2 INTRODUCTION WHAT IS QLASSIC? Quality Assessment System for Building Construction Work (QLASSIC) is an independent method to assess and evaluate the quality of workmanship of building projects based on this standard. The following normative reference is indispensable for the application of this construction industry standard. The latest edition of the normative reference (including any amendments) shall apply. Uniform Building By-Laws 1984 (Amendment up to September 2013) CIDB Act (Amendment 2011) In Qlassic, it have four different components for general building works; Structural, Architectural, Mechanical and Electrical (M & E) and External works.

5 INTRODUCTION WHAT THE USE OF QLASSIC? QLASSIC is intended to complement the normal contractual drawings and specifications in a project. It is not intended to be used independenly as working specifications. Unless specified in the building contract, qualified persons should not use QLASSIC to decide if the building or parts of the building project are in accordance with the relevant by-laws. It is stil the responsibility of the qualified person to ensure that the quality of the construction works conforms to approved standards, practices, specifications and drawings.

6 THE BENEFIT OF QLASSIC a) To provide the industry with a common, independent and objective method to assess and measure the workmanship quality of construction projects. b) To serve as a tool for industry players to benchmark their performance on workmanship quality against the industry standards. c) To serve as a quality yard stick for the construction industry

7 OBJECTIVE a) To benchmark the level of quality of the construction industry in Malaysia; b) To have a standard quality assessment system for quality of workmanship of building project; c) To assess quality of workmanship of a building project based on the approved standards; d) To evaluate the performance of contractors based on quality of workmanship; e) To compile data for statistical analysis.

8 TOOLS / APPARATUS Tapping rod - To check for hollowness on wall or floor. Also used to check for lippage between two tiles on the floor or wall. L-square - To measure alignment of wall and squareness of wall angle

9 TOOLS / APPARATUS Steel wedge - To measure squareness of wall angle; use together with L-square / spirit level Steel rule - To measure gap between door leaf and door frame

10 TOOLS / APPARATUS Spirit level - To measure eveness of wall surface or floor surface Angle mirror - To check the paintwork on top and bottom of door leaf

11 TOOLS / APPARATUS Measuring tape - To measure in length of over 100m. Plumb-bob - Is a weight, pointed tip on the bottom and used as a vertical reference line; use together with spirit level

15 A location for Internal Finishes assessment is a functional space of a building such as a room, hall, toilet, kitchen, corridor or lobby. Locations are further categorised into three types : Principal locations are major functional places such as halls and rooms. Circulation locations include lift lobbies, corridors and staircases. Service locations are utility areas such as toilets, kitchen, balconies and yards.

Breakdown weightage for architectural works Internal finishes Floor = 16% Internal wall = 16% Ceiling = 6% Door = 6% Window = 6% Fixtures (internal) = 6% Roof = 10% External wall = 10% Apron & perimeter drain = 4% Material and functional tests = 20% Only consider 56% of total architectural works (excluding roof, external wall, apron and perimeter and material and functional test) Pro-rate the percentage to find the breakdown weightage Internal finishes Floor = 16% = 16/56 x 96% = 27.42% Internal wall = 16% = 16/56 x 96% = 27.42% Ceiling = 6% = 6/56 x 96% = 10.29% Door = 6% = 6/56 x 96% = 10.29% Window = 6% = 6/56 x 96% = 10.29% Fixtures (internal) = 6% = 6/56 x 96% = 10.29% Total 96%

67 The Employer is desirous of engaging the CIDB to conduct quality assessment on the works in accordance with the sampling and scoring evaluation method as set up under QLASSIC. As soon as the relevant parts of the works are available for the quality assessment, Contractor should be liase with the Employer to determine the actual date and time for site inspection. In this respect, low cost projects with selling value of RM35k, RM42k, RM50k and shop-offices where there are not provided with floor tiles installation will not be assesssed.

68 Reward : Contractor shall be entitled to be paid for the sum of money allowed for the compliance of QLASSIC in the final Summary if they achieve a final score of minimum 70% points. The reward shall be determined in the following manner : Achieving 70%-75% in QLASSIC score, Employer shall reward 0.5% of the tender Sum for Building and M&E works but excluding Preliminaries, Local Infrastructure Works, PilingWorks / Foundation, P.C & provisional Sums and any other ancillary building for necessary additional cost required in compliance with the requirement. Achieving 75.1% and above in QLASSIC score, Employer shall reward 1.0% of the Tender Sum for Building and M&E Works but excluding Preliminaries, Local Infrastructure Works, PilingWorks / Foundation, P.C & provisional Sums and any other ancillary building for necessary additional cost required in compliance with the requirement.

70 Penalty : In the event that contractor failed to achieve the Qlassic score. Then the Employer shall be entitled to deduct a sum of money as "Penalty" for non achievement of desired quality of works from any money due due or to become due to the contractor under the Contract. The penalty shall be determined as following manner : For QLASSIC score less than 70%, Employer shall deduct 0.5% of the Tender Sum for Building and M&E Works excluding Preliminaries, Local Infrastructure Works, PilingWorks / Foundation, P.C & provisional Sums and any other ancillary building for necessary additional cost required in compliance with the requirement.

71 Each application of QLASSIC site assessment will be submited to CIDB through Safety, Health and Quality Department under the Technology Development Sector. Senior General Manager of Technology Development Sector is Datuk Ir. Elias Ismail and General Manager of Safety, Health and Quality Department is En. Sazali Che Amat. Current cost per assesment is RM per project.
