ITEM MUNICIPAL PLANNING COMMISSION MEETING MINUTES- SEPT. 10, 2014 Motion Councillor Martens moved to receive for information. ITEM MUNICIPAL PLANNING COMMISSION MEETING MINUTES- SEPT. 29, 2014 Motion Councillor Van Rijn moved to receive for information. ITEM REGIONAL PATHWAY Mayor Craig stated the County has asked the Town of Coaldale, City of Lethbridge and SMRID to support Lethbridge County s application for an Alberta Community-Intermunicipal Collaboration Grant to cover the cost of a consultant s study aimed at estimating the total cost and determining the feasibility of creating a regional pathway linking the Town of Coaldale and the City of Lethbridge. Motion Councillor Martens moved to support the County s application for an Alberta Community-Intermunicipal Collaboration Grant. ITEM COMMUNITY FUTURES Darlene Sinclair from Community Futures gave a presentation to Council. Community Futures is a non-profit organization that has been around for 25 years. They specialize in economic development for communities as well as alternative lending. Community Futures offers flexible, affordable loans to support business growth, coaching, and training. Sinclair said typically year olds are the largest group starting businesses and borrowing from Community Town of Coaldale 2

3 Futures. Community Futures has approximately 122 clients and they lent out over $2 million last year. Sinclair said she would like to see more home based businesses move into the downtown core. Whether businesses are looking for start-up cash, responding to increased demand, ready to expand into new markets, Community Futures has the resources to help. ITEM ESTABLISHMENT OF POLICE COMMITTEE/ADVISORY MODEL Mayor Craig said Inspector Glenn de Goeij with the RCMP was recently in Coaldale and the issue of establishing a police committee or police advisory committee was discussed. Mayor Craig said some communities are shifting to a police advisory committee. Councillor Van Rijn asked if Inspector de Goeij would come and explain the pros and cons of a police committee/police advisory committee. Mayor Craig suggested Gloria Ohrt from the Solicitor General s office would likely give a presentation on the subject. Councillor Duda noted that a public complaint director is not required on a Police Advisory Committee; however it is a requirement of a Policing Committee. Councillor Duda felt that it is important to have someone from the public on the committee as it takes away the perception of bias. Councillor Duda asked whether a public complaint director could sit on the police advisory committee although it is not a requirement. Motion Councillor Van Rijn moved to table this discussion for a future meeting. ITEM POOL REPAIRS Andrew Saje gave an update regarding the wall in the pool basement. The repair and the engineering to secure the wall for the life of the building will be just under $8000. This is within Saje s operating budget so there won t be a decision required from Council. The two sections of the wall in the pool basement will be secured by nine webbed columns. Town of Coaldale 3

4 Councillor Van Rijn asked Saje if they are going to straighten the wall at the pool. Saje stated this will only hold the wall in place; no straightening. Saje said they will be damp proofing too. CAO Larry Davidson asked Saje if the concrete floor can carry that load. Andrew Saje confirmed the floor can carry the load and stated the engineer that stamped the drawings did a site analysis and he will be installing the columns himself. Motion Councillor Martens moved to receive for information. ITEM SEPTEMBER 2014 BANK RECONCILIATION Michelle Overbeeke presented the bank reconciliation for September Council asked that the cheque lists be presented to Council like they have been in the past. Motion Councillor Martens moved to approve the bank reconciliation for the month of September Minister Kyle Fawcett-Flood Mitigation CAO Larry Davidson had been trying to arrange a meeting with the Minister of Environment and Sustainable Resource Development to discuss the Towns flood mitigation efforts. A meeting has been confirmed for Nov. 13, 2104 at 3:30 p.m. at the Birds of Prey Centre. ITEM CAO Report CAO Davidson stated flood assistance funding is available through Alberta s Disaster Recovery Program. Registration dates are Nov. 24 and Nov. 25 at the Coaldale Public Library. Residents who experienced damage not covered by insurance can attend the temporary registration centre in Coaldale. Town of Coaldale 4

5 Davidson attended the Health Advisory Council meeting with Mayor Craig. The South zone serves a population of 288,402 and covers an area from the U.S. border to south of Claresholm, Grassy Lake to the east and the BC border on the west. Davidson said the meeting was very interesting. Motion Councillor Abrey moved to receive the CAO Report for information. ITEM DEVELOPMENT STATISTICS Motion Councillor Duda moved to receive for information. ITEM COALDALE & DISTRICT EMERGENCY SERVICE STATISTICS Motion Councillor Martens moved to receive for information. ITEM INFORMATION ITEMS Motion Councillor Duda moved to receive 9.1 and 9.2 for information. Motion Councillor Van Rijn moved Council go In Camera at 6:15 PM. Motion Councillor Duda moved Council come out of the In Camera session at 9:14 P.M. ITEM LAND MATTER-Delegation Motion Councillor Van Rijn directs administration to negotiate an MOU Between the Town, the County and Mr. Bergen of the Seasons Mobile Home Subdivision to undertake required repairs for RR-20-1 and Town of Coaldale 5

6 determine suitable timelines. Such MOU shall be a one-time repair and remain separate from the existing dust abatement agreements. Motion Councillor Abrey moves to authorize administration to negotiate with Mr. Bergen, owner of Station Grounds Mobile Home Park, regarding the installation of individual water meters to each mobile home. Such agreement shall include amendments to our Utility Bylaw for the flat fees for water and sewer services. ITEM LAND MATTER Motion Councillor Martens moves that Council direct administration to initiate the subdivision application process for those lands legally described as Lot 1, Block 4, Plan , Lot 1 Block 5, Plan ; Block 1, Plan Motion Councillor Van Rijn moved that Council authorize administration to purchase up to 0.20 acres of land from the Canadian Reformed Church of Coaldale for the purpose of realigning the s-curve/east-west orientation of 21 st avenue; further, that the purchase price be determined by using the per-acre appraised value of the municipally owned property of 2108 Land O Lakes Drive (Lot 1, Block 4, Plan ). Motion Councillor Abrey moves that Council authorizes administration to spend up to $65,000. in order to facilitate the logistical requirements of the West Coaldale subdivision project. Further, that said funds be taken from the Towns land sale reserve. Town of Coaldale 6

7 Motion Councillor Duda moved that Council direct administration to take the steps necessary to amend the area structure plan of West Coaldale in order to facilitate changes to the proposed size and location of 21 st Avenue. Michelle Overbeeke, Andrew Saje, Kalen Hastings and Cindy L Hirondelle left the meeting at 8:10 p.m Emergency Management Advisory Committee The Emergency Management Advisory committee requires one more citizen on this committee. Motion Councillor Abrey moved to accept the citizen appointment to the Emergency Management Advisory Committee for a one year term. Motion Councillor Duda moved that Council direct administration to take the steps necessary to amend the area structure plan of West Coaldale in order to facilitate changes to the proposed size and location of 21 st Avenue. ITEM PERSONNEL Motion Councillor Martens moved to accept the Organizational review report in principal and requests that Council receive a copy of the revised organizational chart and salary grid.
