3 PUBLIC WORKS/UTILITIES (PWUC) COMMITTEE MEETING MINUTES Monday, March 16 th, :30 p.m., Park View Room 1. Roll call. Meeting was called to order at 6:33 pm by Mr. Kressin Present: Mr. Haas, Mr. Domaszek, Mr. Casperson, Mr. Harley, Mr. Gutierrez and Mr. Coons Absent: None Also Present: Mr. De Angelis and Mr. Paul Jr. 2. Review and act on Minutes from February 16 th, 2015 Mr. Gutierrez moved and Mr. Haas seconded to approve the February 16 th, 2015 minutes as written. Motion carried Discussion on Municipal Fiber in the Village Ted Eull Mr. Kressin introduced Mr. Eull whom presented information about the quality of service and internet speeds relative to homes and businesses serviced by fiber vs. coaxial cable and asked that a committee be developed to explore the feasibility to bring fiber service to the Village of Elm Grove in a capacity allowing for reasonable service costs which in many cases would be less expensive or similar to existing rates but have speeds 100% faster to accommodate businesses and homes that utilize the internet for personal and business purposes. After a period of discussion, Mr. Kressin moved to establish an Ad Hoc Committee to investigate the opportunities of bringing fiber to the Village as well as what Municipal/Private relationships could consist of. Mr. Ted Eull and Mr. John Klein volunteered to be resident representatives on the committee and were accompanied by Mr. Kressin and Mr. Haas from the PWUC. Mr. De Angelis informed the committee that he would also contact Krueger Communications to see if they would like to be part of the Ad Hoc Committee as well. The committee will report back to the PWUC once sufficient information can be obtained. 4. Update on Pilgrim Pkwy Culvert Replacement Mr. Paul informed the committee that the project is scheduled to start on Saturday March 28 th, 2015 and run through the weekend until completion on Monday, March 30 th, Businesses have been notified in person of the project and residents in the condominiums and the City of Brookfield will be notified this week. Mr. De Angelis informed the committee of the contractor s request to possibly close the street late Friday evening in order to get a jump start on the project to ensure knowledge of the soil conditions and to determine if there would be a need for any additional materials in advance. Mr. De Angelis also stated that the contractor would utilize a small traffic control operation allowing vehicular traffic to flow earlier in the day on Friday so the contractor could get the road cut and other noisy activities completed during the daytime. The committee appreciated being informed. Committee members were concerned about the noise, but since the loud work will be accomplished during daylight hours, intermittent back up alarms would not be too disruptive. The committee reviewed and discussed the detour plan to ensure signage and access where needed was appropriate. 5. Update on Watertown Plank Road Bridge Mr. De Angelis discussed the details of the memo he had prepared for the committee regarding the unknown funding availability for the next round of DOT Bridge funding and other State funding moving forward in the future and therefore recommended proceeding with replacement of the bridge by the Village versus repair with which the $100,000 spent on repair would not lend to any part of the replacement and therefore be an unnecessary step and cost, and to proceed without applying for funding through the program. Mr. De Angelis explained that this would help streamline the process, allow the Village a little more flexibility on the design of the project as well as circumvent WisDOT processes and reviews and thus save approximately $100,000
4 from that alone. Mr. De Angelis added that the Village of Menomonee Falls and City of Muskego were also moving forward with replacement of failing bridges on their own as well as a result of the funding issues of the state program. Mr. Kressin inquired about funding the project though a TIF, in which Mr. De Angelis mentioned it would have to me an amended TIF and it would help to find out what is going to happen with some of the outstanding potential developments first. Mr. Kressin mentioned that it would be wise to engage in talks with adjacent owners and any new potential developments to get everyone on board and informed ahead of time. Mr. De Angelis did confirm that a majority of the businesses and owners have been kept informed but further information will be communicated as it becomes available. Discussion on what type of design should be utilized and how to plan for other projects that will be affected will be determined once costs and additional plans are obtained. Mr. Haas also indicated that this should also obtain general approval from the Board before proceeding. The topic will be addressed at the next board meeting the week of March 23 rd, Update on refuse and recycling Mr. De Angelis explained that the new recycle bins would be delivered on March 25 th for those who have Wednesday pick up dates, March 26 th for those who have Thursday pick up dates and March 30 th for those who have Monday pick up dates. All information will be in the literature accompanying the container as well as on the Village Webpage. Mr. De Angelis added that Stu Elliot from Ace Hardware will stock wheel bases for the containers at $25.99 each should residents want to add wheels to their container. Mr. Haas mentioned that it should be highlighted better on the webpage with similar information similar to the information in the literature that will be handed out. Mr. De Angelis explained that the information was uploaded as a Public Works alert and the information is readily available on the Public Works Page with a link from the homepage. Mr. Haas said it would be advantageous to have the information front and center as well. 7. Update and possible recommendation on street sign logo Mr. Paul presented two additional samples of the Village logo placed on the street name signs for the committee to compare and comment on. The discussion included concerns about consistency and readability as before and therefore a final decision between 2 logos lead to the choosing of the separate 3 trees logo prevailing over the bordered and pillared logo. Mr. Paul will order a handful of the chosen log and have them installed for further review. 8. Update on Public Works Projects Mr. Paul directed the committee to review the handout listing the Future Public Works Project list in which a discussion ensued over general points on each project and what should be added. Mr. Paul also informed the committee of the near full salt shed resulting from our minimal snow removal activities this winter and that we will have taken our full reserve amount for the season. Mr. Kressin asked that a copy of proposed pathways and updated costs also be included for the next meeting to share with and confer with the Public Safety Committee and the Park and Recreation committee in regards to their park and open space planning discussions. 9. Other business None. 10. Adjourn. Mr. Domaszek moved and Mr. Harley seconded to adjourn. Motion carried 7-0. Meeting adjourned at 7:58 pm. 24 Public Works Committee, I wanted to introduce a few key items for your review and consideration. I would like to request some street notification improvements at and near Knoll Road. First would be for some sort additional Business signage on the intersection of 124 th Street/ Watertown plank road. I don t have specific ideas just general examples I could share. We find it gets customers trying to locate our office building confused if there are businesses down the split road and also what side should they be on. The goal of this signage would be to provide more clarity on what is down the road so people looking for any business on Knoll Road can understand easier how to get there. We have many clients come to our office and suggest it and it makes sense to also help avoid people trying to get to UPS distribution plant on other side of tracks or to Bluemound. I would suggest perhaps naming the buildings for multi-tenant structures, and perhaps business names for those who own their building or have been there a while such as Krueger or COD Company. Below are some general examples for conversation purposes: Second is for some additional signage on the Knoll Road (South 124 th at split in road) for casual drivers regarding: - No thru to Bluemound - Two lane road Not One Way We get at least 10 cars a day turning around in our parking lot or neighbor businesses or houses trying to get to Bluemound Rd. I assume it is because of freeway ramp closure and watertown plank being the only access off freeway to bluemound. It is a high volume which is increasing more recently. I wanted to mention it for the safety of walkers (people think it is a one way and drive in middle as well), residents and of course the few businesses down here.
