These efforts will be particularly critical for the north of Montenegro, where there are sensitive mountain ecosystems of global importance, and where poor rural residents are largely dependent on the natural resource base for their livelihoods. However, several activities are also lagging behind the agreed time schedule, most notably the activities related to the establishment of the Farm Register and the implementation of the MIDAS Grants Program. Difficulties in attracting qualified applicants for assignments remain an issue under MIDAS, and could slow implementation in the future. Results Project Development Objective Indicators MAFWM capacity to disburse and track the use of rural development funds and to evaluate their impact in line with EU IPARD requirements. Limited coverage of monitoring and verification. Proto-Paying Agency and Rural Development Unit in place and receiving TA from parallel EU Twinning Project (two new person employed) 07-May-2010 Fully compliant monitoring and evaluation system, eligible for EU accreditation. EU IPARD compatible rural development measures fully integrated in MAFWM support programs. IMB Kotor is through the Law on Full monitoring of sea and fresh Marine Fisheries and Mariculture waters and aquaculture products in (56/09) adopted in July 2009 (item line with EU requirements. 88.) nominated as a referent national body to implement monitoring of water for needs of mariculture. - National architect for reconstruction of the building contracted (draft inception report and full technical specifications for works - provided).
