2 Introduction Jawaharlal Nehru Port (JNP), a well-known name in the Indian maritime sector, ever since its inception on May 26, 1989, has charted India's international trade to a glorious course of success and achievements, breaking all records and creating new benchmarks, JNP is the biggest container handling Port in India, handling around 56% of the country's containerized cargo. In its coveted role as the Hub Port on the Western Coast of India, JNP is ranked 31 st among the Top 100 Container Ports in the World. JNP s development plan for the port and port influence area aligns itself with the prime objective of Government of India to promote port-led direct and indirect development and to provide infrastructure to transport goods to-and-from ports quickly, efficiently and cost-effectively. The port aims at supporting and enabling Port-led Development and Cargo generation through Port Infrastructure Enhancement, including modernization and efficient evacuation to-and-from hinterland. In line with the same, JNP aims at providing top of the order, world class infrastructure with impeccable technological standards. To mention a few, the facilities at JNP comprise a full-fledged Customs House, Container Freight Stations and a large number of ICD's across the country. Excellent hinterland connectivity both by rail and road as well as proximity to Airports, Hotels etc., give the Port an extra edge to address the shippers needs, efficiently and promptly. With its strong commitment to provide seamless service to its customers as India's prime facilitator of international trade, JNP strives to be the undisputed leader in the South Asian region in years to come. In pursuance of its ambitious targets as above, JNP has charted a planned capacity augmentation and captive cargo generation strategy in the hinterland. JNP has planned to increase the port s cargo handling capacity from existing 4.2 million TEUs to around 10 million TEUs and 7.5 million tonnes of liquid cargo in the next 5 years and is poised to achieve the same. Recently, Hon ble Prime Minister of India, Shri Narendra Modi has laid the foundation stone for 4 th Container Terminal on 11 th October 2015, which is scheduled to be complete by December Additionally, projects such as the Liquid cargo terminal and a 330m stand-alone container Terminal are in various phases of implementation. One major initiative towards achievement of above target is planned through the development of a port based Special Economic Zone aimed at boosting trade throughput of the port and uplift socio-economic quotient of the port influence area. The project aims to ensure enhanced end-to-end port related facilities for export-based industries including manufacturing, free-trade warehousing, value-added services like sorting, assembling, packaging and finally shipment. All these operations shall be based in the processing zone of the SEZ. The SEZ shall also have non-processing zone consists of housing, commercial infrastructure, recreational spaces, hospital and other civic amenities etc. Port based Multi-Product Special Economic Zone The proposed Special Economic Zone at Jawaharlal Nehru Port is the first-of-its-kind port based SEZ at a major port complex in the country, and would be developed on hectares of land. The development plan consists of 200 hectares of processing zone and 77 hectares of non-processing zone. The SEZ development is envisaged to be a Port Based Multiproduct Special Economic Zone, with a focus on collaborating upcoming sectors of India such as Logistics, Engineering Goods, Electronics, Apparels and Textiles and Multi Services Sector among others. Currently, the trunk infrastructure for the Special Economic Zone is being developed by JNPT on Engineering Procurement Construction (EPC) mode and shall be complete by mid-year The developed infrastructure would include the internal road networks, water supply and power supply distribution system, sewage and solid waste management system, entry & exit interchanges and landscaping. JNPT has carried out detailed engineering and master planning and accordingly the shortlisted sectors have been planned in the SEZ. The plots would be provided with support infrastructure like roads, water and power and would be allotted to the Unit holders to develop the infrastructure for individual units as required. The SEZ offers contiguous plots with sizes varying from 1 ha to 32 ha (2.47 Acre to Acre) as per the requirement of the unit. The interested firms may avail a minimum plot area of 1 ha for setting up any non-polluting manufacturing industry, promoted by the MAKE-IN-INDIA Campaign.

3 As the project area has been notified as Special Economic Zone, the units shall have adequate operational freedom and other incentives under the SEZ Policy of Government of India. (SEZ Act, 2005 and SEZ Rules, 2006) Site Connectivity The site is located along the Panvel-Uran road connecting the cargo terminals to state highways. Location Profile of Jawaharlal Nehru Port Trust The site is at a distance of around 15 km from Navi Mumbai and around 40 km from Mumbai city. There are three villages viz. Belada, Jasai and Karal Sonari and JNPT township within the catchment area of SEZ. The site is located near the area, where the NH-4B and SH-54 meet. Also, a coastal road linking the port to Belapur is being constructed by CIDCO (City and Industrial Development Corporation of Maharashtra Limited). The site is well-connected to existing airport in Mumbai (Chhatrapati Shivaji International Airport) which is located at 40 km. Apart from this, the proposed Navi Mumbai International Airport, Navi Mumbai is located at around 15 km. As far as Indian railway network connectivity is concerned, the site is very well-connected with Panvel Uran Section of Central Railway, which provides further connection to Konkan Railways. Further, a commuter railway line from Nerul to Uran via Belapur is also proposed parallel to the existing railway lines, on which a station has been proposed to be developed near Ranjanpada and Dronagiri node.

Accordingly, the following sectors have been identified and proposed in the SEZ: Free Trade Warehousing Zone Engineering Goods Sector Electronics and Hardware Sector Non-Conventional Energy Sector Multi Services (IT and Healthcare) Sector Apparel and Textiles Sector

5 However, the above list is only indicative in nature and interested companies are free to propose any kind of suitable industries in the SEZ. Project Development Activities Undertaken till date Master Planning of the entire Project area has been completed. Cost estimates of the infrastructure components have been prepared. Approval for withdrawal of 13 MLD of water for use of industries at SEZ area from Maharashtra Jeevan Pradhikaran (MJP) from Gavhan Phata location at a distance of 12 Km is in place. Environmental Clearance for the project has been granted by State Environment Impact Assessment Authority, Maharashtra. Planning for road widening of the approach road (SH-54 and NH-4B) has been undertaken by National Highways Authority of India (NHAI). Approval from Maharashtra State Electricity Distribution Company Limited is in place, for abstraction of electricity from nearby substation. Key USPs of the Project The project proponent (JNPT) shall ensure provision of a hassle-free environment and support infrastructure to the manufacturing/export units setup in the Special Economic Zone. In addition to the above, the Unit holders would receive the benefits/exemptions as applicable under various policies and acts in India viz. SEZ Act, 2005; Customs Act, Excise Duty, Income Tax Act, 1961 etc. An indicative list of various benefits available to the Units is as follows: Duty Free Import of Goods including procurement from public or private bonded warehouse Drawbacks, concessions or other benefits such as DEPB/DFRC/Claim of rebate/ discharge of export obligation of the Domestic Tariff Area (DTA) Supplier Exemption from payment of service tax in respect of taxable services provided to units for its authorized operations including for setting up or maintenance of the factory building Exemption from payment of taxes, duties or cess in respect of goods imported into, or procured from Domestic Tariff Area (DTA). Exemption from payment of export duty Exemption from Income Tax, i.e. deduction of 100% of profits and gains derived from business of operating an SEZ Unit for first 5 years. Objective of the Expression of Interest (EoI) The objective of this EoI is to understand the interest and expectations of National and International firms and to seek their inputs in development and setting up of individual Units in the proposed SEZ. The EoI is non-binding in nature to both parties, the Applicants as well as JNPT; and shall not be construed as an offer to setup units in the SEZ.

6 Role of Applicant The Applicant is expected to conceive, design, finance, implement, operate and maintain the facility/ infrastructure for individual units created in the designated area as per the SEZ Act and Rules and as per instructions of Development Commissioner, SEEPZ. The Applicant may also propose to become the Anchor Tenant for individual sector(s). Role of Developer Jawaharlal Nehru Port Trust as the Developer of the SEZ shall 1) Allot the land area and individual plot units on long-term lease basis at JN Port notified as Special Economic Zone by Ministry of Commerce, Govt. of India. 2) Develop and provide the trunk infrastructure including approach roads and main arterial roads, water supply distribution mains, sewage and waste water system, utility ducting, storm water drainage, solid waste management systems, power supply etc. 3) Operation and maintenance of the above trunk infrastructure. 4) Facilitate the Unit holders in securing various approvals and statutory clearances.
