1 To: From: Mayor Skeels and Council Kristen Watson, Manager of Finance Date: June 10, 2016 Meeting Date: June 27, 2016 Subject: Cove Bay Water and Snug Cove Sewer Local Service Area Expansion RECOMMENDATION That Bylaw No. 420, 2016 cited as Bowen Island Municipality Cove Bay Water System and Local Advisory Committee Purpose and Establishment Bylaw No. 9, 2000, Amendment Bylaw 420, 2016 be read a first, second and third time; and That Bylaw No.421, 2016 cited as Bowen Island Municipality Snug Cove Sewer Specified Area and Local Management Committee Purpose and Establishment Bylaw No. 10, 2000, Amendment Bylaw 421, 2016 be read a first, second and third time. PURPOSE To provide Council with information regarding draft bylaws intended to expand Cove Bay Water and Snug Cove Sewer Local Service Areas. ATTACHMENTS 1. Bowen Island Municipality Cove Bay Water System and Local Advisory Committee Purpose and Establishment Bylaw No. 9, 2000, Amendment Bylaw 420, Bowen Island Municipality Snug Cove Sewer Specified Area and Local Management Committee Purpose and Establishment Bylaw No. 10, 2000, Amendment Bylaw 421, 2016 BACKGROUND Further to Resolution No s, staff have prepared a draft bylaw which expands the sewer boundary to include all of Lot 2, which is Municipally owned. In addition to expanding the sewer boundary, staff believe that Council should undertake a housekeeping amendment to expand the Cove Bay Water Boundary to include the whole of Lot 2, as portions of the lot currently lie outside of the water district. Inclusion of the whole of Lot 2 will effectively facilitate the subdivision and subsequent sale of community lands. Draft bylaws to expand both the Cove Bay Water System and Snug Cove Sewer System Boundaries are included for consideration by Council. CONCLUSION Staff recommend that bylaws 420 and 421 be read a first, second and third time. 3 BOWEN ISLAND MUNICIPALITY Cove Bay Water System and Local Advisory Purpose and Establishment Bylaw No. 9, 2000, Amendment Bylaw No. 420, 2016 A bylaw to amend the boundary of the Cove Bay Water Supply and Distribution System Specified Area WHEREAS Council has established the Cove Bay Water System Local Service Area to provide a water supply and distribution system for the area; AND WHEREAS Council is authorized by Section 218 of the Community Charter to enlarge a Local Service Area; AND WHEREAS Council deems it necessary to include the whole of Lot 2 of the community lands, legally described as Lot B, Plan LMP44342, DL 490. PID Within the Cove Bay Water System Local Service Area; NOW THEREFORE the Council for Bowen Island Municipality in open meeting assembled ENACTS AS FOLLOWS: 1.0 CITATION 1.1 This Bylaw may be cited as the Bowen Island Municipality Cove Bay Water System and Local Advisory Committee Purpose and Establishment Bylaw No. 9, 2000, Amendment Bylaw No. 420, AMENDMENT 2.1 Boundary Expansion Schedule A of Bowen Island Municipality Cove Bay Water System and Local Advisory Committee Purpose and Establishment Bylaw No. 9, 2000, is hereby replaced with the revised Schedule A attached to this bylaw. The Cove Bay Water System Local Service Area is hereby enlarged with the addition of the remainder of: a) Lot B, Plan LMP44342, DL 490.
