A 6460 square foot addition was built on the northwest side in The original facility was used as an elementary school until the early 1980 s when it was closed. It was reopened as Alum Crest High School for the behaviorally handicapped in The existing facility does not use modular buildings. The structure of the overall facility is concrete block with brick face construction and concrete block wall construction in the interior. The floor system is slab on grade. The roof is a membrane system installed May The ventilation system of the building is inadequate to meet the needs of the users. The classrooms are sized to meet with the current standards established by the State of Ohio. The school is equipped with motion detectors but the security system does not meet OSDM requirements. The building does not have an automatic fire alarm or sprinkler system. The overall building is not compliant with ADA accessibility requirements. The school is located on a 7.35-acre site adjacent to mostly commercial and residential property. The property is fenced with a low chain link fence that is not adequate for security. Access on to site is restricted. There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events is adequate. 8 A. Heating System Description: The existing system for the overall structure is a hot water boiler plant with unit ventilators in the classrooms. The boilers were installed over 30 years ago and are in fair condition. The unit ventilators that constitute the original building system are in poor condition. The HVAC system does not provide the required CFM as per OSFC design standards. The system temperature controls for the boiler plant are DDC and were installed in 1995; the building controls are pneumatic and were installed over 30 years ago. They are in poor condition. The structure is not equipped with a central air conditioning system. Recommendations: 3 Needs Replacement Provide new overall heating system to meet OSFC design standards including air conditioning. There are some signs of past leaking. Access to the roof was gained by metal hatch that is in good condition. Flashing and copings are in good condition. 11 D. Electrical Systems Description: Recommendations: The electrical system in the overall facility is a 400 amp, 240v, 3 phase system and is over 20 years old and in fair condition. The transformer is owned by the electric company and located on a pole. The panel system is in fair condition and approximately 20 years old and can not be expanded to add additional capacity. The classrooms are not equipped with adequate electrical outlets. The corridors and exterior of the building are not equipped with adequate electrical outlets for service for exterior needs. 3 Needs Replacement The entire electrical service requires replacement to meet OSFC guidelines for the addition of an air-conditioning system. The school contains 9 floor mounted toilets and 2 sinks for girls and they are in fair condition. The school contains 2 floor mounted toilets and 2 sinks for staff and they are in poor condition. There is one drinking fountain in the school. One of the sinks in the boys restroom is a slop sink and is in poor condition. The school does meet the OBBC requirements for fixtures.
