1 REQUEST FOR PROPOSAL Submittal Deadline: 5:00 pm July 7, 2017 The Vermont Chapter of The Nature Conservancy invites proposals from qualified consultants for two fish passage restoration projects on culverts over Alder Brook in Richford, Vermont. PROPOSAL REQUIREMENTS For a proposal to be considered, it must include: Contact Name Firm Name, if applicable Mailing Address Telephone Number address, if available Scope of Work: The work product will be funding in two phases. During both phases, the grantee will meet with TNC and project partners as needed to discuss topics such as scope of work, methodologies, deliverables, and project timelines. Phase 1 1. Analysis of stream channel and existing structure at both culvert locations. The deliverable for this scope item would be a report including: a description of the channel morphology (profile, x-section, substrate, etc.), channel hydrology, and hydraulic analysis of the structure to evaluate fish passage potential (FishXing) and flood capacity. This item would also include photos, design data forms (Vermont Fish Passage Design Data Checklist Hydraulic and Low-Slope Designs) for the existing structure, and a description target species (see project description). All references used should be listed. 2. Replacement Richford South Richford Road (Local ID- srich010; Label- B21) Project Passage Design Alternatives with Existing Cost Estimates. The deliverable for this scope item would be a written description of multiple replacement designs including a bottomless arch, bottomless box/bridge, or alternatives. The design options descriptions should include supporting data from the physical, hydraulic and biological analysis and a summary of why the option is or is not recommended. A design data form (Vermont Fish Passage Design Data Checklist Hydraulic and Low-Slope Designs) is required for the recommended design. All references used should be listed. An example of an acceptable project analysis and report is available upon request. 3. Replacement Richford Coombs Road Culvert Project (Local ID- comb020; Label- B22) Passage Design Alternatives with Existing Cost Estimates. The deliverable for this scope item would be a written description of multiple replacement designs. The design options descriptions should include supporting data from the physical, hydraulic and biological analysis and a summary of why the option is or is not recommended. A design data form (Vermont Fish Passage Design Data Checklist Hydraulic and Low- Slope Designs) is required for the recommended design. All references used should be listed. An example of an acceptable project analysis and report is available upon request.
2 After Phase 1 is completed, TNC and its partners will meet with the Towns and local landowners to select and approve the projects. The Consultant may need to attend a meeting with town officials and adjacent landowners as part of this process. For timeline purposes, plan on a 3 to 4 week interval between the end of Phase 1 and the start of Phase 2. Phase 2: (For both fish passage restoration project sites): 1. Final design for selected alternative. Deliverable would include final design level drawings and description of selected design alternative. 2. Permitting and Regulatory Requirements. The deliverable would include the development and submittal of all permit and regulatory applications for the selected design. 3. Construction scope of work and cost estimate. The deliverable for this scope item would include the development of a construction bid package that could be presented to potential contractors and a cost estimate for the construction portion of the project. Both Phases must be completed by 9/10/2018. Proposal Timeline: Proposal Released: June 2, 2017 Respondent Questions: June 23, 2017 Questions Answered: June 30, 2017 Proposals Due: July 7, 2017 by 5:00 PM Please submit questions and proposal via to pmarangelo@tnc.org. Proposals must be submitted by on or before the deadline of 5:00 pm Friday July 7, 2018 to: Paul Marangelo; pmarangelo@tnc.org Senior Conservation Ecologist The Nature Conservancy 575 Stone Cutters Way, Montpelier, VT Proposal Format: The narrative response, cost proposal and proposed timeline should be laid out to correspond to each of the major deliverables under Phase 1 and 2. A staffing summary plus one page biographies should be included for each member of the consultant s team. and include detailed information on the following: Contractor s Professional Qualifications Time to completion with start and completion dates (should be between September 1, 2017 and September 10, 2018; all data entry, field forms and excel files completed and delivered by September 10, 2018). Start time of September 1, 2017 is only an estimate, and is based on having a fully executed contract with all necessary paperwork completed. Cost to complete work (fixed-price bids only) Page 2 of 22

CONTRACT REQUIREMENTS After bid selection, a contract will be drafted using The Nature Conservancy s standard contract form, a copy of which is provided as an appendix to this RFP. Payments will be processed following receipt of contractor invoice. Work begins after contract is fully executed and concludes by contracted end-date, unless a contract extension is requested and an amendment is drafted and accepted. Page 3 of 22

South Richford Road Local ID- srich010 Label- B21 (has a bridge label but it is a culvert) 72 inch diameter, round steel corrugated culvert On tributary of Alder Brook Undersized, bankfull width is at least 12 ft - Significant scour pool at culvert outlet. Culvert has concrete header, footer, and poured concrete bottom. - At least a drop from culvert outlet to water surface. In lower flow, this drop would be more significant.
