3 Project objective: Through the present application, 12 Latin American and 8 European Universities gather for the PRECIoSA - PRogramme of Exchange and Cooperation for International Studies between Europe and South America Project, that will provide international mobility from Latin America to Europe for Bachelor, Master, Doctoral, Post Doctoral and Staff (both academic and administrative) levels, in all the fields of study targeted by the Call. All the Partners are deeply convinced that higher education is one of the most powerful tools in promoting Third countries and regions development priorities, including poverty reduction aspects. The cooperation between most of the sending and hosting institutions has been established during the past experiences that have mutually enriched the educational environment of both of them. It has also been possible to transfer know-how and good practices, and to develop a joint capacity in problem solving. This common heritage will be exploited and extended to the new partners. Brief description: The PRECIoSA Project will be mainly focused on regional integration, addressing in particular the Andean Region (to which belong 3 Countries out of 4 of Group A of the Lot), to Amazonian basin (with 6 out of 14 Countries involved) and to common issues of the targeted countries such as protection and sustainable management of natural resources and comprehensive social and economic development. The core strategy of the PRECIoSA Project will hence follow 2 main directions: - On one side the focus will be put on priorities in education progress common to the whole LA region, as they were identified by the national governments and the international institutions active in the field. The contact with a different academic environment, the dissemination of the outcomes of the Projects in the region, the involvement of the greater number of LA HEIs and organizations, will lead to a more objective evaluation of the regional situation and will facilitate the bridging of those local gaps and divisions, building a stronger conscience of the national scenarios. The project will hence respond to the need for up-to-date competences, capable to deal with a wide scope of objectives, differentiated instruments and targeted environments, beyond the generalized opinion that education is a determinant factor to overcome poverty and enter into a growth path. - On the other side, account will be taken of the needs of each sub-region and country involved, where the emphasis will be put on the study/training abroad experience of a group of grantees who will become, on their return, active agents for change in their fields of study/work. The project will focus on providing capacity building for students, researchers and professionals in those fields where it is the most needed by each of the countries involved. The challenge for cooperation projects such as PRECIoSA is satisfying those needs, giving the grantees the chance to observe the reality from another point of view, enlarging the perspectives of development without losing contact with their local needs. Besides, the very own experience of LA teachers/researchers will represent a knowledge to be shared with the European colleagues. The PRECIoSA proposal addresses all the thematic fields of study targeted by the Lot 12. The project s beneficiaries will have the chance to take advantage of a large, diversified, and high quality education supply, thus acquiring capabilities and knowledge not yet available in their countries and hopefully creating a virtuous circle of supply and demand across the region. Nonetheless some main areas have been identified: Agricultural Sciences (01), Urban and Regional Planning (2.3 and 2.4), Transport and Traffic Studies (2.6), Education, Teacher Training (05), Geography, Geology (07), Public Administration (10.6), Biotechnology (13.4), Economics (14.3), Social Work (14.6), Development Studies (14.8).

4 The following subjects will hence be prioritized: environmental sustainability, renewable energy, climate change; conflict prevention, human rights, democracy and civil responsibility, indigenous people s rights, migration, gender equality; education and culture; good governance and strengthening of the State s function. The Project will address in particular to the needs of the Andean region and of Group A countries: Bolivia, Ecuador, Paraguay, Peru. With 6 out of 14 countries involved Brazil, Peru, Colombia, Venezuela, Ecuador, Bolivia Amazonian basin will also be a prior theme. All specific country needs of the targeted Countries will nevertheless be taken into account.
