1 SOUTH CORRECTIONAL ENTITY (SCORE) INVITATION TO BID PRISONER TRANSPORTATION VEHICLE Section 1 Introduction 1.1 South Correctional Entity (SCORE) is seeking bids from qualified bidders for one van with an installed interior prisoner transport insert, per the attached specifications. Bidders who can meet the attached specifications at a competitive rate are asked to fill out the attached Bid Form consistent with the instructions. 1.2 SCORE is a Governmental Administrative Agency (GAA), formed under the laws of Washington State whose purpose is to provide misdemeanant detention services for the cities of Auburn, Burien, Des Moines, Federal Way, Renton, SeaTac, and Tukwila (Member Cities), as well as other municipalities and agencies that may contract with SCORE for services. SCORE requires an additional van to provide prisoner transportation services. Section 2 Scope of Request 2.1 The successful Bidder will provide a new van and purchase and install the requested insert (collectively, the Product ) consistent with the specifications outlined in Appendix A and Appendix B. 2.2 The successful Bidder will deliver the complete Product to the SCORE facility ( th Avenue South, Des Moines, WA 98198) on or before June 30, 2017 ( Delivery Deadline ). Section 3 Bid Instructions 3.1 All Bidders, by submitting Bids, agree that they have read and are familiar with the complete terms, conditions and specifications provided in this Invitation to Bid (ITB), and will abide by the terms, conditions, and specifications thereof. 3.2 Qualified Bidders should return the attached Bid Form (Appendix C) to the following address, no later than March 29, 2017 at 5:00 pm ( Deadline ): Penny Bartley, Executive Director South Correctional Entity (SCORE) th Avenue South Des Moines, WA RFQ@scorejail.org 3.3 All Bid Forms shall include everything necessary for completion of the work described, including all materials, equipment, supplies, tools, shipping charges, labor and SCORE Invitation to Bid v.2 Transport Vehicle Page 1 of 6

2 services, and any other necessary charges. Bid Forms shall itemize applicable sales/use tax where indicated. 3.4 Bidders should fill out the Bid Form in legible print, in ink or typed. Incomplete responses will not be considered. 3.5 It is the sole responsibility of the Bidder to read and understand all parts of this ITB. All communications regarding this ITB, should be directed to SCORE at the address above. 3.6 SCORE is not responsible for any errors in any Bidder s Bid Form. Bidders will not be allowed to alter their Bids after the Deadline. Section 4 Bid Evaluation 4.1 Evaluation. SCORE will evaluate bids to determine which bid, if any, should be accepted in the best interest of SCORE. 4.2 Responsiveness. SCORE will consider all the material submitted by the Bidder to determine whether the Bidder s offering is in compliance with the terms and conditions set forth in this ITB. 4.3 Responsibility. SCORE will consider all the material submitted by the Bidder, and other evidence that may be obtained otherwise, to determine whether the Bidder is capable of and has a history of successfully completing orders of this type. This may include requiring the Bidder to provide references from previous customers who have been provided the same or equivalent goods or services. References shall include the names and addresses of the parties to whom such goods or services were provided, and the name and phone number of contact persons with such parties. 4.4 Responsibility Factors. In determining lowest most responsible bidder, in addition to price, SCORE may consider the following: The ability, capacity and skill of the Bidder to perform the Bid; Whether the Bidder can perform the contract promptly, or within the time specified, without delay or interference; The character, integrity, reputation, judgment, experience and efficiency of the Bidder; The quality of performance of any previous order or contract by the Bidder; The previous and existing compliance by the Bidder with laws and ordinances relating to material purchases; The sufficiency of the financial resources and ability of the Bidder to perform the Bid; SCORE Invitation to Bid v.2 Transport Vehicle Page 2 of 6

3 The quality, availability and adaptability of the materials supplied, or equipment used, to the particular use required; and The ability of the Bidder to provide future maintenance and service of the Product. 4.5 Non Discrimination. SCORE does not discriminate on the grounds of race, color, religion, national origin, sex, sexual orientation, age or handicap in evaluation of bids. Disadvantaged, Minority, and Women Business Enterprises are encouraged to respond. Section 5 Award 5.1 SCORE intends to award a contract for the purchase of the items specified in this ITB to the lowest responsive and responsible bidder. 5.2 SCORE reserves the right to cancel this ITB or reject any and all quotations or bids received or to waive any minor formalities if this is deemed to be in the best interest of SCORE. 5 APPENDIX B MINIMUM TECHNICAL SPECIFICATIONS PRISONER INSERT A van meeting the specifications outlined in Appendix A shall be fitted with a prisoner insert, configured with three separate compartments (holding up to twelve prisoners) and furnished with its own HVAC components/controls installed. May be Havis Prisoner Transport Solutions insert, Bob Barker Vancell insert or an approved equivalent. 1.
