No.: 2/12/06 Vol. 3 6/02/05 Vol. 2 T14 C.P.O. 2017/20 CIRCULAR FROM: TO: CHIEF PERSONNEL OFFICER Permanent Secretaries and Heads of Department DATE: February 13, 2017 Details Regarding the Vacant Post of Customs Officer III, Customs and Excise Department, Ministry of Finance and Economic Affairs In accordance with paragraph 2 of the Recruitment and Employment Code of the First Schedule of the Public Service Act, Cap. 29, applications are invited from suitably qualified persons for permanent or temporary appointment to the above-mentioned post. QUALIFICATIONS: (a) A diploma in Customs Management, Accounting, Management or Public Administration; and (i) (ii) specialized training in Customs and Excise procedures, techniques, methodologies, and procedures from a recognized educational or training institution; and not less than two years' relevant experience; or (b) At least four subjects at CXC General Proficiency level, including English Language; and /2

2 -2- (i) (ii) specialized training in Customs and Excise procedures, techniques, methodologies, and procedures from a recognized educational or training institution; and not less than three years' relevant experience. DUTIES AND RESPONSIBILITIES: Prepares documents for re-routing by checking documentation for correct tariff heading, duties, licences (whether Caricom or extra-regional) bills of lading, shipping bills, importers status attachments etc. before their processing; Queries entries with incorrect classification in order to collect any extra duties payable or to have post entries done; Queries entries for health, quarantine, veterinary or explosive licenses; Inputs and assesses customs declaration entries; Inspects all warehouses; Verifies that all Customs Laws and regulations are adhered to before granting of approval; Monitors the operation of the in-bond Warehouses; Collects monthly statements for local sales; Examines all supporting documents in order to verify that the value declared on the invoice is correct; Physically examines imported goods for compliance and transparency relating to documents presented when required; Responds to referrals from other sections and division within the Customs and Excise Department Gives advice to importers and Customs Brokers concerning their imports and helps them to arrive at solutions to facilitate their imports as the need arises /3

3 -3- Examines vehicles which are to be sold at Auction as the need arises; Schedules meeting and interviews as often as necessary; Requests additional information from customers/importers when necessary; Advises customers/importers on correct procedures to deal with customs matters when required; Performs post-audit checks of concessionary documents; Assists in providing the Field Audit Unit with data to verify end use ; Visits the premises of hotels, prospective manufacturers and registered manufacturers to determine intended use ; Schedules routine visits to concessionaires; Supervises the updating of concessionaires files and records; Liaises with the Refunds Manifest Control Branch with respect to storage of Approved Undertaking documents; Supervises the annual storage of documents; Assigns duties to Clerical Officers; Ensures that internal controls, policies and procedures are adhered to; Any other relevant duties. RESPONSIBILITIES Processes documentation and examines imported and exported goods to ensure they comply with Customs legislation and regulations and all agency duties are met. Ensures the general supervision of junior staff; Audits operations, visits premises and updates records; /4

4 -4- Checks and re-routes entries; and Ensure that internal controls, policies and procedures are adhered to. KNOWLEDGE: Knowledge of the Customs Act, Cap. 66 and Regulations; The Excise Tax Act 1996; The Animal Diseases and Importation Act, Cap. 253; The Ammunition Act, Cap. 162 The Pesticide Control Act, Cap. 7; The Miscellaneous Controls Act Controls (General Open Import License) (Amendment)(No.3) Regulations, 1995; Public Section Act, Cap. 29; and General Orders (1970). SKILLS AND ABILITIES Must be willing to encourage and support organisational initiatives; Must demonstrate a willingness to share information, knowledge and resources with other; Must keep up to date on policy, rules and legislations that affect the organization; Persons holding this post must maintain high moral and ethical standards. Oral and written communication skills; Computer proficiency; /5

5 -5- Interpersonal skills; and Ability to work with minimum supervision. SALARY SCALE: Z23-17: $36, x $42, per annum. APPOINTMENT: The appointment may be permanent or temporary. If permanent, the appointment is subject to medical fitness and a probationary period, except in the case of officers who already hold a permanent appointment. If temporary, the appointment is subject to termination by one (1) month s notice on either side. LEAVE: Leave is granted as follows: Vacation Leave: Thirty (30) days vacation leave per calendar year, of which fourteen (14) days must be taken annually or lost. Maximum accumulation of leave is seventy-eight (78) days. Sick Leave Twenty-one (21) days sick leave per year for appointed officers, fourteen (14) days sick leave per year for temporary officers. THE METHOD OF SELECTION: The method of selection will be based on merit and may involve interviews, oral and/or written tests, and/or any other method of selection approved by the Public Service Commission. Only suitably qualified applicants will be considered for selection. A Priority List arising out of the selection process, and approved by the appointing authority, will be valid for a period of two (2) years in keeping with Paragraph 6 of the First Schedule of the Recruitment and Employment Code of the Public Service Act, Cap. 29. /6

6 -6- Applicants should be aware that where more than one method of selection is used, applicants may be shortlisted in order to move on to the next stage of the selection process. ASSESSMENT: Officers will be assessed on the following: Relevant qualifications and professional training; Experience; Performance Review and Development System (PRDS) appraisal; General suitability; and Any other assessment method approved by the Public Service Commission. It should be noted that the Performance Review and Development System (PRDS) appraisal forms will be required for all officers. Officers are subject to the Public Service Act, Cap. 29, regulations, rules, orders and departmental instructions which may be in force from time to time and performance will be assessed annually using the Performance Review and Development System. Applications which should be submitted on appropriate forms, (SC 35), to be used by officers permanently employed in the Public Service of Barbados and (SC 21) for all other applicants accompanied by an up-to-date curriculum vitae, should be submitted to the Chief Personnel Officer, Personnel Administration Division, E.
