1 REPUBLIQUE DU CAMEROUN REPUBLIC OF CAMEROON Paix Travail- Patrie Peace - Work - Fatherland PRESIDENCE DE LA REPUBLIQUE PRESIDENCY OF THE REPUBLIC MINISTRY OF PUBLIC CONTRACTS MINISTERE DES MARCHES PUBLICS OPENED INTERNATIONAL INVITATION TO TENDER N 090_/OIIT/MINMAP/CCPM-SPI/2015 OF _24/06/2015 FOR THE RECRUITMENT OF A SURVEY FIRM IN SIGHT OF STUDY FOR THE REALIZATION OF A LARGE SCALE CARTOGRAPHY OF CAMEROON I - SUBJECT FUNDING : BIP MINDCAF 2015 BUDGETARY YEAR BUDGETARY LINE N : In view of ensuring easy and public management of land, the Minister Delegate at the Presidency in charge of Public Contracts launches on behalf of the Minister of State Property, Surveys and Land Tenure (MINDCAF), the project owner, an Open International Invitation to tender for the recruitment of a Survey Firm for the realization of a large-scale cartography of Cameroon. II- NATURE OF SERVICES The project in its totality constitutes the following services: This project shall be carried out in all the councils in Cameroun including the maritime domain and public transport. It shall consist of realising a study on the different stages necessary for the realization of a map in a large scale, to precise in each stage the cost, the deadline for implementation and the methods to be used. This study shall constitute three big parts: - The analyses of texts defining administratively councils in Cameroon, its maritime domain as such as its public transport domain; - The description of the different stages for the realization of maps in a large scale and the tasks to be accomplished; - The evaluation of the cost of activities necessary for the making of this map in a large scale. III - PARTICIPATION Participation to this present invitation to tender is opened to all enterprises all or groups of enterprises whether or not found in Cameroon carrying out activities in this specific 6

2 domain. IV- FINANCING The services which are the subject of this tender shall be financed by the public Investment Budget (PIB) of MINDCAF, 2015 budgetary year on the budgetary line N The estimated cost of the operation stands at (One Hundred Millions) CFA Francs value added tax included. V- BID BOND Under pain of rejection, each bidder must include to his/her administrative documents, a bid-bond of CFAF 2,000,000 (Two millions) issued by a first rate bank approved by the Ministry of Finance and featuring on document 11 of tender files, valid for 30 (thirty) days as from the original date of validity of bids. The other administrative documents of the administrative file must be produced in original copies or true certified copies by the issuing service or an administrative authority (D.O; SDO, etc.,) in compliance with tender file Special Regulations. They should not be older than 03 (three) months before the date set for the submission of bids or be established after the date of signature of the invitation to tender. VI - CONSULTATION OF TENDER FILE Tender files may be consulted during working hours at The Call for Tender Support Unit for the Launching of Invitations to Tender (CALAO). Located at the ground floor of the Ministry Delegate at the Presidency of the Republic in Charge of Public Contracts, building, located in the former building of the American Embassy in Yaoundé, Tel VII - ACQUISITION OF THE TENDER FILE The file may be obtained from the support Unit for the Award of Public Contracts (CALAO) block A room 09 of the Ministry in Charge of Publics Contracts (MINMAP) as soon as this notice is published against presentation of receipt of payment of a non-refundable sum of One hundred thousand (100000) CFA Francs in the Public Treasury as soon as the present notice is published. 7

3 VIII - ADMISSIBILITY OF BIDS Under pain of rejection, the administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer ) in accordance with the Special Conditions of the invitation to tender. These documents must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. In accordance with the prescriptions of this notice and tender file, any incomplete offer in shall be declared inadmissible. This applies especially to the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance. IX - SUBMISSION OF BIDS Each bid drafted in English or French in 7 (seven) copies including the original copy and 6 (six) copies marked as such shall reach should reach the Ministry of Public Contracts (Support Unit for Launching of Invitations to tender; CALAO) located on the ground floor of the Ministry of Public Contracts (door R9), latest 21/09/2015 at 01p.m (local time) against a receipt and must bear the inscription: And shall be labelled: OPENED INTERNATIONAL INVITATION TO TENDER N 090_/OIIT/MINMAP/CCPM-SPI/2015 OF 24/06/2015 FOR THE RECRUITMENT OF A SURVEY FIRM IN SIGHT OF STUDY FOR THE REALIZATION OF A LARGE SCALE CARTOGRAPHY OF CAMEROON «To be opened only during the bid-opening session» X - OPENING OF BIDS The opening of the bids shall be done in two (02) steps. The opening of the administrative documents and the technical proposals will take place during the deadline for submission of bids on--21/09/2015--at 02:00p.m local time by the Central Tender Board Commission concerned with intellectual services. In presence of The bidders or their duly authorized representatives with full knowledge of their tenders. The opening of financial bids will take place after the technical evaluation and concerns one or the bidders who score a minimum technical mark of 80 (eighty) points out of 100 (one 8

4 hundred). XI - DELIVERY DEADLINE The maximum deadline provided for shall be Six (06) months. XII - EVALUATION CRITERIA XII.I - ELIMINITORY CRITERIA - incomplete administrative file; - False statement, substituted or forged administrative documents, - Non conformity of bids with the Tender File or incoherence; - Technical marks less than 80 points out of 100 ; - Financial information included in the technical or administrative file; XII.II MAIN CRITERIA Main criteria shall be marked as follows: 1 The average turnover sales of the last tree (03) years upper or 5 equal to one hundred (100) millions FCFA 2 Certificate of Financial area of amount fifty (50) millions FCFA or 10 less 3 References of the consultant 20 4 Availability of material and equipements ressources 10 5 Senior staff 50 6 Organisation, methodologie, planning, delay, and coherence of 5 task jobs TOTAL 100 Only tenders that have obtained the technical score of 80 (eighty) points out of 100 (one hundred) will be financially analyzed. Financial bids will be evaluated on 100 points, using the following formula: Sf = 100 x Fm / F, Sf is the financial score; Fm is the lowest proposal and F the amount of the considered proposal. The contract shall be awarded to the best bidder according to the following formula: N = 80 x technical score (Ts) + 20 x Financial score (Fs) 100 9

5 XIII - VALIDITY OF BIDS Bidders remain bound to their bids for a period of 120 days as from the deadline set for the submission of bids. XIV - AWARD The contracting Authority shall award the contract to the tenderer (bidder) with the best financial offer and judged to be in conformity with the tender file that is the one who has obtained the highest technical and financial mark.
