Indoor Air Quality Industrial Hygiene Safety Training Environmental Compliance October 13, 2011 Mr. John Kaniss Construction Manager Pacific Lutheran University Tacoma, WA Subject: Asbestos and Lead Survey, East Campus Seismic Evaluation Dear Mr. Kaniss, You requested an asbestos containing material and lead containing paint survey of the East Campus building in support of a seismic evaluation by a structural engineer. The survey has been completed and the report is below. Summary This survey was limited to selected areas of the ceilings in rooms 21, 23, 32, 33, G10, G12, G16, a column outside room G7, and the east room of the former cafeteria. Materials sampled and analyzed for asbestos included plaster on wood lathe; plaster on gypsum board; ceiling texture; two types of glue dots; four types of ceiling tiles; four types of gypsum board, mud and tape; unfinished gypsum board; brown fiberboard; and orange peel texture. A total of 29 samples were collected and analyzed for asbestos. Two percent asbestos was detected in samples of finish mud on gypsum board covering the beams in room G10 and in the hall outside room G7. Both samples were point counted with results of 1.25 percent and 1.50 percent asbestos, respectively. Less than one percent asbestos was detected in 3 of 10 samples of ceiling plaster. Previously collected plaster samples from the second floor walls (rooms 30, 32, 33 and 34 and the ceiling of the stairwell between rooms 32 and 33) also contained less than one percent asbestos. For this reason, all plaster should be assumed to contain trace (less than one percent) amounts of asbestos. No asbestos was detected in samples of ceiling tiles or ceiling tile glues; gypsum board, mud and tape in G12 and G16 and the partition wall forming G7; in gypsum board and fiberboard in the old cafeteria; or in orange peel texture outside room G7. Paint was found on most finished surfaces that were scheduled for disturbance. Eleven paint samples were collected and analyzed for lead. No lead was detected in three samples. Lead concentrations in the other eight samples ranged from to percent (%). Background An evaluation for a seismic upgrade is planned for East Campus ground, first and second floors. Pacific Lutheran University (PLU) contracted with Sound Environmental Solutions, Inc. (SESI) to perform an asbestos good faith survey and lead paint survey of the ceilings in those rooms to comply with regulations requiring identification of asbestos containing materials (ACM) before disturbance, and to determine the concentration of lead in paints. This survey included an inspection of the ceilings in rooms G10, G12, G16; the hall outside G7; the east room of the former cafeteria; and rooms 21, 23, 32 and 33. The inspection was limited to ceiling areas proposed for destructive examination as shown on the enclosed drawings. Bulk samples were collected of building materials that could potentially contain asbestos and of paints that were likely to be disturbed during the seismic evaluation. The survey was performed on October 4, Description of Inspected Rooms The East Campus building appeared to be wood framed with a concrete foundation and slab. The building had three floors, ground, first and second. Since this survey was limited to the ceilings in rooms G10, G12, G16, 21, 23, 32, 33 and the hall outside room G7 and the east room in what was formerly the ground floor cafeteria, only ceiling materials are described below. Ceilings on the first and second floor (21, 23, 32, 33) had two layers of plaster below the wood deck. Plaster on gypsum board covered plaster on wood lathe in all four rooms. Ceiling tiles were glued to the plaster in room 33. A texture coated the plaster ceiling in room 21. No plaster was found on the ground floor ceilings. G12 and G16 ceilings were gypsum board, mud and tape. A wood ceiling was found above the gypsum board in G16. In both rooms the space above the ceiling was open to the wood deck above. Suspended ceiling tiles were found in G10 and in the hall outside G7. The beams above the ceiling tiles was covered with gypsum board, mud and tape. Outside G7 there was also a partition wall and remnants of ceiling tiles. The ceiling the old cafeteria was ceiling tiles stapled to unfinished gypsum board and fiberboard with a wood deck above. Sampling Methodology Suspect ACM was identified and separated into unique homogeneous areas. Samples were collected from each homogeneous area of ACM by a United States Environmental Protection Agency (EPA) certified asbestos building inspector (40 CFR 763, Subpart E, Appendix C). A copy of the inspector's certificate is enclosed. Samples were collected in accordance with federal, state and local requirements (US EPA 40 CFR ). Collected bulk samples were sealed in ziplock plastic bags and delivered to an accredited laboratory for analysis. A chain-of-custody tracking form was completed and signed by the inspector and laboratory. All samples were analyzed by polarized light microscopy (PLM), using USEPA Method 600. Samples were analyzed by Schneider Laboratories, Inc. (SLI) in Richmond, Virginia. SLI is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) as well as the American Industrial Hygiene Association (AIHA). Bulk paint sampling was performed by following US Department of Housing and Urban Development "Guidelines for the Evaluation and Control of Lead-Based Paint in Housing", June Painted surfaces were separated as much as possible by topcoat color and underlying Sound Environmental Solutions, Inc. Paint samples were placed in zip-lock plastic bags and delivered to SLI for analysis. A chain-ofcustody tracking form was completed and signed by the inspector and laboratory. All paint samples were analyzed for lead using SLI P26 A14, based on US EPA SW method. Asbestos Sample Results Suspect ACM identified and sampled included grey plaster and white skim coat on wood lathe; grey plaster and white skim coat on gypsum board; 4 types of gypsum board, mud and tape; unfinished gypsum board; brown fiberboard; ceiling texture; 2 x4 suspended ceiling tiles, 1 x1 glued ceiling tiles; 1 x1 stapled ceiling tiles; tan and brown ceiling tile glue; and orange peel texture. Twenty-nine (29) samples were collected. Sample results are below. Samples were collected of all paint layers to the substrate (gypsum board, wood, plaster or ceiling tile). No lead was detected in samples collected from room 21 ceiling texture, room 33 ceiling tile and the ground floor cafeteria ceiling tile. Lead concentrations in samples collected from the other rooms ranged from to percent. Paint lead concentrations, rooms and associated paint colors are in the table below. The laboratory analysis report and sample location drawings are enclosed. Less than one percent asbestos was detected in three samples of grey plaster in room 32. No asbestos was detected samples of grey plaster collected in rooms 21, 23, and 33. 5 Asbestos and Lead Paint Survey October 13, 2011 East Campus Seismic Evaluation during a limited asbestos survey in August 2007, less than one percent asbestos was detected in samples of similar grey plaster in rooms 30, 31, 32, 33 and in the stairwell between rooms 32 and 33. The plaster sampled during this survey appeared similar to the previously sampled plaster. For this reason, all plaster on both floors should be presumed to contain trace amounts (less than 1%) of asbestos. No asbestos was detected in any of the ceiling tile samples, in unfinished gypsum board and fiber board on the old cafeteria ceiling, in gypsum board, mud and tape ceilings in rooms G12 and G16, the gypsum board, mud and tape partition wall forming room G7, or in the orange peel texture found on the partition wall. If the gypsum board covering the ground floor beams (G10 and outside G7) must be removed to expose the beams, it must be removed by an asbestos contractor in accordance with L&I and PSCAA regulations because the finish mud contains more that one percent asbestos. Materials that contain less than one percent asbestos (like the plaster) are not regulated ACM. However, general L&I requirements for asbestos exposure must still be followed if there are to be disturbed. L&I regulations require asbestos survey information to be provided to the contractors at the time of bid. PSCAA requires a copy of the asbestos survey, or a summary of the asbestos survey results, to be maintained at the work site until the work has been completed. Lead Lead was detected in eight of the eleven paint samples, with concentrations ranging from to percent (%) by weight. Disturbance of lead containing paints (paints with any detectable lead) is regulated by the Washington State Division of Safety and Health (DOSH) Lead in Construction standard (WAC ). DOSH has a Permissible Exposure Limit of 50 micrograms per cubic meter (µg/m 3 ) of air over an eight hour work shift, and a 30 µg/m 3 action limit. DOSH has also established specific requirements for employee protection when employees work with or around lead containing paints. Requirements to protect employees become increasingly stringent as lead concentrations increase. These requirements are based on three groups of work activities. The first group includes manual demolition of structures, manual scraping, manual sanding, heat gun applications, and power tool cleaning with dust collection systems; and spray painting with lead paint. Lead airborne concentrations are expected to be between 50 and 500 µg/m 3 of air. The second group includes using lead containing mortar; lead burning; and where lead containing coatings or paint are present: rivet busting; power tool cleaning without dust collection systems; cleanup activities where dry expendable abrasives are used; and abrasive blasting enclosure movement and removal. Lead airborne concentrations are expected to be between 500 and 2,500 µg/m 3. The third group is abrasive blasting, welding, cutting and torch burning where lead containing coatings or paint are present on structures. Lead airborne concentrations are expected to be above 2,500 µg/m 3 of air. DOSH requirements should be followed when removing painted surfaces that contain any lead during the seismic evaluation. 6 Asbestos and Lead Paint Survey October 13, 2011 East Campus Seismic Evaluation Standard of Care and Limitations The information provided in this report was obtained through standard industrial hygiene and asbestos and lead paint building inspection data gathering methods. This survey was for the expressed purpose of identifying potential asbestos containing materials and lead containing paints that could be disturbed when removing ceilings to examine structural components. The survey was limited to areas of the ceilings in rooms 21, 23, 32, 33, G10, G12, G16, the hall outside G7, and the east room of the old ground floor cafeteria as identified in the attached drawings. During the survey, all exposed identified suspect materials were sampled. Limited destructive examination above ceilings was performed and suspect ACM found was sampled. If during ceiling removal additional suspect ACM is discovered that was not found and sampled during this survey, it must be evaluated to determine whether it is ACM. In order to prove materials are not ACM, samples must be collected by an AHERA accredited inspector in accordance with 40 CFR The lead paint survey was not intended as a lead based paint inspection as defined in 40 CFR 745 for child occupied facilities, but was performed to determine identify lead concentration in paints on selected surfaces anticipated to be disturbed for compliance with regulatory requirements. Any recommendations and conclusions derived from this data and contained in this report represent the professional opinions of SESI. These opinions are based on conditions found during the inspection, and were developed to be in accordance with Federal, State, and local environmental and health and safety regulations. This survey report is only intended for identification of asbestos containing materials and lead in paint. Other than this, no other warranty is implied or intended.
