5 Copy of Lease map and Khasra Details is enclosed. (Annexure no.5). 2.3 Nature of the Project: Mining of Sand, Bajri and Stone will be done by open cast method of mining. Proposed production of mineral is TPA (ROM). 2.4 Need For The Project And Its Importance To The Country: The Mining project falls in the area of the district Solan, Himachal Pradesh devoid of sufficient agriculture activities and other industrial growth. The earning sources of the region are limited. Most of the people are dependent on agriculture. The region has scarcity of Mineral wealth of the state Himachal Pradesh provides the employment opportunity to the people of the state as well as region also. Mining is one of the major core sector industries which play a crucial role in the process of country economic development. 2.5 Demands-Supply Gap: The greater part of the Sand Bajri for consumption is reduced to fine mesh before use in the industry, and sold to industry in powder form of 50 to 100 mesh size, though major quantity is of 50 mesh. The mineral is being sold in India for indigenous consumption. Sand and Bajri is used in construction industry in varying particle sizes for mixing with Cement and Lime for building construction purpose. 2.6 Imports vs. Indigenous Production There will be no import for the project. There will be indigenous inputs in the entire mining activity. 2.7 Export Possibility The mining activity is not prospecting exports. 5

6 2.8 Domestic/Export Markets Lessee would like to sale out the mineral in domestic market as per requirement. No export is proposed. 2.9 Employment Generation (Direct or Indirect) The mining project will generate direct & indirect employment. About people will get direct employment and 25 people will also be affected indirectly and employed with allied and related industries, such as transportation, maintenance, etc. 3.0 PROJECT DESCRIPTION 3.1 Type of Project including interlinked and interdependent projects: Mining project for mineral Sand, Bajri and Stone. 8 GENERAL DESCRIPTION The aim and object to carry out mining operations within the said lot as well as in other mining lots in the vicinity thereof happens to be imperative and unavoidable. According to experience and rough estimation of the state Government whatever quantity of the same is automatically replenished every year by the River Kundlu, the tributary of Satluj itself on account of its flow and velocity. It is also submitted that if mining of minor minerals is not at all affected in the said lot then the river bed is likely to be raised in height with galloping speed leading to diluvium of riverbanks and may lead to disturbance of environmental and ecological balance as well; whereby large areas of human habitation shall become dangerously prone to inundation from river waters. Besides the above, the process of mining of minor minerals (Sand, Bajri & Stone; in mixed state) is a constant source of revenue generation to the state Government. It also ensures constant supply of building material to the society as well as creates several opportunities of employment to the traditional mining tribes of the state which are purely dependent upon the process of mining because they are not skilled in any other trade and vocation. ABOUT PROJECT PROPONENT Sh. Bidhi Chand, resident of Village- Raipur Jakoli, P.O. Lodhi Majra, Tehsil- Nalagarh, District- Solan, has been is granted a mining lease for extraction of Sand, Bajri and Stones over an area of hect ( bighas). The applicant is engaged in minor minerals mining profession since last 8-10 years. The Applicant is experienced person in mining profession with a sound financial background. The applicant has also setup a stone crusher near village Nayagaon to process the stones. The applicant have an unblemished track-record of doing mining operations absolutely in accordance with the terms and conditions of lease deed in safe, scientific and environment friendly manner. STATUS OF THE PROJECT The mining lease for extraction of Sand, Bajri and stone was granted for an area of Hect.( bighas). The area is situated in Mauza/village Baniala, 8

The sand, bajri & stone extracted from this quarry is used for manufacture of grit in stone crusher. The Sand and Bajri are directly sold to prospective buyers. LEGAL STATUS OF THE PROJECT Himachal Pradesh Minor Minerals (Concession) Revised Rules 1971 provides method for allotments of Minor Minerals Concessions as follows: The mining lease for excavation of minor mineral ( Sand, Bajri and Stones ) will be granted to the persons or parties, who will set up a industrial crusher in the state for processing of stones to grit, and this shall be committed by lease holder and will be a primary condition for grant of the lease. In accordance of the above the lessee applied for mining lease as well as proposal for set up of stone crusher to the state Govt. LOCATION AND ACCESSIBILITY The mining lease area under reference is situated in Mauza/village Baniala, Baglehar, Kharooni and Taperin Tehsil- Nalagarh, District- Solan of Himachal Pradesh. The area is approachable by Tar road to Panjaira village in NNE 9

10 direction to above villages. The Panjiara village lies at a distance of 12 Km from Nalagarh Town in north direction. The area lies at a distance of 16 km from Nalagarh town. The river beds are approached by the approach road from Baniala, Baglehar, Kharooni and Taperin village at a distance of km. Nalagarh can be approached from Solan(district HQ) at a distance of 85 km. The Nearest Railway station is at Kalka at a Distance 42 Km on Kalka- Delhi Broad gauge Railway Line. The Nearest National highway (No.22) is Shimla- Chandigarh at a distance of 38 kms. The Nearest Airport is Chandigarh Airport At a Distance of 55 kms. PROPOSED METHOD OF WORKING The minerals will be mined out in a uniform way so that the river flow/course shall not get disturbed in its uniformity. Extraction of minerals/ working shall be started from the centre towards the bank periphery in ½ m slice so that the river course could not get affected. Unused material including silt and clay or spillage if any should not be stacked on the banks as it will hinder the flow of the river in monsoon season. It will be stacked at a distance away from the river banks. Suitable mitigation measures have been adopted so that the condition of water logging will not arise. The vehicle for transport of Bajri from mine to the destination is provided by the contractor. The workmen to load also are employed from a contractor. Sometimes extra loads which are not booked by the buyers are unloaded at the Stack yard made for temporary storage of Bajri for a day or two. It is proposed that a JCB model 3D loader cum excavator, tyre mounted shall be used for loading in the Stack yard only. The loading will take place in a Truck or Dumper of 10 ton capacity or a Tractor Trolley of 4 ton capacity. This will ensure supply to the consumer or buyer directly from the mine. 10

11 DESIGN PARAMETERS Besides manual loading of dry Bajri in the river bed, the wet river bed containing Bajri with the water body can be mined by using a high discharge pump which is mounted on a boat. The brief description of this mining method is given below. The main equipment is a Diesel operated engine of TATA make coupled with a heavy duty Suction pump. This engine from the TATA vehicle is of 120 H.P. The pump has a suction pipe of about 6 m length; diameter of plastic pipe varies from 6 to 10. The entire pump, pipes and manpower are mounted on a boat afloat on the river. It moves in all directions with the boat but a swivel arrangement is provided on the suction side of the pump, which swings up to 70 0 to facilitate collection of Bajri and pebbles up to 5 cm dia. from the river bed along with water being sucked by the pump, from the places up to the swing of the suction pipe. The delivery side of the pump is usually 6 dia. Pipe of Plastic, with length varying from 60 m to 75 m to reach the shore of the river where the stackyard for Bajri storage is made. Two persons are deployed to sieve the Bajri and large size pebbles. Gravel particles are kept separately. On the shore, at the stack yard, water is separated from the silt received from the river bed. Filtration with Sieves is made to collect different sizes of Bajri from 0.5 cm to 1 cm size. Rest of the Gravel particles is kept separately. Sand collected through the sieve is loaded on to a waiting Truck of 10 Tonne capacity by manual means by a gang of 4 workmen. One Truck Bajri is loaded within 2 hours, ready to be dispatch to the buyer. This system of mining Bajri is slow but the only possible method for underwater mining. 11

12 3.6 Availability of water its source, energy/power requirement and source : Total water requirement in the mine will be about 12 KLD for drinking, spraying and plantation. Water will available from nearby Tube well. Detail of water requirement in KLD is given below: 1. Dust Suppression Drinking Green belt 5.0 Total 12 Diesel for trucks/equipment about 150 Lt. per day is assumed to be consumed. Diesel will be brought from outside, from nearby diesel pumps. No electricity will be required at mine site. 3.7 Quantity of wastes to be generated (liquid and solid) and scheme for their management /disposal: There are five dump sites in this area. They are situated on either side of working pits, at river Bank, See Plate no.4. At present, waste is being dumped on these dumps. The waste being generated consists of fine silt and sand. 3.8 Resource Optimization/Recycling and Reuse Envisaged In the Project, If any, Should Be Briefly Outlet: Not applicable. 3.9 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Products, Mode of Transport of Raw Material and Finished Product. The project will itself generate raw material i.e mineral Sand, Bajri and proposed production is tones/annum. 12

14 4.0 SITE ANALYSIS The lease area is for mineral Sand, Bajri and Stone which is suitable for use in Construction industry, it is site specific. The selected site has the following advantages. 1. The area chosen is not having habitation. 2. The site is well connected by road. 3. There are no industries near the site and there is no pollution. 4. No endangered species around the mine site. 5. 15 District : Solan Tehsil : Nalagarh Village : Nayagaon 4.3 Topography: The northern and north west part is occupied by small NE-SW trending hill with a gentle slope towards south-west with little undulations. Major portion of the area is occupying central & southern portion is partially rocky and partially soil covered. Highest elevated point of the hill is 453 mrl of the lease area and the lowest RL is 384 m. Rest part of lease is plain land. In summer season water table level goes down to 350 m. above mean sea level and in monsoon it rises up to 360 m. MSL. Fair growth of the vegetation is observed in the hill. There is no railway line or canal in this area. There is no forest land in the lease. An agricultural land also exists due south and north of lease area. 16 4.5 Existing Infrastructure A Office and Rest room is constructed in the lease area. Nayagaon village is 3 km. in SW from the Mine, which is the site of Crusher. A tube-well and a well have also been dug by lessee in the lease area for drinking water. Electricity is available for domestic use at the Mine area and for Water pumps in the well. No electricity is used in mining operation. 4.6 Soil / rock classification Soil, Sand, Bajri and Stone are present in the area. The major rock types in the area are Sand, Bajri and Stone Description of the rocks units within the lease area: REGIONAL GEOLOGY Solan District lies within the lesser Himalaya and the Siwalik foothills comprises rocks ranging in age from Proterozoic to quaternary. The oldest rocks of Proterozoic belongs to Jutog group comprising carbonaceous phyllite, Schists, Gniesses, quartzites and marble. In the western side of the Solan District Shimla groups of rocks are exposed. It is divisible into four formations on the basis of certain characterstic litho- logical association and order of super position. Out of four formation, three are exposed in the Solan District. A Greyish white quartzites and conglomerate. Partially exposed in Shimla district and partially exposed in Solan Dist. In the eastern side of the Solan District, Shimla sequences are succeeded by a younger sequence of formation as Blaini, Infra Krol and Krol forming two parallel and apparently independent belts. These are respectively referred as outer Krol belt over the Shimla group and the inner krol belt over the Jaunsar group. Local Geology In Solan district the formations exposed are Krol Sandstones. The black Shales and Slaty Quartzite can be seen in transition stage in Krol Sandstones. The krol Sandstone formation are massive formation with pale grey, coarse to medium grained sandstones. The Sirmour group is represented by a thick pile of Paleogene sediment exposed in the foothills, bounded by Main boundary fault Siltstones,Clay, Sandstones and local Pebble bed. The Siwalik group of middle Miocene and early Pleistocene age comprises coarse clastic fluviatile deposits of Sandstones,Clay conglomerates. The Quaternary Sediments (Older Alluvium and Newer Alluvium ) along prominent channels consisting of Sand, Silt, Clay, Pebbles and Cobbles of Middle to Late Pleistocene and Holocene age. The general trends of the rocks suggests it is NW-SE and E-W directions with dips varying from 10º to 40º on either side. The rocks of Kundlu catchments are represented by the Siwalik group, Older Alluvium and Newer Alluvium. 4.7 CLIMATIC DATA FROM SECONDARY SOURCES As usual there are 3 types of seasons, (1) Summer, (2) Rainy and (3) Winter in this region. Summer season during March - June is hot and 17

18 temperature rises up to 35 C. Rainy season is neither hot nor cold. Only due to cold breeze coming from Bay of Bengal and Arabian Sea following the depression of pressure the temperature goes down from 3 0 C to 2 0 C. Winter season (Dec Jan) is very cold with minimum temperature of 2 C. Rains are average at 1368 mm. annually. General wind direction is S- W to N-E., N-E to S-W directions of winds indicates heavy rain fall. Relative humidity varies from 20% - 65%. Average wind velocity is 5 km/h. 4.8 Social Infrastructure The basic infrastructure already exists in the lease area like office, store, and shelter for the workers. A first aid station will also be constructed and maintained. Drinking water will be brought from the nearby water source. Communication services like post office and telephones are available in the nearby village. Some of the villagers are having mobile phones. 5. PLANNING BRIEF 5.1 Planning Concept: It is a mining project of mineral Sand, Bajri and Stone. The proposed production of is TPA. Opencast method of mining will be adopted and transportation of mineral shall be done through road by trucks. 5.2 Man Power requirement: Man power requirement for mining is estimated to be Nos. For drinking, water will be brought from the tube well in the lease area & this water is potable. No. of saplings I II III IV V Total Health and safety System During the opencast working, and allied activities, all the precautionary measures shall be taken into account as per MMR 1961 and MCDR 1988 for safety and security. Following Safety & security measures will be enforced; 19

20 Moving front of the quarry shall have temporary fencing. Permanent fencing will be provided where quarry has reached the ultimate pit limit. Mine entrance will have a permanent check post and record shall be maintained of all persons / vehicles entering the mine area. Round the clock security arrangement shall be provided to prevent inadvertent entry of persons Disaster Management and Risk Assessment The mining activities will involve accident like landslides, fall of material or equipment from benches and failure of dump retaining wall. The applicant will prepare a detailed emergency plan in consultation with DGMS. 6. REHABILITATION & RESETTLEMENT PLAN Since the project site is Government waste land and there is no reserve forest or protected forest land within the lease area. There is no village or hutments within the lease area. R&R is not applicable to this project. 8. PROJECT SCHEDULE 8.1 Likely date of start of construction and likely date of completion (time schedule for the project to be given) The project activity will be started after getting the Environmental Clearance from MoEF. 8.2 Project Cost Estimation Estimated Project Cost with the proposed production is Rs 53 Lacs. 22 The mineral will be mined from the lease area and the cost of per ton of mining will be app. Rs. 220/- per tonne. 8.3 Economic Viability The anticipated cost of mining is Rs. 220/- per ton. Average sale value is Rs. 600/- ton for Sand, Bajri. Hence the project will be viable. 9. ANALYSIS OF PROPOSAL Project will create direct & indirect employment opportunities within the surrounding region. Unit will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & unskilled man-power surrounding the project site. In operation phase, the proposed project would require significant workforce of non-technical and technical persons. Migration of highly education and skilled experience will result in increase of literacy in the surrounding villages. In addition, the proposed expansion of project shall enhance the prospects of employment. Assessment of the potential socioeconomic benefits during mining focused primarily on work force requirements, acquisition of supplies, and the temporary increased demand for services related to the mining project like food, housing, communications, law enforcement, medical care, local transportation etc. Due to these, additional revenue to local suppliers for required products and services related to the construction and operation phases of the project will generate. Thus, mining activities will provide numerous new, although temporary, work opportunities for both skilled and unskilled labor, as well as contribute significantly to the local economy. Additional government revenue expected from royalty, taxes, duties and other fees. 22
