4 The Role of Common Pool Problems in Irrigation Inefficiency: A Case Study in Groundwater Pumping in Mexico (Accepted by Agricultural Economics) Shanxia Sun, Juan P. Sesmero and Karina Schoengold Abstract: Groundwater depletion is a serious problem in Mexico. Several policy alternatives are currently being considered in order to improve the efficiency of irrigation water use so that extraction of groundwater is diminished. An understanding and quantification of different sources of inefficiency in groundwater extraction is critical for policy design. Survey data from a geographically extensive sample of irrigators is used to gauge the importance of common pool problems on input-specific irrigation inefficiency. Results show that mechanisms of electricity cost sharing implemented in many wells have a sizable impact on inefficiency of irrigation application. Moreover, irrigation is very inelastic to its own unitary cost. Therefore, results suggest that policies aimed at eliminating electricity cost-sharing mechanisms would be significantly more effective than electricity price-based policies in reducing irrigation application. Results also show that well sharing does not affect groundwater pumping significantly, suggesting either a limited effect of individual pumping on water level or absence of strategic pumping by farmers sharing the wells. Dynamic Adjustment in Agricultural Practices to Economic Policies Aiming to Decrease Water Pollution (Under review) Shanxia Sun, Michael S. Delgado and Juan P. Sesmero Abstract: Input- and output-based economic policies designed to reduce water pollution from fertilizer runoff by adjusting management practices are theoretically justified and well-understood. Yet, in practice, adjustment in fertilizer application or land allocation may be sluggish. We provide practical guidance for policymakers regarding the relative magnitude and speed of adjustment of input- and output-based policies using a dynamic dual model of corn production. Based on data from Indiana and Illinois, inputbased policies are more cost-effective than their output-based counterparts in achieving a target reduction in fertilizer application. Results show that input- and output-based policies yield adjustment in fertilizer application at the same speed, and that most of the adjustment takes place in the short-term. The Effect of Small Scale Irrigation on Dietary Diversity: A Comparative Study in Ethiopia Juan P. Sesmero, Shanxia Sun and Jacob E. Ricker-Gilbert. Abstract: Households dietary diversity is limited by the lack of access to diverse food groups and the knowledge of the importance of a diversified diet. Irrigation and nutrition education could play important roles in increasing local dietary diversity. We evaluate the effect of a small scale irrigation program (SSI) and nutrition education program (NEDU) implemented in Ethiopia on dietary diversity. We use propensity score matching estimator and inverse-propensity-weighted regression adjustment (IPWRA) estimator to correct for potential selection bias due to the non-random nature of the non-experimental survey. Multivalued treatment effects are calculated for households receiving SSI only, receiving NEDU only, and receiving both. We find that SSI has a statistically significant and quantitatively substantial impact on dietary diversity. On average, households that receive the irrigation program incorporate 1.3 additional food groups in their diet. For most households this additional food group consists of vegetables. We also find that SSI increases dietary diversity through its effects on production choices (households increase land allocated to production of vegetables at the expense of grains) and households Shanxia Sun, Curriculum Vitae 4
5 productivity and income. NEDU does not affect households dietary diversity either individually or in combination with SSI. Hybrids and Household Behavior: Implications for Miles Traveled and Gasoline Consumption Shanxia Sun, Michael S. Delgado and Neha Khanna Abstract: We explore households adoption of gasoline-electric hybrid vehicles and the impact of hybrid ownership on annual miles traveled in order to understand how hybrid ownership, including the associated social signal value of hybrid vehicles, impacts fuel savings. We focus on issues of identification in light of several behavioral factors that are known to influence both hybrid adoption and miles traveled. We find that households who adopt hybrid vehicles do drive more than before, meaning that there is a rebound effect on miles traveled associated with hybrid adoption. However, despite its visual distinctiveness, the Toyota Prius does not have a social-status driven rebound effect. Hence, we do not find evidence indicating that there is a status-driven rebound effect associated with hybrid adoption.
