Seeing as how there is no Arts Committee, it might be an idea to have the item put on the COW agenda so that Council may have a discussion on this project and hear what they would like to do. Or maybe it could be an Arts Council project working with both the District and Telus. As former chair of the district s arts committee, I had provided a brief summary of what would be required and drafted a letter to Telus for signature. As you may recall, Telus had agreed to fund this project and the district would just assist in narrowing down the choices for selection. As spring is approaching and the general manager at Telus may need to seek budget approval, you may wish to act soon on this. I think it s a great 150 th project that will be highly visible and set the bar for similar projects. Given it is of little if any cost to the district it is worth making an effort to pursue. 4 Excerpt from Sooke Program of the Arts Committee FINAL Report Dated: November 2016 Telus Proposal The SPA did not address this project idea until later in its mandate. The proposal was that a mural be painted on the Telus building in the downtown core. A meeting was held with the Telus representative who indicated a willingness to fund the project along the theme of Art and Adventure, would be future oriented (consistent with the Telus theme of The Future is Friendly ), colorful and which would focus on the variety of outdoor adventure opportunities in the Sooke area (Potholes, beaches, zipline, kayaking, mountain biking, trails etc.). The mural would also be blended with new front landscaping. The District would support by arranging a call for artists to paint the mural, with Telus having the final selection. At the request of Telus, a draft proposal was prepared by SPA and sent to Council and staff for consideration before being sent to Telus. To date no response has been received by Council or staff on the proposal. The proposal has not been sent to Telus. As SPA will be replaced with a new arts and culture committee, it will be incumbent on the new committee and the district to assist Telus with the selection process. SPA members were hopeful that this mural would be the beginning of a series of other murals in Sooke along a similar theme. The side of the government liquor store was suggested as another potential site and the property management contact indicated a willingness to consider. Page 4 of 14
5 Sooke Program of the Arts July 27, 2016 Meeting Minutes Agenda Topic: Presenter: Telus Building Mural Drew Johnston Discussion: Mention was made that the Communities in Blooms judges did not find the Telus building very attractive in its prominent location downtown. The possibility of approaching Telus to fund the preparation of a mural on the building and landscape its front property was discussed. There is a need to have the committee complete a major public artwork. A working group of Brenda Parkinson, Drew Johnston and John Russell was established to enter into discussions with Telus. Brenda Parkinson is to establish initial contact. Motion: That a working group be established to enter into discussions with Telus to complete a mural and landscaping at their building in downtown Sooke. CARRIED Sooke Program of the Arts September 28, 2016 Meeting Minutes Agenda Topic: Update: Telus Building Discussion: Telus wants the mural to reflect their The Future is Friendly slogan. They have asked that the mural be colorful, eco-friendly and youth-oriented and future oriented. Telus will provide funding for the mural. District of Sooke and SPA can assist in a call for artists and presenting options to Telus. The building will require landscaping and trees/shrubs removed. 9 Official Community Plan Review Update RECOMMENDATION: The Committee recommends to Council, THAT the report dated May 1st, 2017 entitled Official Community Plan Review Update, be received for information. Report Summary: The Official Community Plan (OCP) represents the community vision for the future and provides a framework to guide growth and decisions about the use and management of land and resources within the District of Sooke. The OCP describes how and where residential, commercial, and other types of development will occur; defines the provision of necessary road, water, sewer, and other infrastructure upgrades, extensions to service development; and provides policies impacting environmental, economic, community health and well-being. This report has been prepared to provide an overview of the key issues and concerns raised during the individual meetings held with Council members over the past few weeks. Previous Council Action: At the January 23rd, Committee of the Whole meeting, Council requested that staff conduct one-on-one meetings with each member of Council to identify areas of concern and improvement for the revised OCP. Report: Table A provides a summary of key topics raised by Council members during their individual interviews. The results are ranked in two levels; most prevalent and less prevalent discussion topics. It should be noted that while, all topics presented in the table below are important to Council members and the District, the most common topics identified were brought up by more than half (+50% or +4/7) of participants. The one-on-one meetings were held in an informal fashion allowing for the free form sharing of thoughts. One Council member submitted comments in a written format. Their collective comments provide valuable insight for staff regarding key concerns for future growth of Sooke. At this meeting, staff will provide the opportunity for a round-table discussion on each of the key topics identified. Notes will be taken from the results of each discussion topic, combined with the OCP, Plan Sooke Now community consultation results, as well as relevant information from the existing 2009 OCP, Bylaw 400, to form the key policy review areas for the revised OCP. Leadership Establishment within OCP (community engagement) Climate Change ALR First Nations Sewer Infill vs. Sewer Expansion (Urban Sprawl and Infill) Wayfinding Structure of OCP Economic Development + Tourism Strategic Land Acquisitions Legal Impacts: The intent of an OCP is to set out the community vision and 'course of action' for the Plan Area through a document that outlines the policies needed to achieve those goals. In addition, as the Capital Regional District has an adopted Regional Growth Strategy (RGS), the Local Government Act (LGA) requires that the OCP be consistent with the RGS. Section 478 of the LGA prohibits the adoption of bylaws and the undertaking of any works, following the adoption of an OCP that are inconsistent with the plan. Section 477 of the LGA outlines a series of steps for adoption of an OCP which include consideration of the plan in conjunction with the District s financial plan and referral of the plan to the Agricultural Land Commission (ALC). A public hearing is required and each reading of an OCP bylaw requires an affirmative vote of all council members, rather than majority of those present and voting. 11 Frequently Asked Questions: What is an Official Community Plan? The Local Government Act defines an Official Community Plan as "a statement of objectives and policies to guide decisions on planning and land use management, within the area covered by the plan, respecting the purposes of local government". Why is Council being asked about key topics and not the public? Council has provided OCP feedback in order to substantiate results previously received from the community through the public input process (PlanSookeNow) that was held in the summer and fall of It should be noted that the OCP public engagement process, included opportunity for public comment on many of the same topics that have been brought forward by members of Council. Strategic Relevance: Community Planning Enhancing Community Livability (Council s 2017 Strategic Plan priorities must be consistent with the Official Community Plan.) 13 2) Legal Requirements of an Official Community Plan Local Government Act Content and process requirements 473 (1) An official community plan must include statements and map designations for the area covered by the plan respecting the following: (a) the approximate location, amount, type and density of residential development required to meet anticipated housing needs over a period of at least 5 years; (b) the approximate location, amount and type of present and proposed commercial, industrial, institutional, agricultural, recreational and public utility land uses; (c) the approximate location and area of sand and gravel deposits that are suitable for future sand and gravel extraction; (d) restrictions on the use of land that is subject to hazardous conditions or that is environmentally sensitive to development; (e) the approximate location and phasing of any major road, sewer and water systems; (f) the approximate location and type of present and proposed public facilities, including schools, parks and waste treatment and disposal sites; (g) other matters that may, in respect of any plan, be required or authorized by the minister. (2) An official community plan must include housing policies of the local government respecting affordable housing, rental housing, and special needs housing. (3) An official community plan must include targets for the reduction of greenhouse gas emissions in the area covered by the plan, and policies and actions of the local government proposed with respect to achieving those targets. (4) In developing an official community plan, the local government must consider any applicable guidelines under section 582 [provincial policy guidelines]. In addition to the required content outlined above, an OCP may also include the following: a) policies relating to social needs, social well-being, and social development; b) A regional context statement, consistent with the rest of the plan of how matters referred to in section 429 (2) (a) to (c)[required content for regional growth strategy] and other matters dealt with in the plan apply in a regional context; c) policies respecting the maintenance and enhancement of farming on land in a farming area or in an area designated for agricultural use in the OCP; and, Page 13 of 14
14 d) policies relating to the preservation, protection, restoration, and enhancement of the natural environment, its ecosystems, and biological diversity. e) in cases where a matter is not within the jurisdiction of the local government, the plan may only state the broad objectives unless the minister has required or authorized the local government to state a specific policy. Development permit areas (DPA) may be used to achieve some of the objectives identified in an official community plan. A DPA can be designated to: protect agricultural land, protect the natural environment, and guide the form and character of development. This authority can also be used to achieve climate action goals, including: energy conservation, water conservation and GHG reduction. Tools such as the Community Infrastructure Planning Decision Support Tool can assist local governments in determining the long-term lifecycle costs and asset management costs of alternate development scenarios being considered during the development of an OCP. From a legislative and Regional District policy perspective, the OCP can also consider policies contained in the Regional Growth Strategy and other plans and policies for the Capital Regional District such as the Regional Climate Action Strategy (RCAS). Although not a requirement, this plan aims to guide the actions that the CRD will undertake over the next five years to address climate change in the region. These actions build off the work that is already being done by the local governments in the region and the direction provided in the CRD Regional Growth Strategy (RGS). The following list summarizes the eight RCAS goals, and their possible outcomes which should be consistent with the OCP. Goal 1: Developed urban areas are compact and complete Goal 2: Transportation is low carbon Goal 3: Buildings conserve water and energy, and minimize contributions to climate change Goal 4: Green spaces, parks and blue spaces are valued as natural assets that reduce our contributions to climate change Goal 5: Waste generation is minimized, and remaining waste is transformed into a resource Goal 6: Regional vulnerabilities to the impacts of climate change are well understood Goal 7: Communities are prepared to respond to the impacts of climate change Goal 8: Natural assets are resilient to the impacts of climate change Other considerations to address will include ensuring updated information to improve inventories such as housing or employment lands, recognizing changes to Federal and Provincial Legislation; and indicators and targets to reinforce policy directives such as those for greenhouse gas emissions or homelessness.
