Hromadnik Valley Echo Pioneer 11 members of the public A) CALL TO ORDER: 7:00 p.m. with Mayor Taft presiding. 1) APPROVAL OF AGENDA Moved by Councillor Campsall; Seconded by Councillor Miller; BE IT RESOLVED THAT the Agenda for this Regular Meeting of Council be approved. B) ADOPTION OF MINUTES: 1) Minutes of the Regular Meeting (April 14 th, 2009) Moved by Councillor Brydon; Seconded by Councillor Hawes; BE IT RESOLVED THAT the minutes from the Regular Meeting of Council, held on Tuesday, April 14 th, 2009 are adopted as circulated. C) LATE ITEMS INTRODUCTION: D) PETITIONS AND DELEGATIONS: 1) Parks Canada Todd Keith presented to Council the Park Management Plan Review. SHORT TERM ACTION CHART: E) PUBLIC HEARING REPORTS & BYLAWS FOR RECONSIDERATION: F) UNFINISHED BUSINESS: 2 people arrived at 7:22 p.m.

2 1) CPR Lodge (Weir House) Nick Berzins presented to Council the most up to date information on the cost and possible location of the CPR Lodge Moved by Councillor Hawes; Seconded by Councillor Campsall; WHEREAS there is a decreasing supply of historical buildings remaining within the District of Invermere and it has been deemed important by the community to protect and maintain buildings reflective of our community history; AND WHEREAS there is a concerned and dedicated group of citizens who are committed to moving, protecting, and operating the former CPR Lodge (Weir House) in a manner that will recognize and celebrate our history as well as provide additional public space for community functions, groups, and meetings; THEREFORE BE IT RESOLVED THAT the District of Invermere lend its support in principle to the movement, placement, and restoration of the former CPR Lodge (Weir House) on an area of land east of the botanical gardens in the Pynelogs/Kinsmen Beach area; AND FURTHER THAT upon the successful formation of a new society or by working with an existing society, and after all details regarding the movement of the building and the exact location is organized to the satisfaction of the District of Invermere, the District of Invermere also commits to contributing $30,000 in cash towards the moving costs, and to provide water and sewer services to the building at a cost not to exceed $20,000; AND FURTHER THAT until the group of concerned citizens is registered as a non-profit society or has become part of an existing society, the District of Invermere will accept donations for the movement and restoration of the former CPR Lodge (Weir House). Amendment to main motion: Moved by Councillor Brydon; Seconded by Councillor Campsall; THEREFORE BE IT RESOLVED THAT the District of Invermere lend its support in principle to the movement, placement, and restoration of the former CPR Lodge (Weir House) on an area of land to be agreed to by the District of Invermere; 2 In Favour/3 Opposed DEFEATED Amendment to the main motion: Moved by Councillor Brydon; Seconded by Councillor Campsall; AND FURTHER THAT upon the successful formation of a new society or by working with an existing society, and after all details regarding the movement of the building and the exact location is organized to the satisfaction of the District of Invermere, the District of Invermere also commits to contributing $30,000 in cash towards the moving costs; 1 In Favour/4 Opposed DEFEATED

H) REPORTS REQUIRING ACTION: 1) Sidewalk Encroachment Agreement Quality Bakery, Candyland and Sportaccino s Moved by Councillor Hawes; Seconded by Councillor Miller; BE IT RESOLVED THAT Council approves right of way encroachment agreements for the placement of three (3) patio structures in parking stalls adjacent to Quality Bakery, Candyland and Sportaccino s for the purpose of sidewalk cafés.

4 2) Sidewalk Encroachment agreement Gordon Fraser Moved by Councillor Campsall; Seconded by Councillor Miller; BE IT RESOLVED THAT Council approves a sidewalk encroachment agreement for Gordon Fraser located on the sidewalk right of way adjacent to the Bank of Montreal. Council gave direction to staff to have a look at amending the Business Licence Bylaw No ) 2009 Columbia Basin Trust Community Initiative Funds Moved by Councillor Miller; Seconded by Councillor Campsall; BE IT RESOLVED THAT Council recommends the following allocation of funds from the 2009 Columbia Basin Trust Initiative Program: A.C.E. -$1,000 for C.R.A.F.T.(Columbia Recreation, Accessibility, Freedom & Tourism) Akisqnuknik Development Corporation -$1,500 for Cultural Heritage Festivals BC SPCA East Kootenay Branch -$1,000 for the Companion Animal Spay & Neuter Initiative Project Canadian Red Cross Society -$170 for the HELP program Columbia Basin Environmental Education Network -$1,300 for the Wild Voices for Kids program Columbia River Greenways Alliance Society -$4,000 for the Canal Flats to Spillimacheen Greenway workplan Columbia Valley Community Foundation -$9,635 for CBT Community Funding East Kootenay Addiction Service Society -$1,500 for the East Kootenay P.A.R.T.Y. program Invermere District Curling Club -$1,500 for the Bonspiel on the Lake infrastructure upgrade Kootenay Boundary Autism Society -$500 for the ACT Webcast subscription for the East and West Kootenays Lake Windermere District Lions Club -$8,000 for the 12 th Avenue Lions Park Lake Windermere District Lions Foundation -$10,500 for the Road to Rescue initiative Lake Windermere District Rod & Gun Club -$2,365 for the 2009 Community Range Expansion Project Toby Creek Nordic Ski Club -$5,000 for the Lake Windermere Whiteway Grooming Equipment Wildsight -$5,000 for the Healthy Waters Communities Lake Windermere Project (LWP) Wilmer Community Club -$2,000 for the Conrad Kain Park Improvements Windermere Valley Youth Centre Society -$1,500 for the Summit Youth Centre Sustainable Fundraising Plan Wings Over the Rockies -$665 for the Wings Over the Rockies Speaker Series I) REPORTS FOR INFORMATION:

5 J) CORRESPONDENCE REQUIRING ACTION: Moved by Councillor Campsall; Seconded by Councillor Brydon; BE IT RESOLVED THAT the following items of correspondence, numbered 1 to 6 in the agenda be received: 1) Wildsight -Request to paint the yellow fish symbol on the District of Invermere s storm drains with the J.A. Laird Grade 7 class. 2) Richard Hoar -Request to have a meeting with the Committee of the Whole regarding a community forest for the Upper Columbia Valley. 3) Residents of Johnston Road -Request to have a Special Meeting of Council regarding the excess traffic on Johnston Road. 4) Paws for a Cause -Request to co-sponsor the 4 th Annual Scotiabank BCSPCA Paws for a Cause walk for the animals on September 13 th, ) Town of Creston -Request to attend the 68 th Annual Creston Valley Blossom Festival Parade and the Annual Informal V.I.P. Reception. 6) Ambulance Paramedics of British Columbia -Request for a motion to support the BC Ambulance Service. Correspondence #1 Wildsight Moved by Councillor Campsall; Seconded by Councillor Hawes; BE IT RESOLVED THAT the District of Invermere approve Wildsight along with the grade 7 class at J.A. Laird to mark each downtown storm drain with a quote and a yellow fish symbol to remind people that the storm drains lead to fish bearing water bodies. Correspondence #2 Richard Hoar Moved by Councillor Campsall; Seconded by Councillor Hawes; BE IT RESOLVED THAT Council set up a Committee of the Whole meeting involving Richard Hoar, Rory Hromadnik and Steve Ostrander regarding a Community Forest. Correspondence #3 Residents of Johnston Road Moved by Councillor Hawes; Seconded by Councillor Miller; BE IT RESOLVED THAT Council set up a Special Meeting with the Abel Creek Strata Corporation and Johnston Road residents regarding the excess traffic and the future development around Johnston Road. The Valley Echo left at 9:30 p.m. Correspondence #4 Paws for a Cause Moved by Councillor Brydon; Seconded by Councillor Miller; BE IT RESOLVED THAT the District of Invermere co-sponsor the 4 th Annual Scotiabank BCSPCS Paws for a Cause walk for the animals on September 13 th, 2009.

6 Correspondence #5 Town of Creston Council directed staff to send a letter of regrets to the town of Creston regarding the attendance at their Creston Valley Blossom Festival Parade. Correspondence #6 Ambulance Paramedics of British Columbia Moved by Councillor Campsall; Seconded by Councillor Hawes; BE IT RESOLVED THAT Council direct staff to write a letter to the provincial government urging them to return to the bargaining table with the Ambulance Paramedics of British Columbia with an independent third-party mediator. K) CORRESPONDENCE FOR INFORMATION: Moved by Councillor Hawes; Seconded by Councillor Brydon; BE IT RESOLVED THAT the following items of correspondence, numbered 1 to 6 in the agenda be received: 1) Invermere Fire / Rescue -Aerial Apparatus -Wildland Interface Fires -6 Storey Wood Frame Residential Buildings 2) Ministry of Health Services -Thank you letter for the letter of support regarding the emergency department project 3) Province of British Columbia -Information regarding GamesTown ) Union of British Columbia Municipalities -Election Readiness Strategy 5) Ministry of Housing and Social Development -Partnership to create new homes for seniors and persons with disabilities 6) Honourable Mobina Jaffer, Q.C. British Columbia -Report on Black History Month Correspondence #1 Invermere Fire / Rescue Council directed staff to write a letter to Fire Chief, Roger Ekman, thanking him for the information and letting the fire department know that Council would like to discuss the subjects in the future. 1 person arrived at 9:42 p.m. Correspondence #5 Ministry of Housing and Social Development Moved by Councillor Miller; Seconded by Councillor Campsall; BE IT RESOLVED THAT Council would like staff to bring the possible partnership with the Province of British Columbia in the creation of new housing units for low-income seniors and persons with disabilities to the next Committee of the Whole meeting. L) NEW BUSINESS: Moved by Councillor Brydon; Seconded by Councillor Miller; BE IT RESOLVED THAT the next regular meeting of Council scheduled for Tuesday, May 12 th, 2009 be changed to Monday, May 11 th, M) PUBLIC QUESTION AND COMMENT PERIOD:
