1 JOINT EMERGENCY SERVICES CONTROL CENTRE (JESCC) HOME DEPARTMENT The Home Department has developed a Joint Emergency Services Control Centre (JESCC). The JESCC will be responsible for providing an emergency and service call provision for each of the emergency services including, Fire, Police, Ambulance and initial call handling for Coast Guard, operating through 24 hours, 35 days of the year. The JESCC will receive and prioritise calls and dispatch service assets against Operating Procedures and Policies. Working within JESCC you will have the opportunity for continual on-going professional development and scope for promotion. You will be provided with a comprehensive and intensive training programme which will provide you with the tools necessary to work within this Centre. 2 OPERATORS Operators are the first point of contact for all types of calls from the public and other agencies including calls, and general enquiries. They are responsible for the efficient and effective handling of these calls and are required to monitor radio networks, operate CCTV systems and deploy appropriate assets in response to the information provided to them and, in addition, perform any associated administrative tasks. Operators are there to support the Emergency Services and need to have a flexible approach as the environment which they work within is extremely busy, highly pressurised and reactive and, in addition they have to ensure that they remain professional and calm at all times. TRAINING In JESCC we value our staff and offer a comprehensive learning and development programme which will last as long as the person remains employed with the centre. The successful candidate will be making life and death decisions throughout their working life and so we trust them to take responsibility for their own learning and support them through the process. Initial training consists of a blend of e-learning, workbooks and traditional classroom based lessons. There will be two classroom based modules in which candidates are introduced to the professional standards of the emergency services and are instructed in policy and procedures. Throughout your first year you will be continually assessed and monitored and will undertake various scenario training.

Accountability: Delivering at Pace (Level 2) To focus on delivering a timely performance with energy and taking responsibility for quality outcomes. - Be interested and positive about what they and the team are trying to achieve. - Remain positive and focused on achieving outcomes despite setbacks. - Set and achieve channelling goals and monitor quality. 5 ARE YOU ELIGIBLE TO APPLY? NATIONALITY You must be eligible to work in Guernsey with no immigration restrictions. However, applicants must have been resident in the Channel Islands, UK or Isle of Man for 3 years immediately prior to the date of application. RIGHT TO WORK You must possess a valid Right to Work document. In cases where Right to Work documents are time-limited and/or non-renewable, we will assess each application on a case by case basis. NB: The Home Department in UNABLE to apply for Housing Licences for employees. CHARACTER You must be of good character. Previous criminal convictions, which must be disclosed, will not necessarily prevent appointment. AGE There are no age restrictions in place. EDUCATION AND SKILLS There are no formal academic qualifications required, however, a sound educational background and mature attitude with a calm and confident personality and strong communication skills. Ability to mutli-task under pressure combined with a good level of IT skills are also requirements. Shortlisted candidates will be required to take and pass an Academic Test.
6 THE RECRUITMENT PROCESS PLEASE MAKE NOTE OF THE DAYS YOU WILL BE REQUIRED TO MAKE YOURSELF AVAILABLE DURING THIS PROCESS. STAGE 1 RECRUITMENT DAYS Recruitment days will be held on the following days to inform applicants about the nature of this new role and what it will like to work in JESCC: Thursday 13 November 2014 Friday 14 November 2014 Saturday 15 November 2014 Monday 17 November 2014 Tuesday 18 November pm to.30pm and 7pm to pm 12pm to 2pm 10.30am to 12.30pm,1pm to 3pm, 3.30pm to 5.30pm.00pm to 8pm.00pm to 8pm No application will be accepted from anyone who has not attended a recruitment session. STAGE 2 E-RECRUITMENT E- recruitment will be available on for applications to work in JESCC. The application form must be completed in full together with the Vetting form. CLOSING DATE FOR APPLICATIONS Tuesday 25 November STAGE 3 INITIAL PAPER SIFT At this stage your application will be reviewed by the Human Resources who will consider, in particular, how you have evidenced the ability to meet the competencies required for the role. You will be advised over of the outcome and invited to attend the Academic Test. STAGE 4 VETTING For all candidates who are shortlisted they will be invited to the Academic Test and the enhanced level of police vetting will commence. STAGE 5 ACADEMIC ASSESSMENT On Wednesday 3 and Thursday 4 December 2014 you will be invited to Guernsey Police to undertake an Academic Test which consists of four parts: 1. Verbal Usage 2. Checking 3. Numerical Reasoning 4. Verbal Logical Reasoning. Individuals will be advised, by , the results of the test and, if successful, will be given the details for the Assessment Day.
7 STAGE ASSESSMENT DAY The assessment days will be held on Wednesday 17 December between 1pm to 4.30pm and Thursday 18 December between.30am and 1pm for those applicants who have been successful in stages 1 5. The half day consists of a number of activities and individuals will be assessed on their ability to complete a number of skill assessments in the following areas: Multi Skills Listening Observation Typing and Dictation Telephony Computer Radio Procedures You will be informed by if you have been selected to progress to stage 7. STAGE 7 FORMAL INTERVIEW A formal interview will be conducted by a two person panel including the Control Centre Manager and a representative of the Human Resources Department. Interviews are expected to commence week commencing Monday 5 January If you have made it through all of the above stages then congratulations! You will receive a formal offer of employment in writing which will be subject to the final extended checks. STAGE 8 EXTENDED CHECKS You have now reached the final stage and the following conditions need to be met before you can proceed to formal interview. References current and previous employer references will be sought. Completion of the enhanced level police vetting.
8 COMPLETING THE VETTING FORM Please ensure you take time to complete it thoroughly, conveying as much information where appropriate, prior to forwarding it to us. The following guidelines explain what information we require. SECTION 1: PERSONAL DETAILS Applicants for the JESCC must undergo thorough Police Checks. Please list all surnames by which you have been known, including your name at birth. SECTION 2 : PREVIOUS ADDRESSES It is essential that you disclose every address in full, where you have lived for 3 months or more from the age of 14. SECTION 3 & SECTION 4: FAMILY DETAILS It is also necessary to carry out background checks on your close family. Please ensure this section is completed in full and you advise those individuals concerned accordingly. SECTION 5: BUSINESS INTEREST Please list as appropriate. This information is required to safeguard the candidate and Home Department from possible conflicting interests. The Deputy Chief Officer, Home Department has to approve any business interest an Officer has. SECTION : FINANCIAL CIRCUMSTANCES Complete these questions in respect of the last six years. SECTION 7: CONVICTIONS/CAUTIONS Convictions or Cautions will not necessarily preclude you from appointment. It will depend on their nature and the circumstances of the offence. You must declare all convictions or formal cautions by the police. You must declare if you have ever been involved in any Criminal Investigation whether or not this led to prosecution or if you have been associated with criminals. Failure to disclose the relevant information could count against you. If you are unsure of the details of any local convictions, information can be obtained from the Central Records Office, Police Headquarters. There will be a 10 charge and proof of identity is required.
9 Shift Pattern for JESCC The shift system operates on a ten week rotating cycle as per the table below. The weekly hours are an average of 37 over the shift cycle.
