1 Attributes are data elements necessary to define licenses, agents and customers and provide FWC required reports. The requirements in this section are subdivided based on the record type. If the license is not returned within 60 days of the transaction date, the agent will be charged for the sale. RA 103 License License ID RA 104 License License Year License Year is determined by the Fiscal Year in which the first effective date takes place. E.g., a license purchased in FY2009 that is not effective until FY2010 would have a license year of RA 105 License Legal Description Narrative description of the privileges conferred by the license. RA 106 License Status Active, Inactive. RA 107 License + Agent Types Dynamically added values for agents with permission to sell this License. FWC Main HQ, Tax Collector, General Agent, Phone, Internet. RA 108 License + Site Types Dynamically added values for agent site types with permission to sell this License. Web POS, POS Device. RA 109 License County Surcharge Type RA 110 License Valid From Date RA 111 License Valid From Time RA 112 License Valid Thru Date RA 113 License Valid Thru Time Some counties assess an additional surcharge for licenses and permits purchased at non-tax Collector agent locations. These county surcharges are also dependent on the license type: Hunting, Freshwater Fishing, Hunting & Freshwater Fishing. RA 114 License Sell From Date Date which license is initially available for purchase to the public. RA 115 License Sell From Time Time which license is initially available for purchase to the public. 6 RA 120 License Variable Number of Days RA 121 License Effective Date Lead Days Number of days in advance of the effective date customers can purchase the license. RA 122 License Active Overlap Days Number of days two licenses can overlap each other. RA 123 License Maximum Number of Licenses Maximum number of this License Type that may be held by a customer. This includes maximum number of limited entry permits across all hunt units across all phases, if applicable. RA 124 License + Fulfillment Type Add one or more fulfillment type options. Dynamically built. Selfprint, Agent Print, Vendor Print, FWC Print. RA 125 License Can non-resident purchase? Yes, No. There are some licenses that non-residents are not allowed to buy (e.g. Shoreline Fishing License). RA 126 License Date Return Indicator RA 127 License Tag Indicator RA 128 License Trap Indicator RA 129 License Term RA 130 License Quantity Indicator RA 131 License Multiple Indicator RA 132 License Purchase Alone? RA 133 License Replacement Indicator RA 134 License HIP Cert Indicator RA 135 License Vessel Indicator Date by which customers may return this license type. Effective and Expiration, Effective, Expiration, Harvest Unit, None. Currently, licenses and permits can be Fixed, 3 day, 7 day, 10 day, 45 day, 1 year, 5 year or Lifetime. This should be a dynamic parameter in the system, editable through the administrative interface. Can customers purchase multiples of this License Type? Yes, No, One in Transaction. The system shall allow restriction of purchase rights on a license so that it can only be purchased alone. Normal, Lifetime, Migratory Bird, 5 Year, Quota, No, Normal Trigger, Lifetime Trigger, Migratory Bird Trigger, 5 Year Trigger, Quota Trigger Does purchase of this License Type prompt the customer complete the Harvest Information Program survey? 7 Yes - Deferral Allowed, Yes - Deferral Not Allowed, No. RA 136 License Hunter Safety Certification Required? If hunter certification is required, some hunts will allow you have a 1 time deferral of the requirement for up to a year. No, Hunt, Donation (fixed amount), Donation (variable amount). RA 137 License Costs Included Indicator "Donation (variable amount)" should prompt the customer to indicate a donation amount. RA 138 License Lifetime Issue Date Indicator Is this license/permit included in lifetime licenses purchased before the Lifetime License Issue Date set in the State Control table? Yes, No. RA 139 License Quick Key Sale Indicator Yes, No RA 140 License Individual / Non-Individual Dictates the type of customer that can purchase this license. E.g. a charter boat captain can not buy a regular saltwater fishing license. Both, Individual, Non-Individual. RA 141 License Renewal Type Four types of renewals. 1) License expires, customer can repurchase. 2) License expires, customer gets a provisional license that allows them to re-purchase license. 3) License expires, customer has to reapply for the random drawing. 4) can not repurchase for a defined period of time. RA 142 License Renewal Term Number of years customer can renew license. This applies to renewal type 2 described above. RA 143 License Notify for renewal? Yes/No indicates whether s should be sent to customer when license needs to be renewed. Should be automatically No for renewal types 3 and 4. RA 144 Phase + Prerequisites RA 145 Phase + Associated licenses with similar privileges Dynamic addition of other licenses that must be purchased prior to, or in conjunction with, applying for or purchasing this license. Dynamic addition of other licenses that are include with this license. can not purchase an "other license" after purchase of this license. RA 146 License Resident Fee How much this license costs a resident. RA 147 License Non-resident Fee How much this license costs a non-resident. RA 148 License + Agent Fee Different agents may have different fees for this license. This is an association to track fees by agent type 7/15 FWC RLISSystem Requirements

8 RA 149 License + Agent Credit For some licenses, the agent receives a credit for processing a no-cost sale. Currently, this is the case for Resident Shoreline Fishing Licenses. RA 150 License Vendor Fee Fee charged by TLS Vendor to process this license/permit. RA 151 License Replacement License Fee Replaced licenses have different costs than initial ones. RA 152 License + OBJ / EO Code breakdown Each license's fees are apportioned to one or more funds. These must be identifiable on the license, with the appropriate dollar amount or percentage breakdown. RA 153 License + Inserts Documents to be included in the license when shipped. System should allow upload of documents to a library for selection from. RA 154 License + Additional data fields The System will allow an administrator to add additional data fields to a license. There should be no limit on how many can be added. Examples include: Tag # for Airboat / Track licenses or Tag # for Tarpon permit. RA 155 License + Hunt Units License can have multiple hunt units associated with it. RA 156 License Special ID Name Some licenses need a number generated to go with the license. These will be different for different licenses, so FWC should be able to name the number generated as necessary RA 157 License Special ID Seed This is the starting number for the number generator. This number will increment by one for each license sold. RA 158 License Limited Entry Hunt Indicator Yes, No. If this license can only be obtained through an application / award process this flag will be "Yes." RA 159 License + Phases Dynamically added values RA 160 License Uses Preference Points? Yes, No. "Yes" indicates if Statute allows preference points. RA 161 License Exempt Indicator Yes, No. "Yes" indicates licenses that allow exemptions to their Wildlife Management Area Permit prerequisite. If "Yes", system shall require customer to indicate which exemption type they qualify for, e.g., age, mobility impaired. RA 162 License Guest Indicator The system shall allow request of a guest permit. Where applicable, guest permits do not count against the quota, and total take is split between the two guests. This only applies to Limited Entry Hunt permits. 8/15 FWC RLISSystem Requirements

9 RA 163 License Non-Resident Quota If applicable, the maximum percentage of the quota or number of licenses/permits that can be won by non-residents. Currently used on Special Opportunity Hunts. RA 164 License Allowed Number of Choices Number of requested hunt units that can be added to an application. RA 165 License Application Fee The fee associated with an application, regardless of phase. RA 166 License Quota Update Parameter When is the quota updated. On Award, On Positing to Account. RA 167 License + Return to Quota Indicates when a quota should be updated. Options to include upon Reversal, Void, Return to FWC, Non-Pickup. RA 168 License License Post Parameter When the license posts to the customer record. Award, Pick-up. Purchase, Award, Pick-up and Special Opportunity Pick-up. RA 169 License Pick-Up Type Purchase is a license that can be bought outright if the customer meets requirements. Award is a quota hunt that is applied for, won, and awarded to the customer (generally without fees). Pickup is a Limited Entry hunt that is applied for, won, and the customer can then purchase the license. Special Opportunity Pick-up is part of the Special Opportunity permits where all applicants are given a number based on a random drawing. The first X number of customers, based on their assigned number, are given the opportunity to pick-up their permits. After the initial pick-up period, those licenses not picked up are made available to a second batch of customers based on their number assigned during the original random drawing. RA 170 License Restore Preference Points Indicator Yes, No. "Yes" indicates that a customer's preference points will be restored (and one added) if the customer does not pick up their permit awarded during a Phase I random drawing. RA 171 License Anterless Draw Indicator Does entry into this License Type random drawing provide customer entry into the anterless deer permit random drawing? 10 RA 172 Hunt Unit Hunt Unit Name Location and Time that defines this hunt unit RA 173 Hunt Unit Hunt Unit ID RA 174 Hunt Unit Legal Description Description of hunt, e.g. night hunt or dog hunt. Make size of field equal to the license print limit. RA 175 Hunt Unit License Type To tie the Hunt Unit back to the original License RA 176 Hunt Unit Quota Number of licenses that can be issued for that Hunt Unit (location / time). RA 177 Hunt Unit Effective From Date Effective date specific to the Hunt Unit. RA 178 Hunt Unit Effective Thru Date Effective date specific to the Hunt Unit. RA 179 Hunt Unit Mobility Impaired Indicator Yes, No. There are some Hunt Units outside of the Mobility Impaired Permit which are strictly for customers with Mobility Impaired Numbers. RA 180 Hunt Unit Maximum Number of Licenses Maximum number of this Licenses that may be acquired by a customer for this Hunt Unit. RA 181 Hunt Unit Exempt Indicator Yes, No. "Yes" indicates hunt units that allow exemptions to their Wildlife Management Area Permit prerequisite. Exemptions can occur at the license and hunt unit levels. RA 182 Hunt Unit Transfer Indicator RA 183 Hunt Unit Guest Indicator RA 184 Hunt Unit Replacement Indicator RA 185 Hunt Unit License Fee Yes, No. "Yes" indicates that permits for this hunt unit are transferable to another individual. Currently, only Mobility Impaired and General Gun permits are transferable. Yes, No. Some permits allow guest permits at the hunt unit level, but not at the license level. If the permit is transferable, then guest permits are not permitted. Yes, No. "Yes" indicates that FWC is able to replace the permit for the customer. This is only for FWC purposes. Currently, this is used for those licenses which are transferable. This field allows prices to be set at the Hunt Unit level that override the base fee set at the License Type. 10/15 FWC RLISSystem Requirements

RA 196 Phase Phase From Time Time which applications can be taken for Random Drawing phases or time when FCFS permits go on sale. RA 197 Phase Phase Thru Date Last day applications can be taken for Random Drawing phases or first day FCFS permits go on sale. RA 198 Phase Phase Thru Time Time which applications can no longer be taken for Random Drawing phases or time when FCFS permits are removed from sale. RA 199 Phase Random Drawing Run Date Date random drawing is planned to run. RA 200 Phase Results Post Date Date results are planned to be posted to customer records. RA 201 Phase Successful Message Text to be presented to customers upon successfully winning the random drawing. RA 204 Phase Maximum Number of Licenses RA 205 Phase Pickup Start Date RA 206 Phase Pickup Start Time RA 207 Phase Pickup End Date RA 208 Phase Pickup End Time Maximum number of this Licenses that may be acquired by a customer during this phase. The first date when a license has to be picked up and paid for before it is returned to the available pool for the next round. Required for License Type = Pickup. The last date when a license has to be picked up and paid for before it is returned to the available pool for the next round. Required for License Type = Pickup. RA 209 Phase + Prerequisites RA 210 Phase + Associated licenses with similar privileges Dynamic addition of other licenses that must be purchased prior to, or in conjunction with, applying for or purchasing this license. Dynamic addition of other licenses that are include with this license. can not purchase an "other license" after purchase of this license. E.g., a customer who obtained a license in Phase I can not submit an application to obtain the same License Type in Phase II. RA 211 License Number RA 212 License License The license the customer has bought. RA 213 License Provisional The customer is allowed to buy this license, but hasn't yet. RA 214 License License Effective Date The date the license becomes active. For most licenses, this can be up to 90 days from the date of purchase. RA 215 License Expiration Date RA 216 License Purchase Date Date license is purchased. Date this license expires. 13 RA 217 License Transaction Number RA 218 License RA 219 License Purchase Parameter: Resident / Non-Resident Purchase Parameter: Hunter Cert Deferral Used The system shall tie purchased licenses to the specific transaction on which they were purchased. The system shall record the conditions under which the license was purchased. Residency can change, so can't rely on the current state of the customer record. Whether a waiver was used to purchase this license. RA 220 License Date License Returned If a license is surrendered, the date the physical license was returned RA 221 License Is replacement If a license is replaced, the system must identify that the new license is a replacement license. RA 222 License Agent ID Agent ID where license was purchased. RA 223 License Clerk ID Clerk that processed transaction. RA 224 License Transaction Number RA 225 License Proof of Identification Type of identification used to purchase license. RA 226 County County ID RA 227 County County Name RA 228 County Region RA 229 County Hunting Surcharge Additional surcharge added to purchases of hunting licenses sold in the county at non-tax Collector agent locations. RA 230 County Freshwater Fishing Surcharge RA 231 County Hunting & Freshwater Fishing Surcharge RA 232 State Control State Name RA 233 State Control Title State Agency Name RA 234 State Control Address RA 235 State Control City RA 236 State Control State/Country RA 237 State Control Postal Code RA 238 State Control State Code Two letter state code.
