2 BIHAR AGRICULTURAL UNIVERSITY SABOUR, BHAGALPUR No. 22/CS(HQ)/B.A.U., Sabour Dated: 27/01/2017 EXPRESSION OF INTEREST Expression of interest (EOI) in two bids system (technical and financial bids) are invited for empanelment for running Tissue culture laboratory at B.A.C., Sabour and EOI also invited to undertake the operation and management under Public Private Partnership project mode of running two projects named as Poly house Project & Bio- fertilizer Production running under Bihar Agricultural University, Sabour from registered and reputed agencies in field of Tissue culture production, Poly house Project & Bio- fertilizer Production. The bids should be for running of projects on PPP mode. A pre- bid meeting has been scheduled on at 12:00 PM. The bidders will have to submit sealed quotations in separate envelopes of EOI containing full technical and financial information along with supporting documents (company certification and past experiences of similar nature of work etc.) in hard and soft copies should reach in the office of the undersigned latest by upto 5.00 PM and the same will be opened on at 3:00 PM in the presence of the committee and bidders or their authorized representatives. The bids should be for running the laboratory on PPP mode. Initially the production would involve banana saplings but later on may be asked for other plants species too. B. 4 BIHAR AGRICULTURAL UNIVERSITY, SABOUR, BHAGALPUR, BIHAR NOTICE INVITING QUOTATION for Biofertilizer production Unit Sealed Notice Inviting Quotation are invited in two bid systems- Technical bid and financial bid, respectively, from ISO 9001:2000 certified manufacturers, expertise in production of biofertilizers, quality control and marketing of the product for agricultural use on Public Private Partnership Participatory Mode (PPP Mode) in the Biofertilizer production Unit (Annual production capacity-500 MT per annum), Bihar Agricultural University, Sabour, Bhagalpur. Eligibility Criteria 1. The agency must have expertise in manufacturing of biofertizers, its quality control, sales and marketing at least for last two years. 2. The agency must have undertaken research technology innovation including field trials and has implemented similar project with all components. 3.The bid should have contained detailed printed literature (in original) specification of products. 4.The firm should give certificate that the company or its sister company, if any, is not black listed by any institute or department within the country and also in abroad. 6.The firm may give a technical power point presentation before a high level technical committee, if asked to the compliance of the requirements of the University. 7. The firm having approval under DSIR as R & D Company by Govt. of India will be given preference. Terms and Conditions: 1. Rates quoted should be on FOR basis. University will not make any payment on transportation, packing, forwarding, insurance or any other charge etc. 2. The firm should mention their Sales Tax/VAT No. & TAN No. 3. (A) Excise duty, if any, should clearly be indicated. If included in the cost, the excise duty component should be indicated separately, as the University is exempted from imposition of excise duty for certain goods, with respect to research and teaching purposes. 5. In case of any dispute, the matter shall be referred to Hon ble Vice Chancellor, BAU, Sabour, Bhagalpur being sole arbitrator, whose decision shall be final and binding on both the parties. All disputes should be subject to Jurisdiction of Civil Court, Bhagalpur. 6. The University reserves all rights to reject/cancel any or all quotations received without any assigned reason.

5 7. Technical bid should consist of the following: i. Catalogue of the products. ii. VAT No./TIN No. should be mentioned clearly and Xerox copy of latest Sales Tax & Income Tax clearance certificate. iii. List of Institute/Organization where the concerned firm work and set up the biofertilizer unit. iv. The firms should enclose the photocopy of authorization certificate. v. The firms should enclose the photocopy of sold quantity of biofertilizers of last two years vi. Audited financial statement of the year and should be enclosed. vii. Each submitted sheet should be signed and stamped by the bidders. 8. Financial bid should consist of the following: i. Rate and VAT/tax charges. ii. Transportation, Insurance, License, packing, forwarding or any other charges will not be payable by the University. iii. Rates quoted should be on FOR basis. Availability of EOI Documents EOI can be collected from the RKVY, BAU, Sabour, Bihar Agricultural University, Sabour , Bhagalpur on any working day w.e.f to by paying non refundable DD of Rs 500/- only in favour of Comptroller, B.A.U., or downloaded from the website. In case of downloaded documents, application fee of Rs. 500/- as above will have to be submitted along with the EoI documents. The bidders are expected to examine all instructions, forms, terms, project requirements and other details in the EOI documents. Failure to furnish complete information as mentioned in the EOI documents or submission of a proposal not substantially responsive to the EoI documents is every respect will be at bidders risk and may result in rejection of the proposal. Detailed proposal in two sealed envelope boldly mentioned for technical bid and financial bid complying with above requirements is to be submitted and duly superscibed Project Proposal Quality biofertilizers production, sales and marketing. The Contractor/ Second Party shall Manage, Run and Up-keep the Tissue Culture laboratory and attached infrastructure for a period of three years. 2. The mother plants will be procured and confirmed from DBT recognized centers for virus indexing and genetic fidelity. Supply of desired plants will be worked up, so that disease free plaints are available for tissue culture. 3. The Land and Lab will be provided by Bihar Agricultural College, Sabour, (Bhagalpur) over which the captioned / said project will run. 4. Necessary arrangement will be made by the BAC / First Party for Electricity connection from the Franchise of BSEB. 5. The Second Party will provide Power back-up for the facility and will bear all running expenses, electricity bill etc. during the period of Contract.

7 6. The revenue generated by the center by virtue of the sale of the Tissue culture Plants shall go to the FIRST PARTY. 7. The distribution of the net profit shall be in suitable and agreed proportion between parties. After deducting the entire expences so permitted and agreed upon by the parties the balance profit shall be vested to the first party who will make the suitable and agreed percentage of the net profit to the Second Party. 8. The Taxes applicable shall be deducted from the bill of the Second Party as per rule and law from time to time in operation. 9. A committee of experts constituted by First Party will supervise the Management and work of the Second Party and during supervision if any defect is found and pointed out by the committee, the Second Party shall carry out such rectification at their risk and cost as rectification defects of the project during that period as and when the same occur. 10. If during the validity of the contract, First Party, comes to the conclusion that Second Party is unable to perform its role, it may appoint another Agency, to take over the tasks and function being performed by in any or all the work allotted, or may assume the role of the Second Party itself and terminate the agreement with Second Party. 11. 9 3. BIHAR AGRICULTURAL UNIVERSITY, SABOUR , BHAGALPUR Notice Inviting Quotation for Poly House Production Pre qualification Criteria: 1. Entrepreneur must be technically qualified and experienced in the field of protected cultivation or any other similar assignment. 2. Preference will be given to the candidates from resident of Bihar and having adequate experience in running a protected cultivation unit in Bihar. Introduction The state of Bihar is blessed with the unique agro climatic conditions that are favourable for growing different varieties of high value horticultural crops such as fruits, vegetables, flowers and medicinal and aromatic plants. However, the state is facing acute shortage of supply of quality produce and off season produce of vegetables, flowers and quality planting materials. Adequate and timely supply of vegetable, flower and quality planting material can take the scenario of horticulture of Bihar into a new height. The Government of Bihar envisages improving the quality of life of the rural population by widening their employment opportunities and increasing their income. More than 75 % of the population of Bihar, who lives in rural areas, depends for its livelihood on agriculture and its allied activities. The Government of Bihar is sensitive to the role of Agriculture in Economic development with a vision of: Greater wealth creation for farmers and farm labourers Offer a sustainable increase in productivity Ensures Food Security Offer higher value addition to agricultural produce and exports Conservation of water resources through micro irrigation Judicious use of all agricultural inputs/ resources

10 To achieve this vision, the Government of Bihar through its Agricultural University implements various horticulture developmental programmes. Bihar Agricultural University, Sabour is very keen to encourage farmers/ entrepreneurs to adopt protected cultivation method by implementing High Tech Cultivation Technologies such as Green house / Shade net House / Poly house structure with the following purposes: 1) Provides favourable micro climatic conditions for the plants 2) Round the year production of high value horticultural crops 3) Higher yield with better quality per unit area 4) Conserves moisture thus needs less irrigation 5) Helps to control pest and diseases thus minimum pesticide loads for food safety 6) Helps in hardening of tissue cultured plants 8) Helps in raising early nurseries 9) Round the year propagation of planting material is possible 10) Protects the crops from wind, rain, snow, Birds, hail etc. 11) Generates self-employment opportunities for educated youth. Development of protected cultivation unit to a large extent is one of the major remedy to the shortage of quality vegetable, flower and planting materials. Round the year supply of quality vegetable, flower and disease free planting material can make the farming enable to produce the crop round the year for getting remunerative prices. Round the year production of horticultural produce will also encourage the setting up of processing unit where horticultural produces are the primary raw materials. In this backdrop, Bihar Agricultural University, Sabour has established a protected cultivation unit at Sabour , Bhagalpur (Bihar). Current Proposal The current proposal is to roll out one protected cultivation unit at Sabour, Bhagalpur for operation and maintenance to the private partner on PPP mode. All components have already been developed by university. However, some additional facilities referred under section Additional Infrastructure is envisaged for smooth operation and

11 maintenance of the poly house complex. This additional infrastructure has to be developed by private partner using their own resources. Technical Specifications The poly house complex is designed as different units in various sizes at one place. The complex has adequate space and equipment for Media Preparation, preparation of plant sapling and cultivation of different crops. The poly house complex is equipped with all necessary equipments for production of high value horticultural crops. All the units are fitted with various type of filters, ventury system and fogger and drips of adequate capacity along with proper supply of electricity. EOI Issuing Authority This Expression of Interest (EOI) is issued by Directorate of Administration, Bihar Agricultural University intended to short-list potential bidder. Competent authority decision with regard to the short-listing of bidders through the EoI shall be final and the university reserves the right to reject any or all the bids without assigning any reason. Pre bid Meeting Nodal Officer, RKVY, B.A.U., Sabour will host a bidders Conference at the address given under section EOI Issuing Authority. The conference is tentatively scheduled as per the schedule given in the section Tentative Calendar of Events. The interested entrepreneurs may attend the bidders conference at their own cost. The purpose of the conference is to provide bidders with any clarifications regarding the EOI. It will also provide each bidder with an opportunity to seek clarifications regarding the aspect of the EOI and the project. The venue for the bid conference will be at the address given in section EOI Issuing Authority. Instruction to bidders

13 1. This EOI is not an offer and is issued with no commitment. University reserves the right to withdraw the EoI and change or vary any part thereof at any stage. University also reserves the right to disqualify any bidder should it be necessary at any stage. 2. University reserves the right to withdraw this EOI if University determines that such action is in the best interest of the University. 3. Short-listed bidders along with other bidders, if required would be issued formal tender/ Request for Proposal inviting their technical and commercial bids at a later time. 4. Timing and sequence of events resulting from the EOI shall ultimately be determined by University. 5. No oral conversations or agreements with any official, agent or employee of University shall affect or modify any terms of this EOI and any alleged oral agreements and arrangements made by a bidder with any department, agency, official or employee of University shall be superseded by the definitive agreement that results from this EOI process. Oral communications by University to bidders shall neither be considered binding on Nodal Officer, RKVY, B.A.U., Sabour nor shall any written materials provided by any person other than Directorate of Administration, B.A.U. 6. Neither the bidder nor any of the bidder s representatives shall have any claims whatsoever against Nodal Officer, RKVY of B.AU. or any of their officials, agents or employees arising out of, or relating to the EOI or these procedures (other than those arising under definitive service agreements with the bidder in accordance with the terms thereof). 7. Applicants who are found to canvass, influence or attempt to influence in any manner the qualification or selection process, including without limitations, by offering bribes or other illegal gratification, shall be disqualified from the process at any stage. 8. Each applicant shall submit only one Pre-qualification requirements proposal. 9. For the bids received before the last date and time of bid submission, the proposals and accompanying documentation of the Pre-qualification proposal will become the property of University and will not be returned after opening of pre-qualification proposals. University is not restricted in its rights to use or disclose any or all of the information contained in the proposals and can do so without compensation to the bidders University shall not be bound by any language in the proposal indicating the confidentiality of the proposal or any other restriction on its use or disclosure. 10. By submitting a proposal, each bidder shall be deemed to acknowledge that it has carefully read all sections of this EOI, including all forms, schedules and annexure hereto, and has fully informed itself as to all existing conditions and limitations.

Cancel any or all quotations received without any reason Evaluation of Pre Qualification Proposal The bidders Pre Qualification Proposal in the bid document will be evaluated as per the requirements specified in the EOI and adopting the pre-qualification criteria spelt out in this EOI. The bidders are required to submit all required documentation in support of prequalification criteria specified as required for evaluation. The Pre-qualification Proposal should be submitted in the sealed envelope with the following details. Bidders are requested to submit their responses for Pre-qualification Requirements in three (3) parts clearly labeled according to the following categories. 1. Part I Covering Letter Covering letter from the bidder as per the format provided in Annexure Form I 2. Part II Details of the Organization/Entrepreneur This part must include a general background of the respondent organization/ entrepreneur (limited to 400 words) along with other details of the organization/ entrepreneur l as per the format provided in the EOI (Annexure Form II). Enclose the mandatory supporting documents listed in format. 3. Part III Relevant Project Experience Respondents must provide details (Nature/ scope of the project, project value) of the project experience as per the format provided in the EOI (Annexure Form III). The projects mentioned here should match with the projects quoted by the respondents in order to satisfy the qualification requirements. Enclose the mandatory supporting documents listed in format.
