A Global System for Telematics enabling on-line safety services Erwin Vermassen Project Manager, ERTICO Brussels, Belgium EuroCargo 2004
At a glance Integrated Project Total budget: 21,5 million Euro, EC contribution: 11 million Euro Start: March 2004, end: February 2007 (36 months) Steering Committee (14): Chairman: RENAULT, Vice-chairman: BMW, Coordinator: ERTICO ALLIANZ, BMW, BOSCH, DAIMLERCHRYSLER, FIAT CRF, FORD, FRANCE TELECOM, OPEL, RENAULT, SIEMENS VDO, SNRA, T-SYSTEMS, TELECOM ITALIA, VOLVO 47 Partners

Mission To create an environment in which innovative telematics services can be developed and delivered cost effectively and hence to increase the range of economic telematics services available to manufacturers and consumers Philosophy: Open Systems are preferred to proprietary ones. Specifically, telematics platforms should conform to a set of openly available interface specifications in order to create a thriving market for telematics applications.
Goal Main transport policy goal of the EC is to reduce the number of road fatalities by half by 2010 Contributing ICT technologies can be divided in: Autonomous systems Cooperative systems GST provides an overall framework for the deployment of cooperative systems communication is used for: Execution of services Downloading of new services
Goals of the project Enable service providers to: Develop marketable and automotive-grade services Make them available through any control center Have end users subscribe to the services from any vehicle client* vehicle brand and model «Moment of Truth» for GST: Service Submission Contest (widely publicised in main press) Common development environment on GST/Partner websites Attracting lots of new service providers and innovative services
Goals of the Project Service submission contest Service Center Service Center This is a stylised representation and may not represent the final Implementation! Control Center Control Center Control Center Vehicle Client
Goals of the Project Winners will be funded to implement service at one of the GST test sites Service Center Wired communication Control Center Wireless wide-area communication Vehicle Client Vehicle Client Roadside Infrastructure Wireless short-range wide-area communication
Goals of the Project Further develop state-of-the-art allowing service providers to rely on common (standardised): Security mechanisms Payment and billing mechanisms Certification mechanisms Access mechanisms to HMI functionality Access mechanisms to other devices in the vehicle
Goals of the Project Further develop state-of-the-art allowing to successfully deploy some key safety-enhancing service on the market E-call services Enhanced Floating Car Data (EFCD) services Safety warning and information services
Goals of the Project Services using different bearers: Broadcast Terrestrial DAB Satellite DAB Point-to-point GPRS UMTS Vehicle-to-vehicle Vehicle-to-infrastructure
Goals of the Project new players in the service market Services bringing new actors on the market: Fleet managers (Hertz, Avis, ) Insurance companies (Allianz, Axa, ) Assistance companies (AA, ADAC, ) Public authorities (SNRA, Dutch government, ) Parking lot operators Gasoline distributors (Shell, Aral, ) Urban municipalities (City of?)
What Does Openness mean? The GST project is fundamentally about creating uniform interfaces for the development of telematics applications. Based upon Open non-proprietary frameworks (OSGi( OSGi) GST provides the ability to find out the capabilities of a specific platform in order to tailor an application to run on it. Interfaces to the application and the availability of GST specified data to it remain constant between platforms. Between individual platforms architectural abstractions remain constant, but the practical implementation of those abstractions may differ.
GST Advantages Openess removes the one device one application problem Allow and support the introduction of many (new) telematics services in the short- medium- and long-term relying on open platforms Re-inforces competitiveness and guards investments.
Societal impact Due to the open telematics framework a wide range of safety and informational services become reality: Early warning of hazardeous traffic conditions Automated toll collection and road taxation Use of floating car data for traffic monitoring And a lot more Reduction of traffic fatalities via emergency services Reduction in accident frequency
OSGi in GST Search for open non-proprietary platforms implies the use of open frameworks such as OSGi for the Client System A proof of concept delivered by the GST predecessor project 3GT Open Systems as a sub-project will reuse and extend the 3GT specifications. GST Reference implemenations are OSGi based
Starting point Many sectors and organisations want to communicate with the driver/ the car (are potential service providers)
Lack of cooperation leads to fragmented market Service providers are confronted with all logistics, administrative and operational headaches Security, Safety, Efficiency, Comfort Entertainment Traffic & Navigation Government Mobile Commerce Mobile Office Information Fleet & Logistics GSM GSM SMS SMS GPRS GPRS GSM GSM SMS SMS SMS SMS GSM GSM GSM GSM GPRS ADSL SMS GPRS GS GPRS ADSL GPRS SMS M GS GPRS GSM GSM GPRS M AD SL AD SL AD WAP SL AD SL WAP AD SL AD SL
What is needed Common architecture and standardized interfaces Key to mass market instead of fragmented market Key to free competition leading to high quality and choice for low process Service Provider Service Provider Service Provider Avoid unduly high barriers of market entry Freedom of choice in service consumption Service User Ease of Market Access Open Telematics Market Ease of Market Access Service User Service User
Overview
Sub-projects Technology-oriented sub-projects help to create a horizontal market for on-line services: Open Systems: enabling co-operation and infrastructure sharing between all sectors Security: protection of system and its data, privacy and reliability Service Payment: common approach for payment and billing Certification: promoting rapid service deployment onto the market
Sub-projecs continued Service-oriented sub-projects help bring key safety and market-enabling services to the market: Rescue: Closed loop including emergency vehicle to help bring e-call as standard feature in future cars Enhanced Floating Car Data uploads and Safety Channel broadcast/downloads to allow wide range of safety-enhancing and added value services
