San Joaquin Commissary RFP Questions 1. Do the three proposals need to be separate binders? Response: No. We require three separate cost proposals for the three options we are seeking. However, all three cost proposals can be in one binder. 2. Do minimum services requirements apply to all options? Response: No. All minimum service requirements are necessary for option 1. For option 2, minimum service requirement #4 is not necessary. For option 3, minimum service requirement #4 is not necessary. 44 N. Response: 400 sq. ft. 6. What is the dollar amount of the current commissary inventory? 3 7. Please provide the number of indigent orders by month for the past 24 months. Response: Refer to table question Will the County supply network access and 110v power for the kiosk located in the lobby, intake and inmate housing areas? Response: Yes. However, the County is requesting additional information to be included in your proposals. See Additional Information Requested. 9. Please provide a sample of the CJIS movement report. Response: See attached 10. May proposers provide an alternative solution to the paper bag? Response: Yes. However, the County would like to see something in a perforated bag to prevent the likelihood an inmate could use the plastic bag for some other means, i.e. used to attempt to suffocate or used as a weight bag. 11. How many housing units will have inmate kiosk? Response: There will be a total of 10 housing unit kiosks: General Population units at the South Jail units 1 through 6. And, Intake 1 through 4 in the Jail Core. We have two Administrative Segregation housing units at the South Jail, and a Sheltered and Medical housing units in the Jail Core, which house a higher level security inmate, thus requiring a system similar to what we have now, as we do not wish to install kiosks in those units. 12. Who will be scanning the commissary orders? Response: Under Option 1 County will process the commissary orders. Under Option 2 and 3 selected vendor would be expected to process the commissary orders. Where scanning is required the selected vendor is expected to provide all required equipment. 13. What information will be sent to the CJIS system from the contractor accounting software? Response: The inmate booking number will be required for inquiry. The system must be able to update inmate account balances on CJIS. 14. Can a spec be provided of the CJIS system? Response: County unable to provide at this time. 4 15. How many workstations will the accounting software be installed on? Response: 1 Records 1 Management. Services 1 Distribution Center. 16. How many end users will be using the software? Response: Option 1 will have 7 end users: 1 Management Services, 1 Records, 1 Distribution Center, 4 Commissary stations. Option 2 & 3 will have 4 end users: 1 Management Services, 1 Records, 1 Distribution Center, and 1 Commissary station. 17. Who is the current phone provider? Response: The current inmate telephone service provider is Securus Technologies. 18. Can you please provide samples of all requested reports as mentioned pages 15 & 16, letter K? Response: These reports are references in attached Reports 1 thru 7. The other reports stated in Item K are reports we would like the system to be able to perform. 19. What is the facility looking for in a phone ordering module as mentioned on pg 16, #50? Response: The Proposer s commissary system shall have the capability to accept inmate commissary orders from the housing units via the inmate telephone system. 20. What is the IT protocol for remote support of the vendor's software? Response: VPN access will be provided. 21. How many County employees will be answering inmate grievances / request electronically? Response: None. The County does not wish to have an automated grievance process at this time. 5 22. Is there a cost for the interface with CJIS? Response: The County will not incur any vendor related costs. The County will incur costs as it relates to the County component of the integration. 23. Section J states the Proposer must own, write and support their software with no third party involvement including contract employees. Please allow for a revision and describe what you are attempting to keep a vendor from doing if they utilize a third party to assist with these functions at the vendors direction. Response: This section can be revised to read: Proposer must own, write and support their software. Additionally, the County would like to put in the RFP some language about the vendor having the code base in a software code escrow account. 24. What is the current tax rate at the jails? Response: The tax rate for French Camp is 8.75%. 25. Please allow for more than 50 pages of proposal copy? Response: The County will allow more than 50 pages. No maximum. 26. Can we provide the addendums in disk form for all to reduce pages? Response: No, signature page is required as part of your Proposal. Other pages are not. 27. Would the County please provide annual sales numbers for 2009 less noncommissionable items and applicable taxes? (i.e. indigent packages, phone cards, stamps, etc.?) Response: $1,323, In regards to commissions on page 20, could the county clarify if all, or if not, which hygiene items are considered non-commissionable? 6 29. Would the County please provide individual sales numbers for both the storefront operation as well as regular commissary orders? If possible please provide monthly totals? Would the County please provide a monthly or annual usage for individual menu items given in this request for proposal? Please provide separately for storefront operation as well as regular commissary. Response: Refer to Attachment B 34. Should the County elect to choose an on-site method will inmate labor and storage space be provided to the chosen vendor free of charge? If not, what is the cost per hour for inmate labor and monthly cost for warehouse space? Response: Under Option 1 on-site storage and inmate labor are available. 7 35. How many employees at how many hours per week does the County currently have assigned to commissary needs? Response: per week=180 hrs. 36. Will the Country prefer to continue to provide at minimum delivery staff for individual inmate orders? Response: Please clarify this question. 37. The County has asked for three possible options for service levels on Page 9 of Proposal Requirements. Does the County prefer that all options offered are conducted on-site/in the existing warehouse? Response: No. The only option requiring on site/warehouse distribution is option 1. See response to Question Would the County please provide the name of your jail management system and a contact from the JMS (CJAS) company for vendors so we might insure integration of software? Will the County incur any costs for integration with the current CJAS? Response: No, all further questions should go through Purchasing. The County will not incur any vendor related costs. The County will incur costs as it relates to the County component of the integration. 39. Will the County provide a number of indigent and hygiene kits provided annually/monthly? Approximately what percentage of inmates are declared indigent? Response: 10,430 kits annually. Since indigent status is based on an inmates balance on the books, how long an inmate remains indigent greatly fluctuates. Based on total orders against indigent orders alone, approximately 9.67% received an indigent kit at one time or another. Actual percent of long term indigents probably would be less. 40. The County has requested an interface with the current phone company for debit phone services. Is the County currently using phone cards or has debit calling been implemented? Will the County allow a processing/handling fee for the chosen provider to make available this service? Response: The County is currently utilizing pre-paid calling cards; however, the County is open to other inmate pre-paid options. The County prefers there be no fee associated whether the inmate calling option is debit or pre-paid cards. 8 41. Would the County provide the name of your current phone provider, and a contact? Response: The County currently utilizes Praeses as its inmate telephone management company. The County s primary contact relative to inmate telephone related issues is Rebecca Morgan at or Rebecca.morgan@praeses.com. The County s contact directly with Securus is Joseph Yanetta at or jyanetta@securustech.net. 42. Will the County please provide a list of ALL hardware and software to be provided by the vendor? (i.e. workstations to be provided, printers, check printers, existing workstations which will require software, kiosks) In addition, would the County provide any necessary integration costs with the current Jail management system (CJAS)? Response: The vendor will provide all necessary hardware that is required for the implementation of the chosen system. The County will not incur any vendor related costs. The County will incur costs as it relates to the County component of the integration. 43. As the County is interested in inmate housing kiosks, will the County provide a number of required inmate housing kiosks? Response: There will be a total of 10 kiosks necessary for the General Population housing units: South Jail housing units 1 through 6; and Jail Core Intake units 1 through 4. We have two Administrative Segregation units at the South Jail and a Sheltered and Medical units in the Jail Core, which will require an alternative to the kiosk system due to the multiple levels of classifications housed in those units, as well as the higher security levels. 44. Is the County requesting three deposit kiosks one for each location at the Main Jail, Jail Core and Honor Farm? Does the County currently accept deposits at all three of these locations? Response: The County is requesting a deposit kiosk in each visiting lobby: South Jail, Honor Farm, and Jail Core. No, currently all deposits are made via U.S. mail or at the Records Division window in the Jail Core lobby, which is open 24 hours a day. 45. Is the County requesting (1) kiosk only for the booking area? Does the County require that this kiosk accept coins and integrate with the proposer s own banking software? Response: Yes. The County is requesting 1 Booking area kiosk for deposits. This kiosk should be able to accept bills, as well as coins (address the part of the question regarding integration of the proposer s own banking software). 46. Will the County provide at the County cost for all wiring (power/networking) needed for kiosk installation? 9 47. Is the County willing to close their deposit window? Will the County consider no longer processing deposits via US mail? Response: Yes, the County will close the deposit window to cash deposits. The County will continue to process deposits received via the mail, as some of the public may not have the means to access the system via the internet or come to the facility to utilize the kiosks. 48. As the County has requested specific hardware equipment, software, and scan forms etc. should the chosen vendor provide these free of any charge to the County (i.e. included in pricing and commission offer)? Response: Yes, the cost of these items should be taken into consideration in the commission offer. 49. Regarding page 16 Section L. Is the chosen vendor to understand that the County is seeking a solution for automated resident deposits via web, phone and lobby kiosk? Is the chosen vendor to understand that this system must be supported by banking software owned written and supported by the proposer? Response: Yes. The vendor will be responsible for ensuring that any banking software that is integrated is fully supportable by the chosen vendor. The software does not necessarily need to be owned by the vendor. 50. Will the County provide a County contact for information technology so prospective vendors may ask any additional questions regarding software, hardware and needed integration? Response: The point of contact is the County Purchasing Department, Attention Jon Drake referencing the RFP #. All questions must be submitted via County Purchasing. 51. How many County staff will need to be trained on provider software, if any? Response: Approximately Is the County interested in technology beyond the scope of this RFP at this time? (i.e. Secure services) Is it preferred these services be offered in-house and not subcontracted? Response: No. 53. Would the County provide an average number of total transactions (deposits) made into inmate accounts at each deposit window each month? (estimate) Response: The average number of total transactions (deposits) made into inmate accounts at the Custody window is 102 per day or 3,061 transactions per month. 54. Would the County provide an average deposit amount received to inmate accounts at the deposit window? 10 Response: The average deposit amount received to inmate accounts at the Custody window is $42.96 per inmate daily or $131, per month. 55. Are all inmates allowed hot food items? If not, approximately what percentage may order soup, coffee, etc.? Response: Yes, Honor Farm inmates can order preheated fast food items (burritos, burgers, hot pockets, etc.) at the Storefront. While Main Jain inmates are not provided these options. Main jail inmates do have access to dry soups, coffee, packaged meats and other main line packaged goods. Note: Hot food items sold at the Honor Farm are taxable. 56. Does the County withhold funds deposited in an inmate account if a balance is due (fees, restitution, etc.)? Is so what percentage? Response: This rarely happens, and only with a court order. I am only aware of one withholding in the last three years. 57. Will the County consider raising the spending limit? Response: Yes, as long as volume of item do not represent a security risk to the facility. 58. The County has requested a customized web-site for friends and family to order commissary. Is the chosen vendor to understand these orders will be outside the existing spending limit? Response: The County is requesting family/friends are only able to make deposits via the web. 59. In the case of released inmates, often facilities make all sales final allowing the inmate one-week to pick up commissary should they be released prior to delivery. Will the County make all sales final, and hold commissary for a designated time (one week) for inmate pick-up? Response: No, credit will be issued to the released inmate s account. 60. Would the County please provide the number of delivery agents currently working at all facilities and the approximate number of hours each employee works? Response: The County has 4.5 employees working 40 hours per week=180 hours. 61. Are there specific hours for receiving the delivery truck? Response: Yes, hrs. 62. Will the vendor have access to use the carts that are currently being used for commissary? 11 Response: Yes, there are 14 carts. 63. Does San Joaquin expect the awarded vendor to purchase the existing inventory at the time the vendor assumes responsibility of the operation? Response: No, our plan is to deplete our inventories, however a plan to make the transition with the minimal delivery disruptions possible. 64. What are the current operational costs for Bagged Delivery? Response: $90, What are the current operational costs for the Honor Farm Store? Response: $135, In all 3 options, will inmate labor at its existing level also be available to the awarded vendor? Response: Inmate labor will be available for the Honor Farm Store, worker inmates are not allowed to enter the South Jail or the Jail Core 67. Please provide annual printing costs for the color coded menus to include the 2 part NCR order form so that we may include this into our cost savings portion of the financials? Response: FY $8, FY $9, During the tour we were shown the warehouse. Please clarify what the awarded vendor may store or in what capacity that space can be used. Can we store bulk product there or is this space only for sorting each bagged in delivery? Response: Under Option 1 the commissary warehouse space would continue to be available, under options two and three that space would not be available. 69. May we get the contact for Scott Information Systems to determine the needs for integration? Response: No. 70. Does reserving the right to waive the fee, refer to taking money at the cash window? Will the county consider NOT reserving the right to waive the Lobby Kiosk fee for transactions under $ Otherwise depositors will make multiple deposits of $15 to bypass getting a fee. 12 71. Alterations to the menu format were discussed to include 3 lines for product pricing for the 3 options, can another column be added for a different size of the exact same product? This would greatly reduce the exceptions list. Response: Another column could be added for a different size of the exact same product, focus on smaller containers should be observed, this is to prevent inmates from hiding contraband in the containers. 72. What is San Joaquin's annual costs on plastic utensils, cups, plates and napkins supplied at the Honor Farm Store? In the RFP it makes reference to Vendor must provide information in an XML SOA format Can you explain the difference between XML SOA and XML SOAP? Response: SOAP XML SOAP, or Simple Object Access Protocol, is an XMLbased object invocation protocol, and was originally developed for distributed applications to communicate over HTTP, SOAP defines the use of XML and HTTP to access platform independent services. SOA XML The XML technology platform is fundamental to SOA. XML documents and schemas passed between services or components fully standardize format and typingof all data communicated. 13 In essence SOA is a broad based architecture that uses XML, SOAP Web services, BPEL, BAM, XML is used in SOAP as mentioned above and SOAP is a communication protocol used in Service Oriented Architecture (SOA). Hence XML is the language, SOAP is the protocol that uses XML and SOA is the architecture that contains composite products like Web Services, BPEL, BAM etc. County s Additional Information Requested As part of the Implementation Plan & Schedule Page 23 of RFP, please provide the following. What are your Technical Networking capabilities? What special connectors are needed? Will units be Wall mounted or Floor mounted? What are the dedicated circuits needed?
