4 1. Background The Fiji Electricity Authority (FEA) The FEA is a wholly Government of Fiji owned statutory body that was established under the Electricity Act of It is supervised by a Board of eight members comprising a Chairman, Deputy Chairman, the Chief Executive Officer of FEA, the Permanent Secretary of Public Utilities, the Permanent Secretary of Finance, and representatives of Business and Consumer Groups. All members are appointed by the Minister of Public Utilities except for the Chief Executive of FEA, who is appointed by the Board with approval of the Minister. The Management team of the FEA consists of Chief Executive, Chief Finance Officer, General Manager Human Relations, General Manager Generation, General Manager Network, General Manager Customer Services, Chief Information Officer, General Manager Major Projects & Strategy and General Manager Commercial. FEA maintains power supply systems on the larger islands Viti Levu, Vanua Levu and Ovalau, which account for some 90% of the country s population. Installed generation capacity is approximately 218MW, comprising 83MW in the Monasavu Hydro Scheme in Viti Levu, 40MW in the Nadarivatu Hydro Scheme, and about 94MW of diesel capacity in 12 stations on the three main islands. Of the diesel capacity 77MW is on Viti Levu which has been supplementing the Monasavu hydro scheme for the Viti Levu Interconnected System (VLIS) which has been reaching maximum demand of 132MW. Transmission is provided by 140km of 132kV lines (connecting Wailoa Power Station to the East and West coasts) and about 266km of 33kV lines. Power distribution is by means of more than 5,000km of 11kV and 415/240V lines. 2. Project Overview Project Drivers FEA has embarked upon an ambitious program of development in order to fulfil its strategic objectives. These include development of new generating and power system projects as well as improving reliability and capacity-building for future load growth. The FEA plans to almost double the generation capacity of Fiji over the next five years in order to meet continuing demand growth and intends that this additional capacity will be provided by renewable or at least non-polluting resources. In order to supplement and facilitate the Capital Developments, FEA requires a spacious and functionally setup National Control Center [NCC] to manage the system controls. The current NCC situated at Vuda, Lautoka, has gradually been filled to capacity and more office space, and meeting rooms are needed.
5 In light of the above, FEA wishes to carry out an independent review of the current NCC set up and calls for Expressions of Interests from registered and reputable Architectural firms or consortiums for review, design and documentation and project management of the NCC Renovations. 3. Scope of Services This document sets out the Terms of Reference and Scope of Services for the following architectural and engineering consultancy services that FEA requires: Stage Discuss with FEA and finalise the project brief, based on a draft scope of works that FEA had prepared (Appendix 1), to prepare schematic and conceptual layouts and cost estimates of the project and time frame, for FEA approval and sign off. A copy of the NCC complex layout is appended to this document (Appendix 2). 3.2 Prepare concept briefs and terms of references, preliminary sketches and arrange for the relevant input for designs and documentation from the other relevant stakeholders of FEA s operations and Strategic Business Areas [SBA] that are housed at the NCC. Stage Once internally approved by FEA, carry out the detail designs and documentation including bills of quantities where relevant for project cost estimates, and in the same token, ensuring compliance with all Statutory/Regulatory and Local Government requirements. 3.4 Once the documentation is given approval by FEA, FEA will advertise the tender. The chosen architect is required to be present for the tender site visit, and manage all tendering processes for selection and engagement of a Contractor, including the evaluation and selection criteria with respective weightings. 3.5 Advise FEA, in a report form, the outcome of the tenders, with recommendation/s for engagement of Contractor/s. Stage On approval by FEA, co-ordinate the appointment and signing of contracts/agreements. Ensuring that FEA s full interests are appropriately protected and catered for in the contract documents. 3.7 Undertake and seek, on behalf of FEA, applications and approvals for all required Statutory/Regulatory and Local Government approvals/consents for the renovation works.
6 3.8 Administer the terms and conditions of the signed contracts. 3.9 Manage and control the performance of the project to ensure the timely delivery of the outcomes outlined in the contract documents Prepare monthly reports of project progress placing emphasis on costs and time Prepare and submit full as-built drawings after completion Prepare and submit to FEA the Project Completion Report. 4. Tender Submissions Submission Requirements The Tender for the above mentioned Services shall include the following: 1. A covering letter including the complete name and address of the firm(s) performing the project, the principal firm including the name and title of person principally responsible for the project. 2. A detailed methodology including a programme for the works/services. Comments on the TOR can be included to add value to the submission. 3. State separate lump sum fee for Stages A, B and C, with some detail of hours and rates building up to the Lump Sum. 4. State chargeable rates per site visit and hourly rates of design office work. 5. State hourly rates of personnel and resources, if FEA requests to undertake additional work related to this assignment. 6. The reimbursable items shall be indicated in the submission together with estimate of their costs. Refer to table below. 7. Company background and evidence of similar works undertaken by the firm over the last five years including project name, summary of work carried out, contact name and address of clients 8. Background of proposed sub-consultants, if any. 9. CV s of personnel that will be engaged in the work including sub-consultants. 10. Completed Responsibility matrix as shown below. Each firm is limited ONE submission for the main consultant. However, that firm may be considered for a sub-consultant to a submission by another firm.

8 7. Evaluation Methodology Tender submissions will be checked for completeness, firms that fail to submit all information required above may not be considered for award. A 60% weighting shall be given for the firm and personnel background and performance and 40% for the lump sum prices. 8. Tenderers will be able to debrief with the evaluation team should they so request, however the scoring information will not be released to any of the tenderers at any time. In whole or in part, suspend or cancel this Invitation for Tender process and/or the overall process Re-advertise this invitation for Tender. APPENDIX 1 DRAFT SCOPE OF WORKS (FOR GUIDANCE PURPOSE)
10 1.0 Control Room/Offices Control Room: Remove existing partitioning of the Changing Room. Relocate the switchboard to the wall as directed on site. 1.1 Extend false floor framing and floor carpet/rug to cover new area (2m x 3.6m). Extend the softboard on the walls to cover the two portions. Allow for replacement of damaged floor boards of 2m x 2m size. Entire floor (includes control room, offices, tea-room, washrooms, corridor etc.) Scrape off damaged and flaking portions of the existing paint. Repair damaged timber skirts where required. 1.2 Apply wood primer over exposed wooden surfaces. Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns of the Control Room. Paint color scheme shall be of soft colors. FEA to approve color scheme before application. Replace entire floor carpeting. 1.3 Color of carpet to match/contrast the wall color scheme. Seek FEA approval before installation. 1.4 Apply tint on the glass windows of Control Room and Office Rooms. Extend the Team Leaders Office by 750mm. Maintain the current framed glass 1.5 wall design. 1.6 Supply and install lockers for the tea-room. These shall be wall mounted. Change the ceiling panels for the Entire floor (includes control room, offices, tea-room, corridor etc.) 1.7 Repair and replace damaged suspended ceiling frames where required. The ceiling panels shall be of sizes as to suit the existing frame layout. Provide catalogue of the ceiling panel product intended for use. Replace existing ceiling lights with LED (energy saver) lights. 1.8 Maintain current light positions, but provide separate switches for each section of the Control Room. Supply and Install movable soft boards, which will be mounted over the existing wall boards, using top and bottom rails. 1.9 Approximate sizes are 1.3m high and widths of 3.2m and 1.6m. Dimensions to be verified on site during site visit. If possible, provide catalogue of the softboard product intended for use. Mens Toilet: Supply and install 2 new urinals to replace old. Supply and install new mirror replace old Remove soap dispenser. Ladies Toilet: Repair damaged floor tile.
11 Allow for repair of plumbing if it is evident that a water leak has caused the tiles to swell up Stairs: Remove existing rubber tiles and install new unglazed quarry tiles or similar. Install stair treads (anti-slip device). TOTAL OF BILL Engineers Office Construct three cubicles in the existing conference room. Design of the cubicles shall be similar to the Team Leaders cubicle in the 2.1 Control Room. Height of the walls shall be 2m. Each room shall have a separate lockable door. TOTAL OF BILL Conference Room Construct a new conference room in the current apparatus/equipment room. Size of the room shall be 4.2m x 7.65m. The partitioning shall be double walled of appropriate quality plywood on a timber frame. Provide a 1.2m high x 3m wide lookout glass on the long section wall. 3.1 This room shall have a suspended ceiling. Provide a double swing lockable entry door, with a lookout glass. Width of the entry shall be 2m. Provide a fire escape door at the rear of the room. Color scheme of the room to be same as Control Room. 3.2 Floor of the conference room shall be unglazed quarry tiles or similar. 3.3 Supply and install a whiteboard on the far wall. Size: 1.3m high x 2.5m long The room shall have three rows of LED energy saver lights. 3.4 Each row to have a separate switch. Seal off the existing wall vent. 3.5 Supply and install a BTU inverter type air condition. Allow for installation of 8 x power and 8 x LAN outlets (4 sets on each long 3.6 section wall).
12 3.7 The outlets shall be at located least 150mm high from the floor. Supply a conference table to seat 10 persons. Chairs will be supplied by FEA. TOTAL OF BILL AC-DC Distribution Room Scrape off damaged and flaking portions of the existing paint. Repair damaged timber skirts where required. Apply wood primer over exposed wooden surfaces. 4.1 Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns, etc. Color scheme of the room to be same as Control Room. Scrape off damaged and flaking portions of the existing floor paint. 4.2 Apply 2 coats of appropriate pavement paint of grey color. 4.3 Supply and install 1 x 18,000 BTU A/C unit. TOTAL OF BILL Foyer Scrape off damaged and flaking portions of the existing paint. Repair damaged timber skirts where required. Apply wood primer over exposed wooden surfaces. 5.1 Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns, etc. Color scheme of the room to be same as Control Room. 5.2 For the Floor of the foyer, install unglazed quarry tiles or similar. 5.3 Replace existing downlights with LED energy saver lights. TOTAL OF BILL Basement Washroom Scrape off damaged and flaking portions of the existing paint. 6.1 Repair damaged timber skirts where required. Apply wood primer over exposed wooden surfaces.
13 Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns, etc. Color scheme of the room to be same as Control Room. 6.2 Polish the wooden areas of the floor. Stairs: 6.3 Remove existing rubber tiles and install new unglazed quarry tiles or similar. Install stair treads (anti-slip device). 6.4 For the Floor of the foyer, install unglazed quarry tiles or similar. TOTAL OF BILL ICT Equipment Room 7.1 Extend 2 x cable trays, ceiling mounted. Size and details of the tray to be measured and confirmed during site visit. 7.2 Fabricate and install 1 x bracket (wall mounted) for gas cylinder storage. TOTAL OF BILL SCADA Server Room Scrape off damaged and flaking portions of the existing paint from walls and ceiling. Repair damaged timber skirts/floor panels where required. 8.1 Apply wood primer over exposed wooden surfaces. Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns, ceiling, etc. Color scheme of the room to be same as Control Room. Constructed wall-mounted desk, with drawers. 8.2 Sizes to be measured and confirmed during site visit. TOTAL OF BILL Relay Room 9.1 Provide timber frame and flooring to cover floor holes. 9.2 Repair roof leaks using silicone. Allow for 12 silicone tubes.
14 Scrape off damaged and flaking portions of the existing paint from walls and floor. Repair damaged timber skirts/floor panels where required. Apply wood primer over exposed wooden surfaces. 9.3 Apply sealer coat over exposed concrete sections. Apply 2 coats paint over the walls, columns, etc. Apply 2 coats pavement paint for the floor. Color scheme of the room to be same as Control Room. 9.4 Close off all existing air vents by installing 6mm exterior ply on timber frames. 9.5 Supply and install 1 x 18,000 BTU A/C unit. TOTAL OF BILL Battery Room 10.1 Supply and install 1 x 18,000 BTU A/C unit Close off all existing air vents by installing 6mm exterior ply on timber frames Supply 1 x exhaust fan, with closable vent type, to replace existing Supply and install 1 x eye wash basin, with water and waste connections to existing TOTAL OF BILL Basement 11.1 Supply and install 1 x steel framed door, with tower-bolt provision. 15 13.0 Outside Foyer Entrance Area 13.1 Clean ceiling and provide a new coat of varnish 13.2 For the Floor of the foyer, install unglazed quarry tiles or similar Replace existing downlights with LED energy saver lights Refurbish/repair and paint the hurricane shutter/door. TOTAL OF BILL Exterior in General Tidy up the flashing loose ends and corners, and provide appropriate waterproofing to gutters Scrape off damaged and flaking portions of the existing fascia and eaves.
