A. Introduction: EXECUTIVE SUMMARY Daman is primarily an agricultural district with paddy and pulses (red vaal) as the predominant crops. The other major crops cultivated are mango and coconut. However, due to rapid industrialization, the share of agriculture sector in employment is reducing day by day in Daman. About 81% of land holdings are with small and marginal farmers and the average size of the holdings is 0.50 ha. The Potential Linked Credit Plan (PLP) for has been prepared aligning with the revised RBI guidelines on Priority Sector Lending. It estimates credit flow of Rs lakh, of which, Crop Production sector has a share of 0.87% at Rs lakh. Term loan under agriculture is assessed at Rs lakh accounting for about 5.14%. Under MSME, Rs lakh has been assessed as potential forming 71.07% and balance 20.10% at Rs lakh has been estimated for other sectors like Exports, Education, Housing, etc. The activity-wise and block-wise assessment of potential is presented in Annexure I. The PLP projection for is higher by Rs lakh when compared to the PLP for the year representing an increase of 56.53%. Further, the PLP projection is higher by Rs lakh when compared to the ACP target for the year Considering the achievement under ACP at Rs lakh (148% achievement), the projection for is increased by 56.53%. Suggested action Points in respect of major sectors and infrastructure/non-credit inputs are as under: B. Sector-wise comments on major sectors: 1. Crop Production, Maintenance and Marketing The main food crops are paddy and pulses. Besides this, mangoes and coconut are also cultivated. Agriculture Department may undertake the awareness programme on appropriate high value crop diversification for small and marginal farmers. There is a scope for taking up high value crops and vegetables which will give higher income to small and marginal farmers. Drip irrigation for paddy will increase the productivity. Out of 6550 farmers, about 97.74% are small and marginal farmers. Total KCC issued upto is only 372. The small and marginal farmers has to be covered under KCC or JLGs. 2. Farm Mechanisation Shortage of labour and cost of labour is a major problem in agriculture. Many farmers have destroyed their very old sapota trees due to this problem. Farmers can purchase different farm machineries like paddy transplanter, self-propelled harvesters, bulldozers, threshers etc. through bank loan. On many farm equipments like tractor, power tiller etc., and subsidy is also available from agriculture department. Banks may adopt the strategy of JLG financing to enable SF/MF to purchase farm machineries and equipment this will increase their productivity and also reduce drudgery. 3. Plantation and Horticulture Daman is having similar climatic condition like Valsad. Hence farmers are cultivating mangoes, sapota and coconuts. Horticulture crop under greenhouse, nethouse gives good income to farmers. However, technical knowledge and guidance may be provided to farmers by Agri. Department, for successful adoption of such method. Proper grading, sorting, packaging and processing units are also required in district as value addition to such products will enable farmers to get good prices. An Area Based Scheme (ABS) has been prepared for vegetable cultivation through mandap and trellies which can be financed through bankers. The details of ABS is given in Chapter 12. 1

4. Animal husbandry Dairy is the second largest economic activity after agriculture. There are 29 Milk Co-operative societies in Daman. AH Department is implementing Integrated Dairy Development Project (IDDP) in collaboration with Vasudhara Dairy and Dena Bank. The AH Deptt is giving subsidy on milch animals and Vasudhara dairy is providing milk collection services. Subsidy is also available under Dairy Entrepreneurship Development Scheme (DEDS) for purchasing milch animals. Animal husbandry, particularly dairy is the most suitable subsidiary occupation. As dairy offers quick returns and near stable prices, banks may finance liberally ensuring tie-up arrangements with Dairy farms/societies. Banks may also encourage farmers to take up calf rearing and fodder cultivation, as viable activities with financial assistance. As the dairy sector has good scope in district, an Area Based Scheme (ABS) has been prepared for dairy activity 5. MSME Daman is having 39 industrial estates. The MSME and Service Sector is growing fast since last 2-3 years. The infrastructure available is very good. It is strategically located near big cities like Mumbai and Surat. There are many pharmaceutical, plastic, textile and other industries which are engaged in export business. MSME as well as Service Sector units are having good scope over here as it is a tourist point. DIC may help in marketing for Rural NFS products by arranging for some Exhibitions, Trade Fairs, Melas, etc. BARD is organising such melas wherein rural artisans and SHG members can showcase their products and earn by selling these products in urban areas. Banks should step up their lending to MSME sector including provision of adequate Working Capital assistance. C. Highlights of Developments, initiatives taken, achievements, specific prescriptions etc. Out of 6550 farmers, about 6402 are small and marginal farmers. Dairy is secondary activity undertaken for supplementing income by such farmers. To give thrust to Dairy Activity and Vegetable Cultivation through mandva/trellies, by enhancing term loan disbursements through a banking plan, implementation of area based scheme/s has been suggested as a coordinated effort of BARD, Lead Bank, other banks, line departments and other important stake holders. GoI has established the National Adaptation Fund on Climate Change (FCC) with a budget provision of Rs.350 crores for the year and BARD has been appointed as National Implementing Entity (NIE) responsible for implementation of adaptation projects under the Fund. To ensure effective price protection to the farmer, National Agricultural Market being proposed can be a solution backed by adequate storage facilities. D. Thrust areas for : The PLP document, besides discussing the development initiatives taken by GOI in the fields of agriculture, horticulture, and infrastructure lays emphasis on the following thrust areas and calls for collective participation of all stakeholders in the district to firm up the credit plan and to work towards achievement of targets for i. Improvement in CD ratio of the district. ii. Coverage of all eligible farmers under KCC. iii. Promotion of Joint Liability Groups and ensuring credit linkage. iv. Capacity building of SHGs and upscaling of SHG linkage. v. Ensuring capital formation in agriculture by financing potential sectors mainly Farm Mechanisation, Dairy and Food and Agro processing. 2

E. Area Based Scheme (ABS) The Area Based Scheme (ABS) has been identified for Vegetable Cultivation with Mandap structure and dairy activity. Besides this, dairy activity is also identified under this scheme. These activities are identified taking into account local conditions and such activities can be taken up by farmers with the help of bank loan. The detailed projections are given in Chapter 12. F. Conclusion The major driver of private sector capital formation is investment credit. Immediate thrust is required to raise its share in the total agriculture credit. The document, has therefore, been prepared with emphasis on accelerating the pace of capital formation in agriculture and allied sectors. This goal can be achieved with the coordinated efforts of all the stakeholders. 3

Union Territory Profile at a Glance Daman is a coastal District bounded on the west by Arabian Sea and surrounded on all other sides by the territory of Gujarat State. The nearest Railway Station is at Vapi in Gujarat at about 13 Kms away from Daman town, which is on the western railway s trunk link between Mumbai, Delhi, Jaipur and Ahmedabad. Over 97.74% of the land holdings are small, having area less than 2 hectares out of which, about 92% is accounted by marginal holdings, i.e., with area less than 1 hectare. Only 91 hectares of land is under forest cover which is about 1.27% of total geographical area. About 7.97% of the population is Scheduled Tribe and 2.22% is Scheduled Class. Some of the economic activities of Daman are listed below. (1) Agriculture and allied activities (2) Fisheries, particularly marine. (3) Tourism (4) Rapidly growing industrial activity that is giving thrust to other economic activities in trade, services and business. Major Food, Commercial and Plantation/Horticulture Crops Paddy is the predominant crop although vegetables, wheat and sugarcane are also cultivated on very small scale. Commercial fruit crops include small scale cultivation of mango, sapota and coconut. Spices and condiments plants are also being cultivated in the District in a limited area. Coconut: Coconut plays a significant role in the agrarian economy and is mainly grown in the West coast of Daman. In Ha. Is covered under coconut cultivation. About 20% of farmers are doing coconut plantation. There is no separate Horticulture department in Daman. The farm yield is contracted out to private traders from Mumbai, Ahmedabad, Surat, Baroda etc. Many farmers market their produce locally also. Other Factors affecting the Rural Economy & Sectoral Development (i) No infrastructural project with the support from BARD under RIDF is under execution or has been completed in the. (ii) There has not been any significant change in the cropping pattern in the District over the last few years. However, the most prominent change in the agricultural scenario in the UT over the years is the shift from agriculture in favor of secondary sub-sectors like industry and tourism. (iii) All the villages are electrified and connected by motorable roads. All necessary communication facilities exist in the UT. (iv) Proximity to industrially advanced towns, coupled with special concessions offered by the Union Government, has resulted in the District becoming one of the major industrial towns in India. However, this has also resulted in a skewed development industrial development at the cost of agricultural growth. This, in turn, has caused a rapid diversion of the agricultural land for industrial purposes, spiral growth in the price of the agricultural land, utter shortage of agricultural labour and, eventually, the overall relegation of agriculture to the economic background. (v) There has been a perceptible shift away from agriculture in the number of persons engaged in agriculture in favour of other industries like service and tourism. At present, only about 3% of the total population is engaged, directly as farmers or indirectly as agricultural labourers. This decline in importance of agriculture is still continuing. The important features are highlighted in the following table of District Profile. 7

UT Diu EXECUTIVE SUMMARY Union Territory of Diu is a small island located near Una taluka of Junagadh district in Gujarat. Predominant economic activities prevalent in the district are Fisheries, Tourism, Hotels and Restaurants and Salt production. The economy of the district is largely dependent on fishery and tourism. The Potential Linked Credit Plan (PLP) for has been prepared aligning with the revised RBI guidelines on Priority Sector Lending. It estimates credit flow of ` lakh, of which, Fisheries has a major share of % at ` lakh. Term loan under agriculture is assessed at ` lakh accounting for about 53.98%. Under MSME, ` lakh has been assessed as potential forming % and balance at ` lakh has been estimated for other sectors like Exports, Education, Housing, etc. The activitywise and block-wise assessment of potential is presented in Annexure I. The PLP projection for is higher by ` lakh when compared to the PLP for the year representing an increase of 4.64%. Further, the PLP projection is higher by ` lakh when compared to the ACP target for the year B. Sector-wise comments on major sectors 1. Crop Production, Maintenance and Marketing: In Diu, against the total land holdings of 1338, not a single Kisan Credit Card is issued as on Banks need to draw an aggressive strategy in coordination with other extension agencies, agriculture department and Gram Panchayats to identify all the eligible farmers and issue them Kisan Credit Cards. 2. Water Resources and Land Development: The task of recharge of ground water may be done on priority basis as the district is falling under overexploited area. Agriculture Department and Banks may encourage the farmers to take up installation of drip and sprinkler irrigation systems with necessary credit support and incentive. 3. Farm Mechanisation: Majority of the farmers have less than one hectare land. Group of farmers, who do not have the minimum land holdings and as such are not eligible for availing tractor loan, can be considered for group loan under Joint Liability system and loaning. This will benefit the aforesaid marginal group of farmers and increase the mechanization on large scale. 4. Plantation and Horticulture: Looking to the availability of very limited land, the Department of Agriculture should popularize protected cultivation in the form of Green house, Net house, Mulching, Poly tunnels among the farmers. 5. Fisheries: There is significant requirement for working capital for the fishermen. Mostly, this requirement is met by the informal sources and share of formal Banking Sector is nil. BARD has formulated Model Scheme Working Capital for Marine Fisheries in consultation with Lead Bank and Fisheries Department, Diu. The bankers may formulate the product of working capital on the line of this model scheme. It will help to meet the demand of working capital of fishermen, improve the ground level credit as well as CD Ratio. C. Area Development Plan: The Area Development Plan (ADP) seeks to provide a focussed approach for various developmental activities, which can be taken up by the local people on a sustainable basis 1

UT Diu for income and employment generation. Looking to the potential and available infrastructure, the activity is identified under Fisheries Development. D. Thrust areas for : The PLP document lays emphasis on the following areas and calls for collective participation of all stakeholders in the district to firm up the credit plan and to work towards achievement of targets for the year Ensuring capital formation in agriculture by financing potential sectors mainly Fisheries. Formulate the product of working capital for fisheries on the line of Model Scheme prepared by BARD Coverage of all eligible farmers under KCC Critical infrastructure support in various sectors as identified in Chapter 4.
