2 The project has achieved the following so far: Overview: 9 CLCs have been upgraded to CLBRCs, 4 new CLBRCs have been launched in other states. The 13 CLBRCs have reached, with their services, trainings and outreach programs, a total of 126,769 households. More than a quarter of the training programs (29%) involved vocational and technical training for livelihood improvement, 10 percent were on Green Livelihood (solar lamps and improved cook-stoves), and 8 percent were related with the use of technology for livelihood improvement. The centers have linked over 70,000 women to livelihood opportunities, and over women each to markets, trade inputs and microfinance. A total of 430 women-owned microenterprises were spawned and provided handholding support over the duration of the project. Key partnerships and impact: With the help of partnerships with public and private enterprises that include multinational and national technology giants like Microsoft, Mastercard, Google, HP, TCS and academic institutions such as Anand Agricultural University, Indian Institute of Management (Ahmedabad), SP Jain School of Global Management and Washington University, a number of key ICT driven innovations and learning modules have been developed that have enhanced efficiency and effectiveness of services offered by the CLBRCs. For instance, (a) mobile-cum-web application for SEWA s rural RUDI saleswomen has increased their sales by up to 50% (b) the rural livelihood portal connecting trainees and local organizations has increased the number of trainees finding gainful employment, (c) the SEWA GIS system has mapped local natural resources, helped in identification of water conservation solutions and creation of appropriate cropping strategies, (d) the digitization of grassroots transactions through mobile applications has resulted in substantial time and cost savings by reducing the number of trips by SEWA grassroots leaders to district headquarters, (e) linkages with private enterprises such as oil and salt companies, along with technology interventions in production and marketing, have resulted in upto 30% increase in income for salt farmers and also for castor farmers, and releasing them from traders exploitative debt traps. (f) the SEWA community radio in Mehsana district has cleared all regulatory hurdles and received approval from Government of India and will commence broadcasting soon. SEWA s radio team has already recorded several hundred hours of programs. Approval for two other community radios is in the pipeline. Sustainability: Each center has developed a business plan, with clear identification and estimation of costs, expenses, investments and projected break-even point. Five centers have already broken even. By the end of the project, a total of seven centers are expected to generate surplus, two others are expected to recover 80% of their costs, while the newer centers in the other states are expected to recover between 25% and 50% of their costs, with break-even points projected 2-3 years in the future. The SEWA team has been providing focused assistance to these new centers to help them in this regard. A leadership vacuum ensued, and after a suitable replacement wasn t found in time, SEWA decided to shut down the center and focus on the othercenters. The other centers continue to function successfully, and have been steadily growing in scale of operations. The final draft of the book has been completed, and is ready for printing. The book encapsulates the innovations and achievements under the project through the experiences of SEWA s grassroots members and master trainers. The book will be launched on a suitable platform. - A final Implementation Support Mission is tentatively planned for November/December, 2014, where the Bank team and SEWA will go over the remaining action items and plan out a roadmap to complete them on time.
