responsible for school assessment, levy and tax collection procedures as required by law 2. Receives, deposits and records the collection of property taxes 3. Prepares monthly reports on the receipt, deposit and collection of taxes Chief Financial Officer Page 7 of 7
