5 Legislation in France about biogas production Different legislations that concern all the aspects of biogas production : -On the «waste aspect» : ICPE legislation (Installation classée pour la protection de l'environnement) -On the «digestate valorization» : digestate spreading, normalization of digestate... -On the «biogas valorization in electricity» : feed-in-tariffs for electricity production -On the biogas «valorization in the natural gas network» : a specific legislation on going 5

7 Valorization in the natural gas network Injection regulatory framework : most recent legislation about biogas valorization. Before 2011, the biomethane injection in the natural gas network was not allowed. -The DGEC has created a National Working Group to define the technical and regulatory framework -Parution of the different texts on November 24 th,2011 (4 décrets, 4 arrêtés) : Buying conditions of biomethane and probable buyers, contract conditions (15 years) Feed-in-Tariffs : from 4,5 à 12,5 c /kw depending on the site traceability of the biogas Use of biomethane as fuel -To come : The double valorization of biogas (fuel+injection) Precision on autoconsumption projects will be presented but more than 250 projects are waiting! Between 3 and 9 Twh of biomethane expected in

12 Lille project: the methanation process Opened in 2007, the biogas plant can handle t/y of biowaste included : The fermentable fraction of household waste collected door to door (for 500,000 inhabitants- 50% of the inhabitants of the Lille ) Green waste collection centers from the 9 waste disposals Waste from the catering establishments (approximately 600) Costs 54 M for the whole biogas plant 18 M for the household waste transfer centre (fluvial tranportation to the biogas plant) 3,5 M for the site rehabilitation (soil remediation) Complete cycle of the plant is 3X 3 weeks for methanation, composting, maturation. Methanation in one of the 2000 m3 digesters Composting of the digestate with green waste before maturation
13 Lille project: biogas and compost Biogas Biogas is purified with pressurised water to increase the methane part. Then, the biomethane is injected in the natural gas network. The first user is the bus public station (150 bus are parked) Till today, more than m3 of biomethane were injected in 2012, which is equivalent to 30 buses / day Injection on june,17th 2011 : first case in France! Compost The compost has a high quality, is normalised (NFU ) and sold to local farmers. Annual production close to t is one third of the national production of compost produced from biogas plants!
