1 To, SUBJECT : EXPRESSION OF INTEREST (EOI) FOR PROVIDING CONSULTANCY SERVICES FOR PRE-PROJECT ACTIVITIES FOR UPCOMING BINA REFINERY EXPANSION AND PETROCHEMICAL (BREP) PROJECT AT BHARAT OMAN REFINERIES LIMITED. DUE DATE/ TIME FOR SUBMISSION OF DOCUMENTS: 21-MAY :00 HRS. Dear Sir, Bharat Oman Refineries Ltd (BORL) is a Company promoted by Bharat Petroleum Corporation Ltd., a Fortune 500 Indian Navaratna Oil Company, with equity participation from Oman Oil Company S. A. O. C., Oman. BORL is operating a 6.0 MMTPA Crude Oil Refinery located in the central India at Bina, Dist.- Sagar, Madhya Pradesh, India The refinery started its commercial operation in June 2011 and presently catering to the fuels demand in central & northern India. BORL is currently implementing the debottlenecking project to increase the refining capacity to 7.8 MMTPA, which is scheduled to be completed in BORL intends to further expand its refining capacity to 15 MMTPA along with petrochemical integration. In this regard Company has carried out a prefeasibility study along with configuration study and a preliminary market analysis. BORL is looking to engage a reputed Consultant or Consultancy Firm/Institution/Company, who is well versed in Oil / Gas / Refining / Petrochemical Sectors and having knowledge of Indian / State (Madhya Pradesh) laws for setting up of project. The objective of this EOI is to short list a competent Overall Consultant'. The Overall Consultant shall be required to identify and carry out the associated pre-project activities related to the proposed BREP project. The existing prefeasibility study for the project will form basis for further actions. The brief scope of the work of the Overall Consultant is placed at Annexure-I. BORL invites relevant credentials from interested parties for shortlisting competent bidders for taking up the subject job. Interested parties shall submit copy of the Work order / Purchase order / Agreement / Payment details of executed value / other relevant documents along with completion certificate duly signed by Client / Engineer-in-Charge for three highest value similar works executed by them in last 10 years ending Similar Works means providing consultancy services for expansion projects in industries like Oil / Gas / Refining / Petrochemical Sectors. Party shall provide the above details as per Format-1 attached to this EOI. Page 1

2 Notes: 1. Interested party shall, in his own interest, furnish complete documentary evidence for further evaluation by BORL. 2. Submission of authentic documents is the prime responsibility of Bidder. However, BORL reserves the right of getting the document cross verified, at their discretion from the document issuing authority. 3. BORL reserves the right to complete the evaluation based on the details furnished (without seeking any additional information) and / or in-house data, survey or otherwise. 4. Based on the response to this EOI, BORL will formally issue enquiry to the shortlisted consultants. 5. The submission of credentials against this EOI document does not qualify bidders for participating in the subsequent tender to be issued by BORL. The decision of BORL in selection of bidders for issuance of tender document will be final and shall be binding on the bidders. 6. 4 Annexure-I Role of Overall Consultant: SCOPE OF WORK: The Overall Consultant will identify, prepare scope, shortlist agencies and conduct all requisite surveys, investigations, assessments related to pre-project activities for the project. The broad scope of work/responsibility of the selected Overall Consultant will be to: a) Identify all surveys/studies that need to be done and can be taken up at this stage in consultation with BORL. b) Develop scope of work for each of the surveys/studies, the deliverables, the duration of the study, cost/manhours required for the study. c) Carry out studies/surveys for which the selected consultant has competency/knowledge/experience. d) For those studies/surveys which the selected Consultant does not have the necessary experience/competence/knowledge, the selected Consultant will carry out following activities in consultation with BORL; (i) Develop scope of work, (ii) Develop BQC criteria for selecting other Specialist Consultants/party for carrying out the work, (iii) Tendering the enquiry, receiving offers, technical evaluation and recommend BORL for placing order to the selected Specialist Consultant/party. (iv) Share all relevant data to selected Specialist Consultant/party to carry out the survey/study. (v) Discuss the draft report with BORL. (vi) Finalize report. e) Combine all the surveys/study reports and make an executive summary. Submit all the reports to BORL. Studies Identified by BORL and Brief/Draft Scope of Work: BORL has done a preliminary identification of following surveys/studies. However, the Consultant may propose additional surveys necessary for completion of the project. The broad scope is as follows: A. Petrochemicals marketing and sales: The consultant will hire experts in the field of petrochemicals marketing research and conduct exhaustive field surveys for: Page 4

5 1) Zone wise demand and supply analysis of petrochemical feedstocks and end products. Identification of seasonal variations in feedstock demand and storage capacity for uninterrupted supply 2) Identification of existing and future potential customers, analysis of opportunity & competitions 3) Critical quality specifications and pricing strategy 4) Regulatory policies- existing & future developments 5) Market entry strategy and brand building B. Supply chain and logistics: 1) Feedstock & raw material procurement strategies 2) Identification of zone wise distribution networks for products 3) Mode of transport (rail, road, etc.), proposed route survey, adequacy of roads and other available infrastructures to support estimated road/rail movements 4) Identification of any special carriage requirements and estimate availability of the same in the market 5) Identification of warehouses requirements at source and distribution points, storage sizing & other ancillary facilities 6) Packaging requirements for different grades 7) Quality control measures required at source and intermittent locations 8) Product safety at intermittent locations. C. Land survey and acquisition plan: 1) Basis existing pre-feasibility study, determine, identify and demarcate land around existing refinery at Bina, along the Vadinar to Bina crude oil pipeline and at Crude Oil Terminal at Vadinar for proposed refinery expansion and petrochemical project. 2) Study existing RoUs to identify the additional land acquisition requirements. 3) Identify additional land requirement for residential complex nearby existing township at Bina. 4) Identify land requirements for setting up zonal warehouses, laboratories or any other facilities if found required. 5) Engage agencies with expertise in land acquisition service and detail a plan for the same. 6) Conduct topographical and contour survey of identified land 7) Assist in obtaining consent and necessary permissions for acquisition of land. D. Development of water intake and power transmission plan: Page 5

6 1) BORL has carried out study through M/s WAPCOS for increasing water intake from nearby Betwa river from existing 10 MGD up to 30 MGD. Adequacy of the same to be studied to meet the water total water requirements of 40 MGD post commissioning of the project. 2) Conduct topographical, geotechnical and contour survey of pipeline route and mark proposed pipeline route 3) Design pipeline and associated facilities along with required infrastructure viz. buildings, electric sub-station, filtration systems etc. 4) Check the adequacy of existing power transmission system (both ISBL & OSBL) to meet the revised grid power demand and identify the necessary modifications required. E. Statutory clearances, surveys and studies: 1) Identify all requisite statutory clearances for the proposed project 2) Prepare action plan for obtaining permits, license, clearances, etc. 3) Facilitate in getting MOEF, CCOE, other statutory and regulatory clearances from nominated government bodies, agencies etc. 4) Preparation of Terms of Reference (TOR) and assist in Environment Clearance application. 5) Conduct Environment Impact Assessment (EIA) and Rapid Risk Assessment (RRA) in line with directions to the industry. 6) Replying any other queries from various government bodies F. Additional jobs/works to be undertaken for completeness of pre-project activities: If in the opinion of the Overall Consultant, certain additional study /work needs to be carried out, the same would be suggested in the scope of work. G. Deliverables from the overall consultant: The entire scope (as mentioned above) to be completed within 6 months from the date of award. Page 6
