CITY OF NEW ORLEANS Repaving the Gateway to the French Quarter: Implementing the Downtown Infrastructure Improvement Project
Agenda Background Project Scope 2
Superdome Central Business District French Quarter Convention Center Cruise Ship Terminal 3
Project concept initiated by New Orleans bid to host Super Bowl DPW thoroughly assessed conditions of Central Business District/French Quarter streets Partnership with the Convention Center identified scope of work Background Until recently, many New Orleans French Quarter streets were in poor condition. 4
Background Hospitality Zone legislation failed Cooperative Endeavor Agreement between the City and Convention Center authorizes $6.5 million to implement the Downtown Infrastructure Improvement Project Project budget presented to City Council Budget Committee - May Full City Council vote and approval - June 20, 2013 Hospitality Zone legislation called for establishment of a 10-yr tax that would fund repairs to 100-miles of roadway within the zone 5
Downtown Infrastructure Improvements Project and Scope of Work Intersection of Julia St. / Convention Center Blvd. Intersection enhancement; decorative plaza Julia St. Iberville St. Regional Planning Commission/City Match $2.5 million investment Convention Center to Loyola - White topping North Rampart to North Peters- White topping and drainage point repairs S. Peters (Calliope to Canal) Baronne (Canal to Calliope) Project Cost Estimate $3,851,000 French Quarter Lighting Dauphine/Canal/Decatur/Dumaine $1,000,000 Drainage Limited point repairs to improve drainage French Quarter and Central Business District $500,000 Signage / Striping Street signs and striping cross walks $100,000 Sanitation Improvements to sanitation services to be used over a 2-year period including new bins and enhanced operations $1,000,000 TOTAL INVESTMENT $6,451,000
Existing potholes and sink holes allow standing water on the roadway. Poor gutter lines prevent water from reaching the drainage system. Composite Pavement. Last Paved: Iberville St. Resurfacing N. Rampart St. to N. Peters St. Pre-Existing Conditions 7
Julia St. Convention Center Blvd. to Loyola Ave. Pre-Existing Conditions A combination of repeated patching and curb settlement left portions of Julia St. unappealing and without a clear curb/roadway boundary. Composite Pavement. Last paved:
Pavement Condition Pavement Deterioration Curve Excellent Good Every $1 in Maint cost here Fair Poor will cost $4 to $5 if delayed to here. Very Poor 9 Failure Time (Years) A normal pavement maintenance program will continuously restore the pavement condition to excellent.
Project Team CONTRACTOR: Hard Rock Construction CONCRETE: Lafarge N.A. TESTING: Beta Testing & Inspection Inc. DESIGN: New Orleans Dept of Public Works INSPECTION: New Orleans Dept of Public Works 10
Communications Strategic Communication Frequent, transparent communication with stakeholders Stakeholder Concerns Resident and employee access to on-street and parking structures Possible lost revenue Access to loading docks/dumpsters Limited parking/temporary conversion of roadways Continual access to sidewalks during construction Specific construction timelines and duration DPW hosted three formal community meetings and several informal smallgroup sessions with affected stakeholders to discuss DIIP. 11
Neighborhood Engagement Phoned and ed Iberville and Julia St. businesses and HOAs in May/June 2013 Iberville St. pre-construction community meeting - mid-july Julia St. pre-construction community meetings - mid-july Regular weekly updates Communications Regular updates to project fact sheet 12
Project Scope Replaced asphalt composite roadways with ultra thin concrete (white topping) Used high-early strength concrete (4, 12 and 24 hour mixes) at driveways to address stakeholder concerns Factors considered when replacing roadway: Cost Increased durability Increased design life Increased reflectively to improve street light illumination Concrete cure time is 72-hours vs. asphalt immediate cure, however tradeoff is increased life expectancy. Concrete is anticipated to last 30+ years. 13
Project Scope White Topping Polypropeline fiber reinforcement Maturity meters used in lieu of concrete cylinders. Meters checked at 4, 12, 24 and 72- hours to measure PSI No forms, joints, or steel needed Three times the normal dosage of polypropeline fibers were used to reinforce the DIIP concrete mix. 14 Maturity meters measure time and temperature of placed concrete on site vs. concrete cylinders which must be tested at lab.
Concrete Mix Design inch, high early strength concrete mix 72-hour mix at 3,000 PSI 28-days mix at 4,000 PSI Expected life is 30+ years Project Scope On average, PSI was reached at 48-hours allowing the busy Iberville and Julia Street roadways to be opened a day earlier than standard concrete roadways. 15
16 Project Scope
Project Scope Scoring 3 ft x 3 ft pattern will reduce cracking Simplifies future repairs Added flexibility increases longevity Aesthetically pleasing Scoring adds dimension and character to the project, infusing with the surrounding community. 17
