Household Hazardous Waste Collections in NM Pueblo Communities Margaret Chavez, Senior Environmental Specialist Office of Environmental Technical Assistance Eight Northern Indian Pueblos Council, Inc. Prepared for the 2015 Tribal Lands and Environment Forum
Hazardous Waste Management Program Funded by USEPA and housed within the organizational structure of the Eight Northern Indian Pueblo Council, Inc. Provides technical assistance to the NM Pueblos and Tribes development and implementation of hazardous waste management building capacity to improve and maintain regulatory compliance developing solutions to address hazardous waste management issues within the pueblo and tribal communities
Funding Funding is important 2015 Hazardous Waste Grant includes 1 Household Hazardous Waste Collection, 1 Electronic Waste Collection and 40 hour Haz Woper / 8 hour Refresher Conduct at least 2 collections per year Increases tribal knowledge and familiarity with waste stream and increases knowledge of HHW *better participation, increases numbers *increases HHW numbers Alternative funding NMED RAID Grants EPA GAP Funds Tribal Partnerships 2010 Household Hazardous Waste Collections Tribal In-Kind Pueblo/Tribe # Hours $/ hr Rate In-Kind Amount Cochiti $2, Tesuque $ Santo Domingo $ Santa Clara $ Santa Ana $1, San Felipe $14, Ohkay Owingeh 8 16 $ Total In-Kind $19,800.00
How to get started Coordination (host tribe, contractor, ENIPC) Plan ahead of time Defer costs Save money Seek out a host tribe Based on location Facility Storage capacity
Find a Host Tribe Santa Clara, San Felipe and Laguna Pueblos have hosted HHW Collections Selected based on their location Easy accessibility for participating tribes close to highway (interstate) Facility capacity & security storage space safe open space for storage, fenced in yard Set Dates Select several available dates Always have a Plan B
Define Host Tribe s Roles & Responsibilities Prepare areas for various waste spill prevention for liquid waste tarps built in structures Keep track of participating Tribes Form provided by ENIPC, Inc. - OETA Which tribes are participating? What type HHW coming in? Date & Time # of truck loads / driver s name Be aware of extra Disposal Costs paid by the host tribe empty containers, buckets, boxes, etc.
Estimate Most difficult task (hard to guess what s out there) How much waste are we going to receive? most popular is oil and paint products How much participation are we going to have? scheduling is always difficult and not all tribes can participate How do we find a contractor? seek quotes estimates exceeds funds (almost always)
Working with the Contractor ENIPC, Inc.- OETA selects contractor Coordinates scheduling Best suited for tribal participation Date for pick up Location Host Tribe Negotiate costs
Contact all NM Pueblos and Tribes Provide the Date of Event Location ENIPC, Inc. OETA develops and provides flyers What to bring? What are acceptable items? What is not acceptable? Outreach
Individual Tribal Collections Work with: Tribal Environmental Department Tribal Utility Authority Tribal Solid Waste Programs Conduct local HHW collection based on the dates provided post and distribute flyers and information of HHW transport HHW to host site
