1 NVTATON TO BD Streets Department The is accepting sealed bids for until 3:45 p.m. (our clock) on July 11, 2013 at City Hall located at 110 Main Street, Fort Morgan, Colorado at which time and place all bids will be publicly opened at 4:00 p.m. f hand delivered, they are to be sent to 110 Main Street, Fort Morgan, CO f mailed, the address is PO Box 100, Fort Morgan, CO Bids must be received at City Hall prior to 3:45 p.m. (our clock) on July 11, No pre-bid meeting will be held. GENERAL NSTRUCTONS All bids must be properly signed by an authorized representative of the company with the legal capacity to bind the company to the contractual agreement. n addition, the bidder s authorized signature of the bid assures the company s understanding of the City s Procurement Policy. A copy of the policy is available upon request at the City Clerk s Office. Bid(s) may be withdrawn up to the date and time set for closing upon written, faxed or ed notice to the City. Bid(s) may not be withdrawn for a period of sixty (60) days after the date of opening. Negligence upon part of the bidder in preparing their bid(s) shall not constitute a right to withdraw a bid(s) subsequent to the bid opening. A conditional or unqualified bid may be cause for rejection. Only Bids properly received will be accepted. Separate pricing will not be considered unless otherwise noted. The intent of this bid is to purchase fully functional material for the purpose it is designed to meet.. SPECFCATONS ALL MATERAL MUST BE MNMUM FULL GRADE COMMERCAL OR BETTER AND PREFERENCE TO NAME BRAND EQUPMENT AND/OR PARTS AS LSTED, F APPLCABLE. THE CTY OF FORT MORGAN RESERVES THE SOLE RGHT TO DETERMNE F THE BD MEETS SPECFCATONS. A. Minimum Specifications: 1. General: a. Materials shall be new, not used and have been in production for a minimum of 12 months. Hybrid, one-off or prototype material is unacceptable. b. The 2011 Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction, the 2012 CDOT M&S Standards, latest editions, are made PEOPLE PARTNERSHP PROGRESS Page 1 of 3

3 NSTRUCTONS TO BDDERS Streets Department a part of these specifications. n case of conflict, the materials will have the following priorities: (1) General conditions, (2) CDOT Specifications and Standards, (2) ASTM/AASHTO Standards. c. Materials shall be from manufacturer that is a current plant quality certified member of American Concrete Pipe Association (APCA) and the National Precast Concrete Association (NPCA), meeting all current requirements; d. The manufacturer shall employ a Colorado licensed professional engineer; e. Applicable data sheets and installation instructions shall be available upon request for anchors, lifting inserts and other devices; f. tems shall be all inclusive, including, but not limited to sealants, gaskets, pipe entry connectors, steps, racks, and other items before or at the time of delivery with applicable installation instructions. 2. Reinforced Concrete Pipe (18 inches 84 inches): a. Pipe shall meet or exceed ASTM C76/AASHTO M170 for the specified diameters and strength classes; b. Strength Class shall be a minimum of Class ; and c. Joints shall use O-ring rubber or neoprene gaskets and meet or exceed ASTM C443/AASHTO M Storm Manholes: a. Precast concrete units shall meet or exceed ASTM C478/AASHTO M199, AASHTO M306/AASHTO M105, Class 35B for the specified structures and industry standard appurtances, such as frames, grates, covers and steps; b. Design Loading: (1) minimum AASHTO HS20-44, w/ mpact; (2) Soil weight = 120 pcf; and (3) Overburden depth of 24-inches maximum. c. Concrete 28-day compressive strength shall be 6000 psi minimum; d. Steel Bar Reinforcement shall meet or exceed ASTM A615, Grade 60; e. Reinforcement shall be designed to account for blockouts for future connections as specified in Attachment A; f. Joints shall use butyl-rubber sealant and meet or exceed ASTM C990/AASHTO M198B; and g. Manholes are intended to be utilized as dry wells in the interim, so base sections shall be floorless. 4. nlets: a. Precast concrete units shall meet or exceed ASTM C478/AASSHTO M199, AASHTO M306/AASHTO M105, Class 35B for the specified structures and industry standard appurtances, such as frames, grates, covers and steps; b. Design Loading: (1) minimum AASHTO HS20-44, w/ mpact; (2) Soil weight = 120 pcf (3) Overburden depth of 24-inches maximum; c. Joints shall use butyl-rubber sealant and meet or exceed ASTM C990/AASHTO M198B. B. Warranty: Manufacturer's warranty shall be not less than one (1) year on entire unit including all parts and labor. Bidders submitting literature stating warranties which do not fully comply with warranty requirements of these specifications must submit a letter from the manufacturer certifying warranty compliance as an integral part of their proposal. C. Delivery: 1. All freight is to be FOB Destination. 2. The vendor awarded this bid will be required to furnish the materials serviced in accordance with standard new equipment make ready, with all approved optional equipment in place and in operational condition. 3. All design data, instructions, product data sheets and accessory items (as specified herein), along with a copy of the priced invoice, must accompany the materials no later than the time of delivery. 4. At the time of delivery to, all of the unit and optional equipment must meet or exceed all Federal, State of Colorado, OSHA, MSHA, and DOT safety, noise, lighting, and health standards for this type of equipment. 5. Vendor shall coordinate with the City for delivery date, time and location. Upon delivery to the jobsite, all precast concrete units shall be inspected by the City for quality and final acceptance. Based on Attachment A, the Bidder shall supply design data, mix design and submittal drawings for the precast manholes, including but not limited to weights, dimensions, joint details, lifting eye locations, and blockout details.
