3 USAID Supported Projects (Philippines NRMP & EcoGov) in Developing FLUP to: 1. Translate, localize, and improve the governance of forests and forestlands in lands of the public domain at the local government and tenure levels; 2. Delineate and harmonize responsibility, accountability, and authority for managing conservation and production forests, and for restoring degraded forest lands at the LGU and tenure levels 3. Establish co financing mechanisms to sustain FLUP implementation
4 What is FLUP? 5As of FLUP A transparent, participatory and iterative joint undertaking of DENR (a national technical agency) and local government unit (LGU) in: 1. Assessing how lands of the public domain (generically called forest lands ) are allocated and managed at the municipality, city, province (LGU)levels based on current governance frameworks 2. Ascertaining challenges and opportunities for improving forest management and restoring degraded areas
5 What is FLUP? 5As of FLUP A transparent, participatory and iterative joint undertaking of DENR (a national technical agency) and local government unit (LGU) in: 3. Agreeing on how unallocated forest lands (open access areas) are going to be covered with tenure and management system; 4. Aligning investments to improve forest management and restore marginal forestlands; and 5. Adopting a common road map for guiding individual and collective actions towards common objectives
6 FLUP and Carbon Management REDD with SFM by Protecting and Conserving the remaining natural closed and open canopy forests as biodiversity reserves (in protected areas, tenured and untenured areas) REDD+ by Restoring Degraded Forestlands in partnership with LGUs and tenure holders (in protected areas, tenured and untenured forestlands) REDD+ by improving local governance, adopting sound environmental and social safeguards, and leveraging sustainable finance
7 Why FLUP? 1. Translate national governance framework in managing forests and foreslands at the LGU and tenure levels to: Allow crafting of local forest policies and programs; Prioritize use of government funds (national and LGUs) for SFM, biodiversity conservation, REDD+, CC mitigation and adaptation; Ensure that LGUs zoning regimes incorporate conservation areas and hazard zones; Inform the process in leveling the playing field for private investments in open access areas, tenured forest lands and protected areas;
8 Why FLUP? 2. Develop a common plan to substantiate the Memorandum of Agreement (MOA) between DENR and LGU; 3. Ensure that the management of forests and forestlands sustains the supply of ecosystem services such as water for irrigation, domestic water, energy, recreation, and fisheries. 4. Align land uses in the uplands, lowlands, and coastal areas to minimize damages from landslides, flashfloods, siltation, and storm surges
