Supervision Direct Supervision by: Lily Adhiambo Title of Supervisor: Humanitarian Affairs Officer Content and methodology of supervision: On-the-job training on the programme cycle, particularly system-wide resource mobilization and data analysis; daily/weekly guidance degree of supervision will vary according to the experience of the AE and his/her learning curve/time with the organization. Establishment of a Work Plan: During the first month of the assignment, the Associate Expert will work jointly with his/her direct supervisor to finalize an agreed upon work plan. Evaluation: The United Nations Performance Evaluation System (e-performance) will serve as a primary platform to evaluate of the Associate Expert s performance. 2
3 III. Duties, Responsibilities and Output Expectations Support the collection of financial data and ensure its accuracy, consistency and comparability. Support the development of appropriate methods for obtaining relevant data on humanitarian financing, including from the OECD. Conduct research on and plan, organize the collection, processing, compilation, evaluation, analysis and dissemination of data for FTS database and other external users. Support a certain number of field offices (2-4) in their approach to the programme cycle, in particular on resource mobilization. Liaise and collaborate/co-ordinate with other UN agencies/ngos, donors etc., on resource mobilisation, and in the frame of the IASC bodies. Deploy to the field to provide hands-on support in the preparation and drafting of humanitarian programme cycle outputs. Plan and conduct analytical programmes of work in the analysis of humanitarian funding trends. Contribute to the development of relevant databases, web publishing tools and other software for collection, storage and distribution of statistical financial data. Extract and synthesize lessons from evaluation, reviews, lesson exercises and policy reports and ensure their dissemination internally and externally. Prepare succinct summary papers on review findings and recommendations for OCHA staff, donors, and other stakeholders. Provide support to the Humanitarian Affairs Officer on programme of work, including identification of topics, projects/programmes to be reviewed, after discussions/consultations with OCHA staff, donors and other humanitarian agencies Performs other duties as assigned. IV. Qualifications and Experience Education: Advanced university degree in humanitarian affairs, economics, social/political sciences or in a related field. Work experience: 2 years of relevant professional work experience. Prior relevant work experience involving resource mobilization would be advantageous. Languages: English; French desirable. Background Information The Programme Support Branch was created in mid The Branch has three areas of focus in 2014: (i) consolidate and revise normative guidance and tools and collect good practice/learning (by July 2014, in accordance with the attached concept note); (ii) provide continuous support to the field with hands-on support, capacity-building, mentoring and training on the application of the cycle, as well as resource mobilization efforts; (iii) promote standards and innovation by developing or refining common tools, registries, definitions or systems for the IASC and then implementing them (e.g. FTS, OPS, indicator registry, KoBo mobile data project, strategic plan costing methodologies, defining humanitarian caseloads). As an interagency technical resource, PSB applies the above three-pronged approach to the following ten substantive work streams: coordinated needs assessment and analysis; strategic response planning; response monitoring and reporting; appeal coordination and advocacy; project and financial tracking and analysis; cluster and inter-cluster coordination; preparedness for response; operational peer reviews; programme cycle information management; and, support to implementation of the Transformative Agenda and the application of the protocols. 4

Duties, Responsibilities and Output Expectations Within limits of delegated authority, the Associate Humanitarian Affairs Officer will be responsible for the following duties: Assist in developing a revised training concept which meets the needs of the various constituents of the UNDAC network, to include Awareness training, Induction training, Refresher training and technical trainings in each of the three UNDAC regions (Asia Pacific, Americas, Europe-Middle East-Africa). In dialogue with the various technical specialists in OCHA and with partners, ensure materials and training tools are up to date, that they meet OCHA standards and that they are available to support the facilitators. 2
7 Assist in ensuring an alignment between the training offered by FCSS and that provided by other relevant sections in OCHA and by the operational partners, including the EU MIC, FACT, DART etc. Support the Chief in developing strategies for engagement with operational partners, including technical NGOs with a view to building stronger relationships, formalizing engagement and identifying new strategic partnerships to support the overall response in the future. Support the Chief in developing standardized agreements with partners based on needs which clarify their role and better define the framework of partnerships and mutual support. Support thefocal point for the International Humanitarian Partnership, and similar regional networks, attending subsidiary meetings and trainings and representing the views of the Section. When required, provide support to the UNDAC Regional Focal Point in the deployment of UNDAC teams, including the pre-mission preparedness (information, equipment), during the mission monitoring and information dissemination and follow-up on issues resulting from the mission. Act as iinterlocutor with operational partners during the response. When required, deploy as part of an UNDAC team to an affected area. IV. Qualifications and Experience Education: Advanced university degree in development, humanitarian affairs, disaster management, engineering or related field. Work experience: A minimum of two (2) years of increasingly responsible professional experience, in humanitarian affairs or human rights, or related field. Languages: Excellent spoken and written English required; other UN languages an asset. Background Information The Field Coordination Support Section (FCSS) is responsible for maintaining the readiness of the international community s and the Emergency Relief Coordinator s (OCHA) disaster response resources, such as the International Search and Rescue Advisory Group (INSARAG), the United Nations Disaster Assessment and Coordination (UNDAC) Team and different partnerships, which are mobilized, deployed and managed, as required, for immediate response to emergencies in the field. The participation of developing countries in all these networks is essential. FCSS serves as the Secretariat for the International Humanitarian Partnership (IHP) and the Asia Pacific Humanitarian Partnership (APHP), which provide the UNDAC teams on the ground with the necessary logistic support to be operational in a disaster affected region. The Associate Humanitarian Affairs Officer in the Section will work under the supervision and guidance of the Chief, Field Coordination Support Section (FCSS) on Training and Partnership matters. Duties, Responsibilities and Output The incumbent will be expected to contribute to the overall work of the office, including facilitating and coordinating humanitarian response, deployments/missions to field locations, contingency planning exercises, monitoring and information gathering/analysis for advocacy and information products. More specifically, the incumbent is expected to assume the following duties and responsibilities: 1. Research, analyze and present information gathered from diverse sources on assigned issues. 2

Contribute to the preparation of various written and public information documents, e.g. drafts sections of studies, background papers, bulletins, policy guidelines, correspondence and presentations, as required. 3. Support implementation of the OCHA-League of Arab States (LAS) Plan of Action, including organizing capacity building exercises, joint advocacy events and briefings to LAS member states. 4. Assist in the planning and organization of the World Humanitarian Summit regional consultation for the Middle East and North Africa. This will include the convening of the Regional Steering Group, support to national pre-consultations, the roll out of the online discussions and implementing communication and advocacy strategies. 5. Assist in the organization of meetings, conferences, workshops and other coordination and advocacy events. Attend and prepare detailed reports on meetings of relevance to OCHA. Prepare for and accompany visiting UN and donor missions. 6. Contribute, in cooperation with other regional office staff, to strengthening natural disaster and emergency response preparedness and capacity of the Government, Humanitarian Country Team, NGOs and humanitarian partners. This will include participating in and/or helping to prepare for technical assistance activities (e.g. contingency planning and simulation exercises, and other training events). 7. Assist in mobilizing resources for international humanitarian assistance. 8. Once properly trained, deploy to field locations as surge to participate in technical assistance, disaster assessment and other missions. 9. Perform other duties, as required. IV. Qualifications and Experience Education: Completed advanced university degree (Masters Degree) in political and/or social science, international relations, public administration, law, economics, engineering, earth sciences or related fields. Work experience: Two years of relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development or other related areas. Proven abilities in information analysis and strong English drafting abilities. Ability to work with multi-cultural teams and international professionals. Knowledge of international agencies operations related to humanitarian assistance and familiarity with the UN system. Availability for extensive travel.
