2 The opportunity ICAO technical instructions (Jan. 09) Signature: The declaration form must be signed and dated by the shipper. Facsimile signatures are acceptable where applicable laws and regulations recognize the legal validity of facsimile signatures If the Shipper's Declaration information is presented to the operator by means of electronic data processing (EDP) or electronic data interchange (EDI) transmission techniques, the signature(s) may be replaced by the name(s) (in capitals) of the person authorized to sign. Where the original consignment is transhipped to an operator that requires a paper document, the document produced must be the Shipper's Declaration for Dangerous Goods in the format and design shown in Figure 8.1.A or Figure 8.1.B. The Shipper's Declaration must indicate Original Received Electronically in association with the signature and the name of the signatory must be shown in capital letters. 40

3 The opportunity ICAO technical instructions Clearly permits removal of paper and use of electronic exchange of data instead Provides basic, simple rule: name in capitals of authorised signatory Not prescriptive of the type of electronic data: could be EDI (XML or Cargo- IMP, could be pdf, may be other methods) Process adopted by industry will need to be validated with national authorities (civil aviation) Many authorities explicitly refer to ICAO instructions in their legislation, some do not (Canada/US). For those who do not, we will need to see how it will be translated (will approach Canada in the context of Proof of Concept) 41

4 Proof of Concept Goals Prove it is possible and viable to eliminate paper SDDG and replace with electronic exchange of information Define and implement the business process (or business process options) to do that Validate with civil aviation authorities concerned, and test on a number of trade lanes with live cargo shipments Prove the newly developed XML standard is a viable option for the data exchange Validate it and integrate changes if needed in the specs 42

9 Current Status XML version of SDDG sent from Shipper to DGM support tool Freight forwarder has access to support tool to implement relevant information DGM can send the required information in Cargo IMP message format to ground handler and airline Once technical transmission of messages proven will conduct test run in parallel with paper documents Then will remove the paper SDDG 47
