6 1.0 Executive Summary Environmental Risk Management was retained by ZBA Architecture to conduct a limited asbestos survey for the Building 2048 Flight Sim Reconfigure Security Project, located at Fairchild Air Force Base, in Fairchild, Washington. This future construction project will involve the replacement of all exterior windows and frames, exterior doors and frames, and exterior vents with openings larger that 96 sq. in. The report is to investigate all potentially hazardous materials in the immediate interior and exterior vicinity of each of these items. The survey was conducted on December 19, 21, 2012 and January 12, General Building Observations FAFB Building 2048 is a combination one-story and two-story commercial building built in two phases. The building is currently utilized as a fight training and flight simulation training facility. The survey included the inspection of the building interior and exterior for suspect asbestoscontaining materials that may be impacted during Reconfigure Security project activities. Building interior and exterior doors, windows, walls, vents and ceilings may be impacted during the security reconfiguration. The remainder of the building is excluded from the scope of this asbestos survey. The exterior of both Phase 1 and of the building is concrete panel. The roofs are corrugated metal panel. The window systems and entrance door systems are anodized aluminum. The service doors are steel in steel frames. The building interior consists of painted sheetrock walls and metal T-bar frame and drop-in ceiling tile ceiling systems. The floors are finished with a combination of vinyl floor tile and carpeting. The mechanical room interiors consist of painted sheetrock walls and ceilings with bare concrete floors. The flight sim area finishes consist of painted sheetrock walls and painted concrete floors. Asbestos Containing Materials The materials that were sampled and analyzed and found to contain asbestos consist of the following. FAFB Building 2048 Interior - Asbestos Containing Materials ne of the materials sampled from the building interior were found to contain asbestos. FAFB Building 2048 Exterior - Asbestos Containing Materials ne of the materials sampled from the building exterior were found to contain asbestos. 7 2.0 Introduction 2.1 Purpose The purpose of the asbestos survey was to provide information identifying the presence of exposed and/or accessible suspect building materials that commonly contain asbestos for removal prior to project area renovation. The building materials scheduled to be disturbed during the project were identified by FAFB Scope of Work: Reconfigure Security, Flight Simulator Building, Scope of Work The scope of work consisted of conducting a visual inspection and sampling survey in accordance with OSHA 29 CFR and NESHAPS 40 CFR part 61 guidelines to determine the presence of suspected asbestos containing building materials (ACBM) which were exposed and/or accessible. The bulk samples collected from the project area were analyzed at an accredited laboratory to determine the presence and concentrations of asbestos. 2.3 Authorization Authorization to perform this survey was given by ZBA Architecture on December 18, Warranty The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence of expose and/or accessible suspect asbestos containing building materials in the building at the time of the inspection. Environmental Risk Management warrants that the findings contained herein have been prepared in the general accordance with accepted professional practices at the time of its preparation as applied by similar professionals in the industry. Changes in the state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report. The survey and analytical methods have been used to provide the client with information regarding the presence of accessible and/or exposed suspect asbestos containing building materials existing in the building at the time of the inspection. There is a distinct possibility that conditions may exist which were not apparent during the site visit. This inspection covered only those areas that were exposed and/or accessible to the inspector. The investigation is also limited to the information available from the client at the time of the investigation. Should the scope of the reconfigure security project change, Environmental Risk Management recommends that an additional investigation, including but not limited to, a review of the revised scope of work, be performed to determine if asbestos-containing materials or suspect asbestos-containing materials will be impacted. other warranties are implied or expressed. 2 ENVIRONMENTAL RISK MANAGEMENT PROJECT # ERM
8 3.0 Methodology 3.1 Inspection Procedures Kevin McCrink, AHERA accredited inspector # BIR conducted the asbestos survey. The initial inspection consisted of the inspector walking through the project area of the building in order to determine the general building lay out, draw a site sketch and to determine the presence of exposed and/or reasonably accessible suspect asbestos containing materials. The suspect materials were then grouped into homogenous material groups that were collected during the sampling phase. 3.2 Sampling Procedures Following the inspection phase, the materials that were identified and grouped into homogenous suspect asbestos materials were then sampled. The sampling was limited to those materials which were exposed and/or accessible and which did not require destructive access in order to sample. The sampling protocol followed was consistent with the guidelines set forth in OSHA 29 CFR and NESHAPS 40 part 61. Efforts were made to select random sampling locations, but preference was given to damaged or disturbed areas in order to minimize the damage to the building finished surfaces. The sampling and inspection was conducted in the least disruptive manor as possible to the suspect building materials. A copy of the Inspector s accreditation can be found in Appendix B. 4.0 Methodology 4.1 Method of Analysis The analysis of the bulk samples for asbestos was performed by EPA method 600/M The bulk samples were prepared for visual examination and identification by polarizing light microscopy. Following the preparation of the material on a glass slide the samples were analyzed for asbestos forms of chrysotile, crocidolite, anthophyllite, actinolite/tremolite, amosite and nonasbestos components that totaled 100 % of the sample volume. Asbestos and non-asbestos elements of each sample were identified utilizing, the unique optical properties associated with them. The identification consisted of identifying specific optical and physical characteristics that included refractive indices, color, pleochroism, birefringence, extinction angles, and sign of elongation and morphology. The volume percentage of each component in the sample was determined by visually estimating the percentage. 4.2 Laboratory Quality Assurance The asbestos bulk samples collected for the building in this project were sent to EMC Laboratories, Inc. located in Phoenix, Arizona for analysis. 9 5.0 Findings 5.1 Asbestos Containing Materials OSHA/EPA defines a material to be an asbestos containing material (ACM) in the material contains greater than one percent (>1%) asbestos. Multiple samples are collected and if one sample out of the homogenous sampling group is found to contain asbestos then the material is determined to be an asbestos containing material. Specific materials sampled for the Building 2048 Reconfigure Security Project that were found to contain asbestos and can be found in the following summary. FAFB Building 2048 Interior - Asbestos Containing Materials ne of the materials sampled from the building interior were found to contain asbestos. FAFB Building 2048 Exterior - Asbestos Containing Materials ne of the materials sampled from the building exterior were found to contain asbestos. With the building occupied during sampling activities, destructive wall cavity inspection was not performed as part of this work. With no asbestos found at other locations, it is not anticipated that these untested locations will contain any asbestos containing materials. However, the Renovation Contractor shall alert the Government to any suspicious material found and provide additional testing on such, as directed by the Government, prior to demolition activities in those areas continuing. 5.2 n-asbestos Containing Materials OSHA/EPA defines a material to be an asbestos containing material (ACM) in the material contains greater than one percent (>1%) asbestos. 48 1.0 Project Summary Environmental Risk Management was retained by ZBA Architecture to conduct a limited lead paint sampling survey for the Building 2048 Flight Sim Reconfigure Security Project, located at Fairchild Air Force Base, in Fairchild, Washington. This future construction project will involve the replacement of all exterior windows and frames, exterior doors and frames, and exterior vents with openings larger that 96 sq. in. The report is to investigate all potentially hazardous materials in the immediate interior and exterior vicinity of each of these items. The survey was conducted on December 21, 2012 and January 3, General Building Observations FAFB Building 2048 is a combination one-story and two-story commercial building built in two phases. The building is currently utilized as a flight simulation training facility. The survey included the inspection of the building interior and exterior for suspect asbestoscontaining materials that may be impacted during Reconfigure Security Project activities. Building interior and exterior doors, windows, walls, vents and ceilings may be impacted during the security reconfiguration. The remainder of the building is excluded from the scope of this asbestos survey. The exterior of both Phase 1 and of the building is concrete panel. The roofs are corrugated metal panel. The window systems and entrance door systems are anodized aluminum. The service doors are steel in steel frames. The building interior consists of painted sheetrock walls and metal T-bar frame and drop-in ceiling tile ceiling systems. The floors are finished with a combination of vinyl floor tile and carpeting. The mechanical room interiors consist of painted sheetrock walls and ceilings with bare concrete floors. The flight sim area finishes consist of painted sheetrock walls and painted concrete floors. 2.0 Introduction 2.1 Purpose The purpose of the limited lead paint sampling was to provide information on the Building 2048 Flight Sim Reconfigure Security Project regarding the presence of paints containing lead in accordance with the Occupational Safety and Health Administration (OSHA) Lead General Industry Standards: 29 CFR , OSHA s Lead in Construction 29 CFR and Washington Administration Code (WAC) General Occupational Health Standards: : Lead. 2.2 Scope of Work Paint chip samples were collected from the painted building components that may be disturbed during the Reconfigure Security Project for total lead analysis. 49 2.3 Authorization Authorization to perform this survey was given by ZBA Architecture on December 18, Warranty The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence of exposed and/or accessible suspect lead containing painted materials in the building at the time of the inspection. Environmental Risk Management warrants that the findings contained herein have been prepared in the general accordance with accepted professional practices at the time of its preparation as applied by similar professionals in the industry. Changes in the state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report. The sampling and analytical methods have been used to provide the client with information regarding the presence of accessible and/or exposed lead-containing paints existing on the materials identified for disturbance at the time of the inspection. There is a distinct possibility that conditions may exist which were not apparent during the site visit. This inspection covered only those areas that were exposed and/or accessible to the inspector. The investigation is also limited to the information available from the client at the time of the investigation. other warranties are implied or expressed. 3.0 Methodology 3.1 Method of Analysis-Lead The paint chip samples collected from FAFB Building 2048 were sent to EMC Labs, Inc. by proper chain-of-custody. The samples were prepared at the laboratory and analyzed by EPA method SW-846 Method 7420 utilizing flame atomic absorption to determine the total lead content. 3.2 Laboratory Quality Assurance The total lead paint samples collected for this project were sent to EMC Labs, Inc. located in Phoenix, Arizona. EMC Labs, Inc. is accredited by the American Industrial Hygiene Association (AIHA). 4.0 Lead Paint Findings The American Society for Testing Materials defines lead paint as paint containing 2 parts per million of lead. The Consumer Products Safety Commission determined that paint with greater than 600 parts per million of lead may not be used in household applications. Such paint is still sold for marine and other uses. 50 OSHA and Sate of Washington Labor & Industries do not define lead paint based on content. 53 5.0 Conclusions Any paint analytical result above the 0.010% by weight detection limit or paint samples that do not meet the 0.010% by weight detection limit would require the employer to demonstrate worker health and safety from potential lead exposures. Based upon the analytical results for lead paint on this project, all painted metal surfaces should be treated as having lead paint present. The white wall paint in the main entrance vestibule should be treated as having lead paint present. Any contractor or employee that could potentially disturb or come in contact with lead-containing paints must adhere to the requirements of OSHA s Lead in Construction 29 CFR and Washington Administration Code (WAC) General Occupational Health Standards: : Lead. Any lead painted building component or debris generated from lead-containing painted surfaces must be assumed to be hazardous waste until properly characterized by performing sampling of the debris and submitting the sample to an accredited laboratory for Toxic Characteristics Leaching Procedure (TCLP-Lead) to determine if the waste stream exceeds the regulatory limit of 5 parts per million (p.p.m.) leachable lead. If the analytical result for the debris exceeds the 5 p.p.m. leachable lead level, the debris is characterized as a hazardous waste and must be properly manifested, transported and disposed of as a hazardous waste. The Contractor may salvage metal building components with lead paint. The equipment must be sent to a properly licensed salvage company and the salvage company must be notified in writing of the presence of lead paint on the salvage components.
