1 DISTRICT OF BARRIERE MINUTES OF A REGULAR COUNCIL MEETING Held on Monday, January 19, 2009 at 7:00 p.m. In the Council Chambers at Municipal Hall 4936 Barriere Town Road Barriere, B.C. Present: Also Present: Mayor Mike Fennell Councillor Ron Glanville Councillor Rhonda Kershaw Councillor Pat Paula Councillor Virginia Smith Councillor Ward Stamer Councillor Glen Stanley Wayne Vollrath, Chief Administrative Officer Nora Johnson, Finance Officer Tasha Buchanan, Administrative Assistant Mayor Fennell called the meeting to order at 7:10pm. 1. ADOPTION OF AGENDA Seconded by Councillor Stanley That the January 19, 2009 Regular Council Agenda be approved. 2. ADOPTION OF MINUTES Moved by Councillor Stanley Seconded by Councillor Kershaw That the January 5, 2009 Regular Council Meeting Minutes, as amended, be adopted with the following correction: Under Section 5 (iii) to replace Councillor Kershaw inquired as to how the District can define the road width without a completed OCP. with Councillor Kershaw inquired as to how the District could implement or enforce the study without a completed OCP. 3. PETITIONS AND DELEGATIONS Ministry of Transportation Dave Nadin Mr. Nadin was not present.

COMMITTEE REPORTS Parks, Economic Development & Tourism Committee a) The Committee reported to Council that the hiring of a seasonal employee to assist in keeping Barriere Town Road litter free, ensuring planters are maintained and to supervise the summer water students, was discussed. Moved by Councillor Smith Seconded by Councillor Stanley THAT Council direct staff to prepare a job description with the assistance of the Committee, place an ad, short list, arrange interview schedule and have hiring Committee conduct interviews and further that the position should be filled by March 27, b) The Committee reported that the Ministry of Transportation has advised that they will no longer be maintaining the triangle at the entrance of Barriere. The Committee suggested seeking assistance regarding plant material in that area and suggested the construction of a low sign with the Barriere logo be placed in the triangle. The Committee recommended a budget of $500 be set for the purchase of plant material. Councillor Smith noted that Bodil Leamy has agreed to compose a plant list and layout for the triangle as a donation. Councillor Smith noted that at this time, simple annuals would be cost effective and low maintenance. It was noted the District would provide a tax receipt for the donation. Councillor Paula pointed out that council needs to restrict the height of the sign so that traffic visibility is not compromised. Seconded by Councillor Glanville THAT the District of Barriere accept Brodil Leamy s donation to compose a plant list and layout for the triangle at the entrance of Barriere, that the District authorize a budget of $500 for the purchase of plant material, that a sign be designed for the park, that the Cooper family be contacted to see if their $1,000 donation could be used for this sign and that the parks person do the planting and maintenance. c) The Committee reported that there are currently many trees in Bradford that need to be removed due to safety reasons. Councillor Stamer reported that the work could be completed on January 24, 2009 by Stamer Logging at no charge to the District.
3 Seconded by Councillor Smith THAT the District of Barriere authorize Stamer Logging to remove the hazard trees on Bradford park at no cost to the District and further that the District will issue a tax receipt for the service. d) The Committee noted there are debris piles in the ball parks that need to be burned. Moved by Councillor Stanley Seconded by Councillor Stamer THAT the District of Barriere advise the Fire Chief to have the small debris piles burned as soon as possible. e) The Committee presented Council with a rough drawing of a suggested Welcome to Barriere sign to be constructed in the triangle at the entrance of Barriere. Councillor Stamer suggested seeking public input via our District ad in the local newspaper for suggestions as to the design of the sign. Councillor Kershaw suggested in addition to seeking public input through the local newspaper, that the District seek public suggestion at the next Community Parks Master Plan Public Meeting. 5. BYLAWS There were no Bylaws for review 6. STAFF REPORTS TNRD Planning and Building Services Wayne Vollrath, CAO At the October 20, 2008 Regular Council meeting, Council approved the contractual arrangements between the TNRD and the District of Barriere that the TNRD will provide Planning, Building Inspection Services and Emergency services to the District. Council was informed the cost for Building Inspection Services was originally set at $13,364. The TNRD has revised their cost estimate and will now provide this service of one day per week for $5,592. The reduction is to recognize the municipal staff and office contribution.
4 Council was informed that the Development Service (Planning) cost of $18,000 will be monitored very closely to determine if the activity level warrants the one day per week cost. Moved by Councillor Paula Seconded by Councillor Glanville THAT the Mayor and Corporate Officer be authorized to sign the Development Service (Planning) and Building Service contract with the TNRD for a 3 year term starting on January 1, (ii) Tourism/Economic Development Agreement W.Vollrath, CAO Moved by Councillor Stanley Seconded by Councillor Kershaw THAT Council approve the contract with the Chamber for 2009 for Tourism/Economic Development Services at a cost of $24,500 and further that Council authorize an initial payment of $12,250 at this time. (iii) Amendment to the District of Barriere Noise Control Bylaw No.0020 Wayne Vollrath, CAO Council was informed that a new section which gives Council the option of granting a noise permit outside the allowable construction hours of 07:00 hours to 22:00 hours should be incorporated into the District of Barriere Noise Control Bylaw No The amendment to the Bylaw would also include an Application for a Noise Permit as well as a Noise Permit. Seconded by Councillor Paula THAT Council approve an amendment to District of Barriere Noise Control Bylaw No.0020 to include a new Section 9 Temporary Noise Permits, Schedule A Application for a Noise Permit and Schedule B Noise Permit. (iv) Barriere Library Hours Council was informed that the TNRD has requested that the District of Barriere help to plan and advertise a community meeting to obtain public input on Barriere Library hours. Councillor Stamer suggested incorporating this meeting with the Community Parks Master Plan Public Meeting in order to obtain a larger audience for public input.
5 Moved by Councillor Paula Seconded by Councillor Kershaw THAT the District of Barriere assist the TNRD by helping to plan and advertise a community meeting to obtain public input on Barriere Library hours. (v) SILGA Convention Council was informed that the Southern Interior Local Government Association (SILGA) has agreed to have the District of Barriere cohost with Area P, the 2010 Annual SILGA Convention at Sun Peaks. (vi) TNRD Building Inspection Services Report December 2008 Council was submitted the TNRD December 2008 Building Inspection Services Report that indicates a year to date increase of 41.75% for 2008 over Councillor Kershaw asked that staff present Council with a more detailed breakdown of the reported figures to represent residential and commercial Building values at a future Regular Council meeting. 7. PROCLAMATIONS There are no proclamations 8. CORRESPONDENCE A. For Information British Columbia Economic Summit dated December 29, 2008 information on interactive two day summit featuring prominent speakers and B.C. cabinet ministers. (ii) Provincial Health Services Authority dated December 16, 2008 recent update regarding collaborations between the Provincial Health Services Authority and Interior Health. *Booklet available at Barriere Office. Mayor Fennell suggested that Council send a letter to the Provincial Health Services Authority outlining Barriere s need for an Assisted Living and Hospice facility within the District.
6 Moved by Councillor Stanley Seconded by Councillor Smith THAT Council send a letter to the Provincial Health Services Authority outlining Barriere s need for an Assisted Living and Hospice facility within the District. (iii) BC Assessment dated January 5, 2009 regarding unchanged property assessments, for the most part, from last year. It was noted that Mr. Meeks will be representing Barriere on the Clearwater BC Assessment Review Panel. Seconded by Councillor Paula THAT Council send a letter to Mr. Meeks thanking him for representing Barriere on the Clearwater Property Assessment Review Panel. (iv) BC Assessment dated January 5, 2009 highlights of 2009 Property Assessment Roll. (v) Union of BC Municipalities dated January 9, 2009 proposed regulations for home inspectors. (vi) Spirit of BC, Donna Kibble undated requesting representative to be part of ceremony. Mayor Fennell suggested that the District of Barriere present Amanda Coder, who is organizing Sport Fit Day for Spirit of BC Week at the Barriere Elementary School, with a grant of $100 to help fund the program. Moved by Councillor Stanley Seconded by Councillor Glanville THAT Council approve a grant of $100 to Amanda Coder to help fund Sport Fit Day for Spirit of BC Week in (vii) (viii) BC Assessment January 7, 2009 Assessments and Sales by Address. John van Dongen January 13, 2009 copy of letter sent to Mr. Robert Hobson, President of the Union of British Columbia Municipalities regarding standards for home and property inspectors in British Columbia.
7 (ix) Celebrate Canada Program and Guidelines Funding Application Form. *Booklet with application form available at District Office. (x) Canada Day Youth Award *Booklet available at District Office. B. For Action City of Langley dated December 11, 2008 requesting that the District of Barriere urge the Federal Government to seek a benign flame retardant alternative and establish a total ban on the use of polybrominated diphenyl ethers. Seconded by Councillor Paula THAT the District of Barriere send a letter to Prime Minister Stephen Harper asking that the Federal Government seek a benign flame retardant alternative and establish a total ban on the use of polybrominated diphenyl ethers. (ii) Leslie Stirling dated January 3, 2009 requesting council consider changing ground marker policy for the Cemetery Society to include standing markers. Councillor Kershaw noted that the addition of a Columbarium has been thought to prolong cemetery life by 25 years and could make an attractive addition to the Barriere Cemetery. Moved by Councillor Smith Seconded by Councillor Stanley THAT Council refer the subject of above ground markers to the Cemetery Society for comment to be brought back to Council. 9. MAYOR/COUNCILLORS REPORTS (ii) Councillor Smith reported that the January 13, 2009 Community Consultant Meeting was cancelled and has yet to be rescheduled. Councillor Kershaw reported that she, Councillor Smith, Nora Johnson and Wayne Vollrath met with Cathy McLeod on January 15, 2009 to discuss the current financial needs of the District and how Ms. McLeod can help Barriere access Federal funding.
8 (iii) Mayor Fennell reported that he was informed that he removed garbage that had been illegally dumped on Birch Lane. He suggested that Council inform staff of any reports of illegal dumping within the District so that it can be dealt with in a timely manner. 10.
