1 MOROGORO URBAN WATER SUPPLY AND SANITATION AUTHORITY MONTH: DECEMBER, 2012 A: IMPLEMENTATION OF WATER SECTOR DEVELOPMENT PROGRAMME (WSDP) PROJECTS Introduction Under Water Sector Development Programme, MORUWASA planned to implement various projects through Government and Development Partners funds in order to improve revenue, reduce non revenue water and improve water supply and sewerage services in Morogoro Municipality. In addition six (6) small towns of Gairo, Kilosa, Mvomero, Turiani, Mahenge and Mikumi have been included in this progamme due to the urgent need of improving the water supply and sanitation services. MORUWASA implementation plan indicated that the projects were supposed to have been implemented for three years starting from 2007/2008 (2007/ /2010) but the actual implementation started in 2008/2009 and the current status is as follows:- 1.0 CONTRACT: LUMP SUM PHASE I, TIME BASED PHASE I AND TIME BASED PHASE II FOR PROVISION OF CONSULTANCY SERVICES FOR DETAILED STUDY, ENGINEERING DESIGN AND PREPARATION OF TENDER DOCUMENTS FOR IMPROVEMENT OF WATER SUPPLY AND SEWERAGE SERVICES FOR MOROGORO MUNICIPALITY AND SUPERVISION OF CONSTRUCTION WORKS FOR WATER SUPPLY PROJECTS OF KILOSA, GAIRO, MVOMERO AND TURIANI SMALL TOWNS AND SUPERVISION OF CONSTRUCTION WORKS FOR IMPROVEMENTS OF WATER SUPPLY AND SEWERAGE SERVICES IN MOROGORO MUNICIPALITY 1.1 LUMP SUM PHASE I Work Progress to date Consultant: M/S AAW Consulting Engineers Contract duration: 12 months Commencement date: 16 th April, 2009 Completion date as per contract: 15 th April, 2010 Expected completion date after delays: 13 months after No Objection for time extension has been granted to contractors Cost of the project as per contract: USD 567, Amount paid to consultant TSHS. 110,740, (a) AAW Consulting Engineers has already submitted the final detailed study report. (b) AAW Consulting Engineers has submitted the environmental Impact Assessment Report but MORUWASA has instructed the consultant to submit the report to NEMC for approval. (c) MORUWASA has received the Final Detailed Design and Bid Documents for immediate works for expansion of Mafiga Water Treatment Plant, Construction of new treated water tank, transmission main from Mindu dam to Mafiga Plant a 1 of 10

2 distance of 2.5 km, expansion of sewerage systems to Kilakala, Forest, Boma Road, K/Ndege and Misufini areas, construction of transmission main of 300 mm diameter from Tumbaku service reservoir to Kingolwira, construction of 450m 3 storage tank at Kingolwira and replacement of old pipes a total distance of 23.5 km. in Kilakala area and central business district. However, the Final Detailed Design and Tender Documents for construction of new sewerage system at Kihonda area have been submitted by the Consultant, approved by MORUWASA tender board and transmitted to MoW. In addition, MORUWASA has not received the following from the consultant: Tender Documents for raising Mindu Dam Social Economic Analysis Report Environmental Impact Assessment Report 1.2 TIME BASED PHASE I: Supervision of construction works for small towns of Gairo, Kilosa, Mvomero and Turiani is ongoing. Work Progress to date Consultant: M/S AAW Consulting Engineers Contract duration: 18 months Commencement date Gairo Township: 22 nd August, 2010 Commencement date Kilosa Township: 1 st November, 2010 Commencement date Mvomero Township: 20 th November, 2010 Commencement date Turiani Township: 30 th September, 2010 Expected completion date: 10 months after No Objection for time extension has been granted Cost of the project as per contract: USD 813, Amount paid to the consultant USD 394, TIME BASED PHASE II Supervision of construction works for improvement of water supply and sewerage services in Morogoro Municipality not yet started. Work Progress to date Consultant: M/S AAW Consulting Engineers Contract duration: 18 months Commencement date: not yet started Cost of the project as per contract: USD 419, Cross-cutting (a) Delay of disbursement funds for implementation of the projects. (b) Inadequate management support funds. (c) Lack of transport facilities for supervision, monitoring and evaluation. (d) The issue of price adjustment in all four projects has not been given due attention. (e) All contractors are off schedule by more than 3 months. (f) No toilet facilities are provided for in the contract. 2 of 10

3 2.0 CONSTRUCTION WORKS 2.1 CONTRACT NO. 01 FY 2009/2010 FOR CONSTRUCTION OF WATER PROJECT IN GAIRO TOWN Contractor: M/S Serengeti Limited Commencement date: 22 nd August, 2010 Completion date as per contract: 21 st February, 2012 Expected completion date: 10 months after No Objection for time extension has been granted Cost of the project as per contract: TZS 6,666,484, Amount paid to contractor: TZS 2,808,085, and USD 651, (TZS 1,029,084,884.61) Total amount paid TZS 3,837,170, (representing 57% of contract price) Concrete works completed 98.26% S/N Scope of Work Implementation Progress in % 1. Time Schedule : The contractor is off schedule by 5 months while progress is 86.78% 2.2 CONTRACT NO. 02 FY FOR CONSTRUCTION OF WATER PROJECT IN KILOSA TOWN Contractor: M/S China Civil Engineering Construction Corporation (CCECC) Commencement date: 01 st November, 2010 Completion date as per contract: 30 th April, 2012 Expected completion date: 10 months after No Objection for time extension has been granted Cost of the project as per contract: TZS 2,572,193, Amount paid to contractor TZS 705,799, and USD 262,205.60(TZS 508,764,330.07) Total amount paid TZS 1,214,564,046.34(representing 47.22% of contract price) S/N Scope of Work Implementation Progress in % 1. There is graveyard at Magomeni area hindering pipe trench excavation. 2.3 CONTRACT NO. 03 FY FOR CONSTRUCTION OF WATER PROJECT IN MVOMERO TOWN Contractor: M/S China Civil Engineering Construction Corporation (CCECC) Commencement date: 28 th November, 2010 Completion date as per contract: 27 th May, 2012 Expected completion date: 10 months after No Objection for time extension has been granted Cost of the project as per contract: TZS 2,014,993, Amount paid to contractor: TZS 481,562, and USD 148, (TZS 235,232,638.26) Total amount paid TZS 716,795, (representing 35.57% of contract price) S/N Scope of Work Implementation Progress in % 1. 6 1. Inadequacies According to drawings, existing storage tank (135m 3 ) should be connected to the new storage tank (500m 3 ) but this item is missing in the BOQ. The fence for the workshop is neither in BOQ nor in the drawings. Electrical installations in workshop, store and office and other buildings are not provided in the contract. 6 of 10

8 2.5 GEOPHYSICA SURVEY AND HYDROGEOLOGICAL INVESTIGATION FOR BOREHOLES AT MIKUMI TOWN Contractor: Wami Ruvu Basin Office Commencement date: January, 2010 Completion date as per Assignment: 31 st March, 2010 Fund disbursed: TZS 10,000, Cost of the assignment: TZS 3,100, Amount paid to contractor TZS 3,100, Work Progress to Date The hydro geological survey report in Mikumi town for borehole-drilling is completed whereby four sites have been found to have water potential. Water demand is greater than water production. Environmental degradation is rampant within the water shed.
