2 1 Background 1.1 Revised RGS: GE/RT Requirements for the Application of Standard Vehicle Gauges issue three Proposal 09/003 covers the revision of gauging requirements in Railway Group Standards (RGSs). As part of this work, requirements in GE/RT8073 Requirements for the Application of Standard Vehicle Gauges issue two, were reviewed. Another proposal 12/018 was submitted by Network Rail to refine the freight gauges and locomotive gauge in GE/RT8073 issue two based on work commissioned by Network Rail. Four new standard vehicle gauges have been included: a) Lower Sector Vehicle Gauge (LSVG). b) Passenger Gauge 1 (20 m) (PG1). c) Passenger Gauge 2 (23 m) (PG2). d) W10a Gauge. LSVG, PG1 and PG2 have been developed from two Vehicle / Structures System Interface Committee (V/S SIC) sponsored R&D projects, respectively T977 Development of a revised lower sector vehicle gauge and T978 Development of a new 'Suburban' passenger vehicle standard gauge. W10a gauge was developed to accommodate additional applications for W10 gauge. Some of the gauges have been withdrawn as they are either obsolete or no longer needed by industry. The requirements in GE/RT8073 issue three have been reviewed and are presented in a format that better reflects modern gauging practice. 1.2 New RGS: GE/RT Requirements for the Application of Standard Vehicle Gauges issue one Requirements in Appendix C of GE/RT8270 Assessment of Compatibility between Rolling Stock and Infrastructure issue two were also reviewed as part of the change projects. In 2011, a RSSB research project T866 Investigation of platform edge positions on the GB network found that, depending on the type of passenger rail vehicle in question, for a significant proportion of platforms and trains, the platform stepping distances do not meet the RGS requirements. These findings highlighted the need to have a set of requirements, which would set out the specific responsibilities and method for assessing compatibility with respect to stepping distances before a new or altered vehicle or infrastructure is put into use. Currently GE/RT8270 issue two only sets out a generic method of compatibility assessment applicable to all vehicle and infrastructure interfaces. Specific requirements to demonstrate compatibility in terms of ensuring acceptable platform stepping distances are not covered. Page 2 of 7
3 To address these issues, a new RGS - GE/RT8273 issue one - was proposed, which retains the relevant requirements from Appendix C of GE/RT8270 and also sets out new requirements for assessing compatibility with respect to platform stepping distances. The RGS requirements will provide the transport operators with a framework for assessing and demonstrating that any new or altered vehicles or infrastructure comply with the stepping distance and gauging compatibility requirements set out in other RGSs, and thereby show that they are compatible with each other. The new stepping distance related requirements will promote a consistency of assessment across different projects, which should reduce the possibility of changes to the infrastructure and vehicles being implemented without consideration of the critical stepping distance requirements. 1.3 New RGS: GI/RT Requirements for the Position of Infrastructure and for Defining and Maintaining Clearances issue one Requirements in GC/RT5212 Requirements for Defining and Maintaining Clearances issue one, were reviewed. The requirements for the lower sector have been clarified to relate to all infrastructure, not just structures, and therefore Lower Sector Structure Gauge has been changed to Lower Sector Infrastructure Gauge. In recognising the clarified scope that applies to all infrastructure, not only structures, it is proposed that the revised requirements in GC/RT5212 issue one are taken forward in a new RGS GI/RT7073 issue one which will also contain relevant new requirements to reflect the change in application. Some requirements were redrafted and some were identified as being out of scope of inclusion in a RGS, and these are proposed to be withdrawn. 1.4 New RGS: GM/RT Requirements for the Size of Vehicles and Position of Equipment issue one Requirements in GM/RT2149 Requirements for Defining and Maintaining the Size of Railway Vehicles issue three were reviewed. Additionally, as a result of RSSB research projects related to the development of a standard lower sector vehicle gauge (LSVG) and improved method for calculating the pantograph sway, a need to revise the requirements and limits set out in GM/RT2149 issue three was identified. It is proposed that requirements from GM/RT2149 issue three are transferred to a new RGS GM/RT2173 issue one which will set out the revised requirements reflecting the results of the research projects, deviations associated with Shoegear and Tripcocks, and addressing the need to take into account unconventional wheel arrangements, complex curves and shorter curve lengths when calculating swept envelopes. 4 2 Key changes The detailed changes are set out in the impact assessments for these standards. New requirements in GE/RT8073 Four new standard vehicle gauges have been included: a) Lower Sector Vehicle Gauge (LSVG). b) Passenger Gauge 1 (20 m) (PG1). c) Passenger Gauge 2 (23 m) (PG2). d) W10a Gauge. New requirements in GE/RT8273 There are five key changes introduced in this standard. These are: a) An introduction to the requirements by setting out the key principles for the compatibility assessment. b) Two areas of gauge compatibility to be considered, namely the lower sector and the upper sector. c) Two main scenarios in which an assessment may be required: i) Introducing or modifying an asset to be compliant with existing assets. ii) Building a new asset. d) Assessing platform stepping distances. New requirements in GI/RT7073 There are four key changes introduced in this standard. These are: a) Requirements for new infrastructure for the upper sector. b) Particular requirements for equipment in lower sector infrastructure gauge (LSIG). c) Alterations to reduce stepping distances at platforms. d) Track quality - for dynamic analysis. New requirements in GM/RT2173 The following are new requirements set out in this standard: a) Upper sector. b) Hybrid gauging. c) A general requirement to identify key vehicle components which can affect compatibility with the infrastructure. Requirements from GMRT2149 issue three transferred to and revised in GM/RT2173 issue one The following requirements have been transferred to and revised in GM/RT2173 issue one: a) General requirements - Swept envelope in lower sector gauge. b) Swept envelopes. 5 b) Factors to consider in swept envelope calculation. c) Specific requirements for vehicle equipment - Pantograph Sway. d) Swept envelope of Shoegear. e) Location of Tripcock. Revised requirements in GE/RT8073 The gauges and their associated application rules for dynamic movements have been revised, throughout the document, to refer to RIS-2773-RST data format spreadsheets and in some cases more detailed granular dynamic coordinates based on cant deficiency / excess. Revised requirements in GE/RT8273 The requirements on hybrid gauging have been revised in this standard. Revised requirements in GI/RT7073 The following requirements have been revised in this standard: a) Cross-winds. b) Lower sector infrastructure gauge. These revisions include specific more accurate measurements defining the positions of certain items of equipment that have to be in close proximity to rolling stock for system compatibility. They are: a) Conductor rails (A2). b) Conductor rail guard boarding (A3). c) Automatic Power Control magnets (A4). d) Mechanical Trainstops (A5). e) Tripcock tester (A6). f) Automatic Warning System (AWS) magnets (A7). g) Treadle actuating arms (A8). Withdrawn requirements in GE/RT8073 The following requirements have been withdrawn from GE/RT8073 issue two and not transferred to this standard: a) Lower gauges for W7, W8 and W9 and W9Plus. b) All references to W11 gauge, C1 gauge, C1 Appendix A gauge and UK1 gauge have been withdrawn. Redrafted requirements A of requirements that are proposed to be transferred from GE/RT8073 issue two to GE/RT8073 issue three have been redrafted for clarity. Page 5 of 7
6 Withdrawn requirements in GE/RT8273 Section C.5.1 from GE/RT8270 issue two has been withdrawn as part of the development of GE/RT8273 issue one. A of requirements that are proposed to be transferred from GE/RT8270 issue two to GE/RT8273 issue one, have been redrafted for clarity. Withdrawn requirements in GI/RT7073 The following requirements have been withdrawn from GC/RT5212 issue one and not transferred to this standard: a) Control measures for clearances and specific activities associated with maintenance of clearances. b) Records associated with maintenance. c) Responsibility to agree with the Railway Undertakings on track quality data. d) Reassessment of the relative positions of tracks and structures, and monitoring and maintaining the relative positions of tracks and structures. e) Temporary infrastructure. f) Dispensation from the HMRI. g) Standard vehicle gauge. h) Application rules for standard vehicle gauge. Redrafted requirements A of requirements that are proposed to be transferred from GC/RT5212 issue one to GI/RT7073 issue one have been redrafted for clarity. None of the drafting changes represent a change to the requirements and therefore do not represent a change to what transport operators have to do. Withdrawn requirements from GM/RT2149 issue three which are not retained in GM/RT2173 issue one A of requirements have been withdrawn / not retained in GM/RT2173 issue one as they are outside the scope of inclusion in a RGS as they are the responsibility of the duty holder to manage. They are: a) B6.4 which is maintaining the vehicle swept envelopes when the asset is in use b) B7.5 and B11 which set out the need for swept envelope calculation validation to ensure accurate and reliable results. c) B10.3 has been withdrawn as the LSVG set out in GE/RT8073 Requirements for the Application of Standard Vehicle Gauges section 3.3 and Appendix C includes the necessary clearances related to APC receivers. d) B10.5 is already covered by GE/RT8273 issue one which sets the process for gauge compatibility assessment between vehicles and infrastructure at route level. GI/RT7073 issue one covers clearances for specific equipment. e) B12 highlights the responsibilities of the train operator and infrastructure controller. f) B13.1 discusses vehicle data and data conformance certification. g) B14 - Records which set out the responsibilities for the Railway Undertaking to relate to auditability and the management of the data / records. 7 Redrafted requirements A of requirements that are proposed to be transferred from GM/RT2149 issue three to GM/RT2173 issue one, have been redrafted for clarity and do not represent a change in the requirement. Key changes to GE/GN8573 Revised to align with the changes in GM/RT2173, GI/RT7073, GE/RT8273 and GE/RT8073. Guidance on UIC method of gauging, gauging in the High Speed TSIs and railway safety principles and guidance withdrawn. Guidance added on pantograph gauging, standard vehicle gauges, platform stepping distances and a methodology added to determine the effects of cross wind loading. 3 Compliance requirements GE/RT8073, GE/RT8273, GI/RT7073 and GM/RT2173 come into force and are to be complied with from 05 March 2016 except for the lower sector gauge requirements set out in GM/RT2173 Clause which have a delayed compliance date of 04 December 2021 to align with the LOC & PAS TSI. After the compliance dates, or the date by which compliance is achieved if earlier, compliance with the requirements set out in GE/RT8073, GE/RT8273, GI/RT7073 and GM/RT2173 are to be maintained. Where it is considered not reasonably practicable to comply with the requirements, permission to comply with a specified alternative should be sought in accordance with the Railway Group Standards Code. There are no exceptions to the general compliance date specified. Page 7 of 7
