4 Madang Province From , Madang Province lost approximately 62,000 ha* of forest This resulted in approximately 42 million tons* of greenhouse gas (GHG) emissions *Preliminary results from LEAF, pending PNG s first National Forest Inventory

5 Brief Overview USAID LEAF The goal of the USAID LEAF program is: To strengthen capacities of developing countries in the Asia region to produce meaningful and sustainable reductions in greenhouse gas (GHG) emissions from the forestry-land use sector

6 Brief Overview USAID LEAF (Cont d) Donor: USAID/RDMA Period: 5 years ( ) Core countries: Cambodia, Laos, Thailand, Vietnam, Papua New Guinea (PNG), Malaysia

7 USAID LEAF Project in PNG National-level policy support at the request of the government (OCCD, PNGFA) Capacity building at all levels Working with local partners to develop low emission land use plan/strategy (Madang province) & participatory land use management plans (Adelberts) Regional replication and knowledge sharing from and between LEAF countries

8 Achievements: Policy Support LEAF support for national level agencies: Collaboration with PNGFA & OCCD - key agencies responsible for the development of national REDD+ program Conduct Legislative Review on Forestry & REDD+ (PNGFAled) with support from Constitutional Law Reform Commission (CLRC) and UN-REDD Legal Support provided to the National Climate Change Policy (OCCD-led) which has lead to drafting of enabling legislation.

9 Achievements: Policy Support (Cont d) LEAF Legislative Review on Forestry & REDD+ : - National level consultation held in POM (July 2014) attended by > 30 participants and high level reps from USAID, US Embassy, PNGFA, OCCD & DEC (CEPA) & all key sectors Findings presented: - Forestry Act inadequate to cater for REDD+ at present: Lacks clarity on agency co-ord., carbon ownership and tenure arrangements - Need broad policy on land use planning across all sectors - Gender not mainstreamed into all REDD+ policy & law - Enforcement and Implementation inadequate

10 Achievements: Policy Support (Cont d) Recommendations presented : (Short Long Term) - Support completion of all analogous policy on REDD+ (eg PA Policy) - Establish steering committees to drive REDD+ initiatives in specific sectors (Forestry, Conservation, Climate Change) - Amend Forest Policy/law to cater for forest carbon as forest product. - Include REDD+ as part of PES (payment for environmental services) - Mainstream gender into all REDD+ policy/law - Enforcement & Implementation application of stronger penalties for breaches, increase resources to support, open access to information on forest activities - Clear delineation of roles/powers of OCCD and PNGFA - Clarify land tenure arrangements in line with carbon ownership issue

16 Successful Scenario Modeling (Cont d): Madang Scenarios Definitions Results Significant GHG impact mitigation pathways are attainable for Madang Of modelled sectors, Logging and Oil Palm/Commercial Agriculture policies likely present greatest opportunities for reducing future landscape impact in Madang. Challenges Uncertainty is high: - Existing logging practices? - Quantifying community land use? - Specific planned agriculture or mining projects? - Peatlands? Only presents direct emissions, underestimates emissions from Road Building & Mining

17 Successful Scenario Modeling (Cont d) : Short term: Next Steps Present results to Madang stakeholders for comment, revise assumptions, provide quantitative input for ongoing land planning discussions Long term: Hand off scenario modeling framework to Madang or National actors in form most aligned with mission and capacity of office Interactive ArcGIS tool? Conceptual Framework? Support building consensus on priority sectors for continual reevaluation, prioritize data collection needs

18 USAID LEAF Sustainability Plan Support replicable, community-led planning processes and provincial plan (Madang) Building capacity of local counterparts at all levels Government : OCCD, PNGFA, Madang Provincial Government Planning Local NGOs, CSOs, CBOs and community associations : Madang CSO Forum, LLGs International NGOs: Engage with established NGOs with long-term presence in PNG (TNC) Review & propose potential options for increased private sector investment into low emissions development in the AFOLU sector in Madang & leveraging of this investment
