1 " /' CENTRAL MARKS DEPARTMENT-III Our Ref: CMD-IiI/16: IndianStandardIS 2830 : 1992 has been revised and publishedas IS 2830 : Carbon Steel Cast Billet Ingots (Pencil Ingots), Billets, Blooms and Slabs Manufactured through Electric Arc Furnace for Re-rolling into Steel for General Structural Purposes (Third Revision). In this revision, following changes have been made: a) Amendment Nos.1, 2 and 3 have been incorporated. b) Scope has been modified. c) Round shape billets have been incorporated in 3.2. d) Number of.grades have been increased to ten. e) Table 1 has been modified. f) Note 2 of Table 1 has been aligned with corresponding Note of IS g) CHMn25 grade has been added to cover steel grades given in IS h) Clause has been modified. Accordingly, draft STI [ Doc: STI/2830/4, June 2012 ] is prepared and sent to all ROs/BOs/MTD & MSD for comments, if any. Comments on the revised standard and draft STI, if any, may be sent to CMD-III before If comments are not received by us before , it will be treated as 'No Comments.' 2 ~ DRAFT DOC:STI/2830/4 June 2012 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF CARBON STEEL CAST BILLET INGOTS (PENCIL INGOTS), BILLETS, BLOOMS AND SLABS MANUFACTURED THROUGH ELECTRICARC FURNACE FOR RE-ROLLING INTO STEEL FOR GENERAL STRUCTURAL PURPOSES ACORDING TO IS: Laboratorv - A laboratory shall be maintained which shall be suitably equipped and staffed, where the tests shall be carried out in accordance with the methods given in the specification. 2. Test Records - All records of tests and analysis shall be kept in suitable forms approved by the Bureau. Note: The existing forms etc. as being maintained by the manufacturers may be retained. These forms, however, shall contain all the information required for operating this scheme of Testing and Inspection. 2.1 Copies of any records or charts that may be required by the BIS shall be made available at any time on request Qua(jJ:v Con~rol - It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(part I) to IS 397(part 4)]. 2.3 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001.

3 DRAFT DOC:STI/2830/4 June Standard Mark - The standard mark as given in column one of the First schedule of the licence is specified for the grades of billet ingots, billets, blooms and slabs specified in IS: The grade designation shall be mentioned in the test certificate (See Annexure I). 3.1 Test Certificate - For each consignment of BIS Certified carbon steel cast billet ingots, billets, blooms and slabs conforming to IS: 2830, there shall be test certificate which shall contain the Standard Mark, the cast numbers, grade designations and the corresponding test results (As given in Annex I) MarkinG - Each carbon steel cast billet ingot, billet, bloom and slab shall be legibly stamped or painted with cast number and name or trade mark of the manufacturer The ends of cast billet ingots, billets, blooms and slabs shall be painted with suitable colour code as stipulated under clause 13.3 of IS: Manufacture 4.1 Steel shall be manufactured by any process of steel making except the bassemer process. It may be followed by secondary refining Steel shall be supplied semi-killed or killed. Rimming steel may also be supplied subject to a special agreement between the purchaser and the supplier. 5. Levels of Control..

4 DRAFT DOC:STI/2830/4 June Inspection, analysis and tests at a various levels of control (Table 1) shall be carried out on all quantities of billet ingots, billets, blooms and slabs intended to be covered by the BIS Certification Mark Scheme and appropriate records maintained in accordance with Para 2 above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with BIS Certification Mark On the basis of tests, inspection and analysis results, decision regarding conformity or otherwise of lots of steel billets ingots, billets, blooms and slabs to the requirement of the specification shall be taken as indicated below: Chemical Com osition Ladle Anal sis :Chemical composition of billet ingots, billets, blooms and slabs obtained by analysis of one sample from each heat shall conforms to the requirements laid down in clause 6 of IS: Product analysis shall also be carried out on each cast. Drilling for check (Product) analysis shall be taken from the location as shown in Fig. 1 of IS: Freedom From Defects - Billet ingots, billets, blooms and slabs shall be sound and clearly cast to the specified dimensions. The finished billet ingots, billets, blooms and slabs shall be free from harmful defects such as cracks, laminations, rough jagged and imperfect edges: exposed piping and heavy refractory inclusions Dimensions and Tolerances - Alldimensional requirements as per Clause 11 of IS: 2830 shall be satisfied within the tolerances specified in Clause Re1ection - Records shall be maintained for a reasonable time from which information relating to the rejection of material which does not conform to IS: 2830 may be obtained. Such rejected material shall not be mixed up with that which conforms to the specification. ~

5 DRAFT DOC:STI/2830/4 June SamDles - The licensee shall supply, free of charge the samples required in accordance with Regulation of the Bureau of Indian Standards from his factory or godown. BIS shall pay for the samples taken by it from the open market. 8. ReDlacement - Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods shall be replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the standard shall be with BIS. 9. SusDension of Markina - The marking of the product shall be suspended under intimation to BIS, if at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by the BIS for any reason. The marking may be resumed as soon as the defects are removed or when BIS gives the permission to do so. The information regarding resumption of marking shall also be sent to BIS. 10. Production Data - The licensee shall send to BIS as per the enclosed proforma, a statement of the quality produced, marked and exported by him and the trade value thereof during the half-year ending 30 June and 31 June December. This statement sis required to be forwarded to BIS on or before the 31st day of July and January for the preceding half-year.
